Planned Versus Actual
Accomplishment
• NRC Finding (Phase II report):
– “DOE does not effectively use available tools, such
as earned value management, to track the progress
of projects with respect to budget and schedule”
• NRC Recommendation:
– “DOE should mandate a reporting system that
provides the necessary data for each level of
management to track and communicate the cost,
schedule, and scope of a project”

Contractor Requirements
• EVM is required on Capital Asset projects with a
Total Project Cost > $20 Million
• EVM Certification required for projects with TPC =>
$50M (by DOE subject to thresholds)
• EVMS is not discouraged on FFP contracts. A
Performance Management System is required
• Appropriate requirements will be included in all
DOE project acquisition solicitations and contracts

OAPM Responsibilities
• Development and implementation of policies and uniform
procedures defining the EVMS compliance process and its
components (Root Cause / Corrective Action process)
• Where OAPM is the designated Certifying Authority either
per DOE O 413.3B $ thresholds or by request of the PMSO,
OAPM is responsible for certification and surveillance
• Issuance of CARs and CIOs for OAPM-led Reviews
• Conduct an assist visit to ensure understanding of final
CAR(s), apparent causes, and recommendations
• Review and approve the contractor’s CAP, monitoring of the
corrective actions in the plan, and final closure verification
• Maintaining a Central Repository of EVMS-review related
documentation

DOE OAPM Focus for FY15:
Process Improvement
• Sufficiency and skills of EVMS-savvy resources within the
DOE: AACE EVP and PSP Certification for staff.
• Increase consistency in application, execution, and results think improve contractual language, conduct IBRs,
• Enhance PARS data and add/improve data analysis tools,
i.e. UN/CEFACT XML schema,
• Update/supplement policies and procedures with new SOPs
and Handbooks for processes identified in the Strategic Plan
as lacking in depth of instruction, e.g. the EVMS Snippets
cover many areas where there are no current guidance,
• Improve communications at all levels via intranet, training,
and the FY15 Road Show (topics yet to be determined).

AACE Professional Certification
• The OAPM is encouraging staff to become Earned Value
Professional (EVP) and Planning & Project Scheduling
Professional (PSP) certified.
• Humphreys & Associates taught Certification Classes to
OAPM staff.
– Same class taught at WRPS and CH2M Hill here in Richland.
• Both EVP & PSP are 120 Questions over 5 hours, including
writing a “Memo”; EVP has Schedule Network Calculations.
• Over 1,000 Active PSP and 460 EVP Certifications.
