ACCEL Purpose
Design the Clackamas Early Learning Hub.
Advise on policy. Resource and design system
priorities to create a high quality early childhood
learning system that integrates and coordinates
resources to ensure all children are ready for
kindergarten, ready to read in 1st grade, and
reading at grade-level by end of the 3rd grade.

Early Childhood Positive Social Emotional Framework
Implementation of strategic plan for the establishment of early
childhood positive social emotional framework using the early
childhood Positive Behavior Intervention and Supports

Parent Education - Family Support Programming
• Identify, develop, and/or promote early childhood parent
education programming and support linked with the Oregon
Parenting Education Collaborative Hubs
• Identify, develop and support collaborative early childhood and
school district efforts to integrate services for families including
initiatives such as the Oregon Community Foundation’s P-3
grants with Estacada, Gladstone, Oregon Trail and North
Clackamas School Districts

Identify, coordinate, integrate local program, county, and
state equity initiatives Oregon Education Investment Board,

Home Visiting Coordination
• Identify, establish, implement coordinated efforts to ensure
collaborative, non-duplicative services between Health, Healthy
Families, Head Start, Early Intervention, and other home visiting
support programs
• Pilot Public Health ASQ screening home visiting project
• Establish, implement common tools/mechanisms that allow
integration of services between providers that allow for family
service continuity while avoiding duplication of services.

Kindergarten Readiness and Transition
• Develop strategies to educate parents, early childhood
providers, public school staff, etc. in programming that
supports kindergarten readiness
• Identify and/or develop literacy strategies that support a
coordinated effort countywide through partnerships with
libraries, early learning providers, schools, health providers,
businesses, etc.
• Identify and/or develop, coordinate and support
kindergarten programming through strategies focused on
play and learn groups, Ready, Set, Go, Jump Start, among
others
