Who tests in December?
• Students who have taken and not
met the Level II standard on an
EOC exam

• Students that were given full credit prior to
September 1, 2014 from homeschooling,
private school, out of state, or CBE do not
take the EOC for that subject

(all substitutions must be approved by the testing office and
Exclusion Form must be filled out)
ELL Provision for English I
• ELL students that were in US schools 3 years or
less or 5 years or less for asylees/refugees
do not have to re-test the English I EOC if they:

are not parent denials
It is the responsibility of the campus to confirm all requirements
from the ELL provisional documentation for the exemption.
This is only for English I EOC.
All students must take and pass the English II EOC.

EOC Housekeeping- Timing
• EOC time starts after the directions have been read
• If a test administrator goes over the 4 or 5 (English I & II) hours
for EOCs, report it immediately to DTC
• Start testing EOC students with extended time as soon as
possible to ensure all time is given
• Test administrator must communicate (orally or in writing) the
amount of time left to test in one-hour intervals and in shorter
intervals during the last hour
•
Time for EOCs only stops for the following:
- Nurse
- Consolidation or movement into
- Meals
a new testing environment
- Emergencies
EOC Housekeeping- Environment
• Assign at least one test administrator for every 30 students
• “Testing – Do Not Disturb” signs posted on testing rooms
• Testing rooms should be quiet, well lighted, well ventilated, and
comfortable
• Bulletin Boards and instructional displays covered or removed if
it contains anything that might aid students during testing

There must be a working clock in the room
Test Security &
Confidentiality
• Account for all secure materials before,
during and after each test administration
• Immediately inventory materials and verify
the contents of the shipment within 48
hours (email confirmation to testingdept@saisd.net
write “[Campus Name]-Materials Verified Dec EOC” in
subject line)
• Keep materials locked in the secure room
• Only trained and oathed individuals may
handle testing materials
Test Security &
Confidentiality
• No person may view, reveal, or discuss
the contents of a test or answer document
unless specifically instructed to do so by
the procedures in the test administrator
manuals
• No person providing an oral
administration may write notes,
calculations, or any other marks in a test
booklet or in any other location

Confidentiality
• No person may verbally or noverbally
answer any question that relates to the
contents of a test before, during or after a
test administration
• Secure materials may not be duplicated
by test administrators
• No person may review or discuss student
responses during or after testing unless
specifically authorized to do so

• All tests must be administered in strict
accordance with the manuals
• No person may change any student
response or instruct a student to do so
• Test administrators must actively monitor
testing sessions
• Only students can erase stray marks or
darken response ovals on their answer
documents and only during the testing

present with students until students
complete testing and submit their answer
documents to the test administrator

Security Oaths
•
TEA requires that everyone be trained
and sign a security oath before handling
secure testing materials or participating
in the administration of a state test

All test administrators administering a
test that involves viewing secure testing
content must initial and sign the
statements at the bottom of the oath.
(oral admin and transcription require additional training)
Paraprofessionals
Paraprofessionals must complete a district
noncertified personnel testing oath
• CANNOT be used as test administrators
• CANNOT relieve test administrators for
breaks
• CAN be used to take students to lunch
without being with a test administrator
• CAN be used as hallway or restroom
monitors – cannot be working on anything
while monitoring hallways or restroom
Active Monitoring
Monitoring during test administrations is the
responsibility of the test administrator, the campus
test coordinator and administrators.
What is NOT active monitoring?
Anything that takes the test administrator’s attention away from
the students during testing. Examples include:

Working on the computer or checking email
Reading a book, magazine, or newspaper
Grading papers or working on lesson plans
Leaving the room without a trained substitute test
administrator in the room
– Leaving students unattended during lunch or breaks

Penalties for
Prohibited Conduct
Any person who violates, assists in the violation of, or
solicits another to violate or assist in the violation of test
security or confidentiality, as well as any person who fails
to report such a violation is subject to the following
penalties:
 Placement of restrictions on the issuance, renewal, or holding of a
Texas educator certificate, either indefinitely or for a set term;
 Issuance of an inscribed or non-inscribed reprimand;
 Suspension of a Texas educator certificate for a set term; or
 Revocation or cancellation of a Texas educator certificate without
opportunity for reapplication for a set term or permanently.
 Possible criminal prosecution under TEC ξ39.0303, Section 552.352
of the Texas Government Code, and Section 37.10 of the Texas
Penal Code.

If you become aware of any irregularities,

 Incident report including a plan of action (local form)
 Signed statement(s) from individual(s) involved (typed,

 Statements should not include names of students
 The local disciplinary referral form used to report
disciplinary actions taken against students for cheating,
cell phone issues or disruptions

Preparing EOC Materials
for Return
• Verify that no answer documents have inadvertently
been left in test booklets
• Verify that all test booklets and answer documents are
accounted for (including blank answer documents)
• All secure test booklets must be put in serial number
order for return to the district
• Make sure that any transcribing that is required for
special testing situations has been completed and
documented on the answer document
• Make sure the correct score code is marked on each
answer document and test booklet number has been
indicated
• Verify that student information, test taken information,
and accommodations coding on answer documents is
accurate
Return and Check In
• Test booklets must be face up, in numerical order with
the lowest number on top of the box – largest on the
bottom
• Answer documents - in alphabetical order
• Answer documents - accounted for with Class ID
sheets. No more than 100 answer documents in a band.
