UDT-CERT certifies management systems in the scope of:

• Scope:
the rules for the system of conformity assessment with essential and specific requirements for
products;
particular conditions and accreditation mode;
the rules and the mode for authorization of certification bodies, and laboratories as well, and the
way of notification of authorized bodies and laboratories to European Commission and EU
Member States;
Polish Center for Accreditation tasks as national accreditation body within the meaning of art. 2
item 11 of the Regulation (EC) 765/2008;
the rules for the product control system according to the market surveillance framework of the
Regulation (EC) 765/2008.
ACCREDITATION SYSTEM IN POLAND
• National Accreditation Body
– Polish Center for Accreditation (PCA)
PCA is the national accreditation body authorized to grant accreditation to
conformity assessments bodies on the basis of the Act of Parliament of 30 August
2002 on conformity assessment system.
According to the Regulation (EC) No. 765/2008, Polish Centre for Accreditation
have been appointed as the only national accreditation body in the light of the
above Regulation.
PCA was established on 1 January 2001 on the basis of the Accreditation Office of
the Polish Centre for Testing and Certification (PCBC) and the Calibration
Laboratories' Accreditation Department of the Central Office of Measures (GUM),
taking over employees, liabilities and commitments of the above institutions within
the accreditation activities.
ACCREDITATION SYSTEM IN POLAND
Polish Center for Accreditation (PCA)
Polish Centre for Accreditation takes part in works of international
organizations acting in the field of accreditation. PCA is a member of:
• IAF (International Accreditation Forum, Inc.)
• ILAC (International Laboratory Accreditation Cooperation)
• EA (European co-operation for Accreditation)
NOTIFICATION PROCEDURE IN POLAND
• Legal framework: Polish Act on conformity assessment system of August 30,
2002 (OJ 2010/138/935, amended)
• Notification procedure:
- Certification bodies and laboratories applies for authorization in the scope of their
accreditation;
- Authorization is granted following the application of the certification body or laboratory,
complying with specific requirements;
- Authorization is granted by a minister or head of central authority, adequate to the subject
of conformity assessment, as an administrative decision;
- Ministers and heads of central authorities notify authorized certification bodies or
laboratories to the Minister of Economy for notification to European Commission and EU
Member States.
REMARKS:
• Polish accreditation scheme formed in 2004 (PL joined EU)
• EU Regulation 765/2008 didn’t change basis of Polish
accreditation system
• Improving of the system:
- PCA is getting ready for the verification of competences of Cab's
which are NB’s
- EA audits to conform PCA competencies for the above
mentioned activity are to be carried out
