WHAT IS SISCAL?
• For Installed Instrumentation, a means to determine:
–
–
–
–
–
–
who should calibrate (maintenance level),
what should be used to calibrate (Cal Standards/equipment),
how often calibration should be accomplished (interval),
where it should be calibrated (on site),
why it should be calibrated (criticality analysis)
how it should be calibrated (procedure)
• Issue Calibration Requirements Lists (CRLs) for Every
Hull
– Documents Technical Requirements for all installed NAVSEA COG
instruments. Excluded are those instruments covered by Reactor plant
Manual or SSP instructions.

6
WHY IS IT CALIBRATED?
• Decision Logic Module (DLM) Process
– Safety/Regulatory/Operational Factors
– Criticality and RCM Analysis
• Calibrate only those instruments that require calibration
• Documents for this analysis are limited to NSTMs, safety bulletins,
NAVOSH manual, regulatory requirements
• Maintenance, assessment, testing and/or troubleshooting
documents are not to be included
• Engineering Agent (EA)
– NSWCCD-SSES 953
• Participants
– Equipment ISEAs
– Fleet

WHEN IS IT CALIBRATED?
• Scheduled Per SISCAL Periodicity
– RCM Methodology Based
– Functional Impact Assessed
• SISCALMER/Fleet Feedback/ISEA Feedback/Etc.
• Adjusted Intervals (EXCALIBUR SECNAV)
– Gages (24-36 months)
– Bimetallic Thermometers (36-48 months)
– Remote Thermometers (12-36 months)
– Age Explored

WHERE IS IT CALIBRATED?
• ON-SITE / IN-PLACE
• Eliminates “Damage Potential”
• Removal, Transportation and Installation
•
•
•
•
Minimizes System Downtime
Reduces Tag-Outs
Reduces Sailor Workload
Uses Shipboard Calibration Procedures

– new Rev 12
– Applying Criticality Analysis and RCM to Calibrate Only Those
Instruments That Require Calibration
• Evaluating Calibration Interval Extensions
– Age Exploration based upon function
• Improved Cal Standards
– Portable Pressure Calibrator
– Multi-Function Calibrator
• Instrument-Specific Procedures in PMS
– Better Information to Accomplish the Job

MEASURE
• CRL versus Measure Comparison Program
–PMS 312 funded development of CRL to
Measure Comparison program
• Program tailored for ships force use with
MEASURE MIQ and CRL
• Uses Access database

PMS vs. MIQ
• PMS VERSUS MIQ:
– PMS for Engineering, Weapons, Operations, etc..
• System MRC Contains Test Points/ Tolerances Or Set/Reset
Point/Tolerances For Instrument
• CRL Fields: System MIP And System MRC (MRCs To Be Changed
To R Periodicity From A-16r)
• Not All Instruments Have System MIPs/MRCs. Still In Process Of
Development.
–
May use TFBR Process for changes. CRL will change at the same
time.
• Uses SKED To ‘Take Credit’
– MIQ For AIMD Cal Lab
• Uses 9802 MIP Series Per COMNAVAIRSYSCOM Msg 081825z
Jun 05
• CRL Fields Cal Document, Cal Procedure, Cal Activity, Periodicity,
On Site
• Uses MIQ To ‘Take Credit’
