Education Adjustment Program (EAP) EAP Validation Current at May 2013 Purpose: • to understand the validation process • to enhance programs for students with disability by sharing knowledge and skills Setting the EAP context The EAP has a legislative basis – Queensland Anti-Discrimination Act (1991) – Disability Discrimination Act (1992) – Disability Standards for Education (2005) – Education (General Provisions) Act (2006) Validation Validation is a quality assurance process that: • ensures the accuracy of adjustments being recorded by schools on submitted EAP profiles • ensures consistency in reporting adjustments on EAP profiles is maintained over time and across school settings • continues the supportive processes to assist schools become confident with the use of the EAP profile EAP Quality Assurance Quality Assurance Points Identification Step 2 Obtain & record parent permission to start process Step 3 Diagnosis / Specialist Assessment Step 4 Register student on database (AIMS) Approved Statewide Verifiers Step 5 Verification of Disability Principal authorises accuracy Step 6 EAP profile completed and submitted Recognised Specialists Step 7 Validation process Validation Adjustments Step 1 What does Validation mean for schools? Validation determines whether the EAP profile reflects the adjustments recorded in the submitted documentation. School Documentation May include the following areas: • curriculum planning documents identifying differentiation and adjustments • timetables for students and staff • specific plans e.g. specialised health requirements, risk management, individual behaviour support • Individual Support Plan (ISP) or equivalent • student data/reporting Validation • will not ask schools to create additional documents to what is reasonably expected for the planning, delivery and monitoring of a student’s education program • will not make judgements about the quality of a school or a student’s program (this is the responsibility of the principal) Validation Process Statewide validators facilitate the process • Statewide validators will work to implement the process and will have a statewide responsibility for validation • Statewide validators will consult with schools and regions to validate a sample of EAP profiles EAP Validation Process Analysis of EAP profile data Discuss validation process with regional personnel Sample selection Notify schools of validation sample Communicate with principals School consultation and collection of documentation Analysis of school documentation Validation outcome Feedback to school team and regional personnel Selection of EAP profiles for validation process A sample of EAP profiles are selected across: disability categories school sectors regions Notification of Validation Statewide validator: • phones principal to arrange school consultation • emails the following documents to the principal: EAP Profile Notification Letter Advises of profiles to be validated and details of school consultation EAP Validation Form Used to identify documents to support the student’s current program School Process School personnel: • consider the current approved EAP profiles (on Adjustment Information Management System - AIMS) • collate documents supporting current adjustments • prepare a copy (may be electronic) of the documents (please note that document sets will not be returned to schools) in accordance with the EAP Validation Form • attach EAP Validation Form with the principal’s signature to the front of the document set • participate in the validation feedback School consultation process Discussion with principal, HOSES and HOC – topics include: • EAP process including profile completion and documentation of adjustments • school EAP Profile data analysis • validation process • validation sample Submission of school documentation documentation may be submitted electronically Validation Outcome Following analysis of documentation, the statewide validators • determine the validation outcome • provide feedback including recommended actions and timelines for completion Validation Completion The Statewide Validation team: • Provide feedback and collaboratively develop an action plan with the school • ensures the completion of actions recommended within designated timeframes • Provide a regional validation summary report • Support regions to implement the validation outcomes Key Messages… • Validation ensures data obtained through the EAP profile is valid and reliable • Schools submit documents to support current adjustments • Statewide validators determine the validation outcome EAP Validation Information Further information is available from EAP Validation Website http://education.qld.gov.au/students/disabilities/adjustment/validation/index.html
