PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Participation of CSOs in the PDF WG DLG December 6, 2010 PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Background: • Participation by CSOs in the WG has been informally discussed for some time • Discussions have been stymied by a criteria for selection PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Rationale for Participation of CSOs: Alignment with past and current directions – • Decision in 2004 by PCG to widen the participation in the CG Meetings by bringing in other stakeholders like CSOs • Role of the WG DLG to serve as a venue for discussing substantive policy issues on local governance & achieving consensus on a policy agenda PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Rationale for Participation of CSOs: Consistent with the current administration’s directions towards greater participation in public governance – • DILG: MC-73,s. 2010;V2V Pipelog MOA signed between DILG & TAN, CODE-NGO & TF-PLG • DBM: Principles of Constructive Engagement between DBM & CSOs signed on Sept. 2010 PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Approaches Towards Selection: 1. Invitation based on the nomination by current members of CSOs they have worked with in the sector - Working Group on Governance & Anti-Corruption Sub-group on Procurement invites TAN, PW, Bantay Lansangan, etc. to every meeting - Working Group on Sustainable Rural Dev’t has as members CSOs on agri. & agrarian reform (ANGOC, PHILSSA,etc.) PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Approaches Towards Selection: 2. Invitation based on an expressed, decision-making process Decision Points: What kind of CSO? Non-stock corporations, NGOs, POs, cooperatives, community orgs., academia, churches, charitable institutions, voluntary associations PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Definitions: (Abella & Dimalanta, 2003) People’s Organization (PO) – associations representing their members’ causes Non-Government Organization (NGO) – intermediary organizations that bridge the state & the citizens, & whose membership is not composed of the people they purport to serve PHILIPPINES DEVELOPMENT FORUM Working Group on Decentralization and Local Government Decision Points: (Abella & Dimalanta, 2003) If NGO, what level of NGO? Primary Level: Ind’l NGOs working directly at the grassroots level that engage in community organizing, direct service delivery, & assistance to POs Secondary Level: Networks of NGOs whose role is to build capacities of members; broker resources, sources of funds & projects for members; and push for collective advocacy work.
