The work of the expert group Peter Stuurman chairman ad interim Saturday, 09 April 2011 Key technology: Tracking and Tracing • Tracking and tracing of inland navigation vessels is an important part of the “River Information Services” (RIS) for the improvement of safety and efficiency in the sector. It supports onboard navigation, shore-based traffic monitoring as part of Vessel Traffic Services (VTS) and other tasks such as calamity abatement. • Inland AIS (Automatic Identification System) is a standardized procedure for the automatic exchange of nautical data between ships and between ships and shore installations 2 13/04/2015 expert group tracking and tracing Our tasks and objectives • The European RIS Platform established in 2003 the expert group Vessel Tracking and Tracing. The main task of this expert group is the development and maintenance of a European wide harmonized vessel tracking and tracing standard for inland navigation. • Because of mixed traffic areas it is important that the standards and procedures for inland shipping are compatible with already defined standards and procedures for seagoing navigation. 3 13/04/2015 expert group tracking and tracing Our most important product the standard Vessel tracking and tracing • AIS is a cooperative procedure, therefore all those wishing to use and participate in the system must be equipped with an AIS device. • Both standards and harmonized procedures are required to ensure the safe interoperability of AIS devices from various manufacturers • The standardization of tracking and tracing for inland navigation includes both the Standard and Test Standard of Inland AIS. These standards define: Functional and technical requirements for Inland AIS devices, Specification of AIS messages for the exchange of messages between Inland AIS devices via radio, Specification of AIS data sets for data exchange between Inland AIS devices and connected applications. 13/04/2015 expert group tracking and tracing 4 All VTT products until 2011 • Vessel tracking and tracing standard for inland Navigation 1.01 fomalised by UN/ECE, EU and CCNR • Test standard for Inland AIS formalised by CCNR • Technical clarifications on Vessel Tracking and Tracing and the test standard for Inland AIS - formalised by CCNR • Inland AIS installation Guidelines not to be formalised according to the expert group 13/04/2015 expert group tracking and tracing 5 What are we busy now in 2011 • New version of the VTT standard published by the EU ( june 2011??) • Class B transponders • Inland AIS silent mode • Inland AIS in Ecdis • AIS on board of convoys • External MKD • IRIS-Europe II sub activity 4 Quality of Information Services for VTT • Exchange of experiences during implementation 6 13/04/2015 expert group tracking and tracing Class Transponder • Class B transponder are meant for non commercial vessels (inland and at sea) • Certification is needed according to international standards • How to have the information if a class B transponders is certified. 1) an international register publishing all certified class B transponders 2) Mandatory certificate on board • We have to include Class B transponders in the standard as a type 7 13/04/2015 expert group tracking and tracing Inland AIS in silent mode • On the moment there is a Inland AIS system on the marked with a silent mode function. The silent mode makes it possible that the Inland AIS system can be switched to a receiving mode, within sending messages. • As long as the use of AIS is not mandatory, it does not make sense to deal with silent mode. When Inland AIS is mandatory by regulation then the regulation should includes rules to have it On during navigation • The expert group will come with an advice how to deal with the silent mode and in which situations it can be used 8 13/04/2015 expert group tracking and tracing Inland AIS in ECDIS • a discussion with representatives of Inland ECDIS took place about how to deal with preferred sets of display. • the proposed standard set of symbols should be included in the charts system. • The system providers are allowed to add own symbols beside the standard set of symbols • VTT proposes the minimum set of functions that the charts should be able to display. • Inland ECDIS will propose the way to translate these functions into symbols to be displayed. • There is still some discussion about the use of the blue sign 9 13/04/2015 expert group tracking and tracing AIS on board of convoys • A proposal was prepared about the AIS requirements of different convoys configurations • We distinguish 4 situations Situation 1. Push tow/ individuals own propulsion Situation 2. Push tow/ individuals not own propulsion Situation 3. Combination of two vessels (side by side) Situation 4. Combination: one vessel towed by another vessel • Proposal will be worked out now 10 13/04/2015 expert group tracking and tracing External Minimum Keyboard display (MKSD) • Still a point of discussion in relation to the need of MKD’s and the possibility of having so called software MKD’s • A small working group will work a proposal with the requirements for allowance of an external MKD 11 13/04/2015 expert group tracking and tracing IRIS Europe II • IRIS Europe II, Activity 4 deals with the introduction of Quality of Information Services in the RIS context. Main objective is the elaboration of harmonised European (minimum) quality requirements and definitions for RIS services. • Within SuAc 4.1 the general approach as well as selection of relevant services and quality parameters was elaborated and the approach for the definition of the QoIS was defined. • Based on these results, the QoIS for VTT were investigated within SuAc 4.5. This document provides the QoIS for the most relevant quality parameters for a representative selection of VTT services. • The results out of Activity 4 shall provide a solid basis for the further harmonised definition of European (minimum) quality requirements in the RIS context. 12 13/04/2015 expert group tracking and tracing Questions ?
