Information letter legislation regarding determination of
tuition fees
In Higher Education a distinction is made between statutory and institutional tuition fees. Statutory tuition
fees are determined by the Minister and institutional tuition fees by the institution’s Executive Board. The
government has formulated conditions to determine whether a student must pay statutory, increased
statutory or institutional tuition fees.
Determination statutory or institutional tuition fees
For each student or prospective student, HAN must judge whether he/she must pay statutory or institutional
tuition fees. If one of the conditions below applies, then the student must pay the institutional tuition fees. The
remaining students pay the statutory tuition fees.

1. A previously obtained degree in Dutch Higher Education
Students and applicants who have already obtained a Bachelors or Masters degree in the Netherlands (unless

before the 1991-1992 academic year) and who are enrolled for a second Bachelors or Masters course have
to pay the so-called institutional tuition fees. The government makes two exceptions to this rule:
a.
For students who are about to study in the field of health care or education, but only if the first degree
was not in one of these sectors, and
b.
For students who have started a second Bachelors or Masters study programme before obtaining their
degree for the first Bachelors or Masters study programme.
These students can complete their second Bachelors or Masters study programme while paying only the
statutory tuition fees.
2. Nationality outside the European Economic Area (EEA) (nationality requirement)
A student or prospective student who does not belong to the group as defined in article 2.2 of the Wet

Studiefinanciering 2000 [Student Grant Act 2000] (this group includes students with EEA , Swiss or Surinam
nationality and certain kinds of residency permits) must pay the institutional tuition fees. This is not a new
change to the legislation. The nationality requirement was already a condition for obtaining a government
grant.
Tuition fees
As of academic year 2013-2014 HAN has divided the institutional tuition fees in three categories: Low, High and
Top. For the academic year 2014-2015 the amounts are as follows:

The appendices (Bachelor’s programmes in Appendix 1 and Master’s programmes in Appendix 2) and Tuition
Fee Calculator (www.han.nl/tuitionfees) show which programmes belong in which category.

The institutional tuition fees are considerably higher than the statutory tuition fees as HAN does not receive a
government grant for students who do not meet one or more of the above-mentioned conditions.
HAN has introduced a transition period so that current students will not be immediately confronted with these
higher institutional tuition fees. In this way, these students have the opportunity to finish the course in which they
were enrolled in 2010-2011.
Up to and including the academic year 2013-2014, students in question will pay institutional tuition fees
that are equal to the statutory tuition fees:
o for the academic year 2012-2013 tuition fees for full-time / dual study programme are
€ 1,771 and for part-time € 1,600;
o for the academic year 2013-2014 tuition fees for full-time / dual study programmes are
€ 1,835 and for part-time € 1,600.
The academic year 2014-2015 will be used as a transition year. The students in question will pay
€ 4,760.
From the 2015-2016 academic year onwards, students in question will pay the full institutional tuition
fees. These fees will be at least € 7,000.
Please note: This transitional regulation does not apply to students who do not meet the nationality
requirement. They will pay the institutional tuition fees just as they have done so in the past.

Possibility for concessions
The possibility to make use of a concession in study costs will remain. Some examples of this are the teachers
grant, the concession for teachers or extra performance-linked student grant (see www.ib-groep.nl) or the tax
deduction for study costs (www.belastingdienst.nl). If a student works in a field related to his/her study
programme, the student can also ask his/her employer about the possibilities for funding.
Determination of tuition fees for students and prospective students A student or prospective student can
find out which tuition fees apply to him/her based on the Tuition Fee Calculator at www.han.nl/tuitionfees.

New students receive a HAN Scholarship of € 2,500 provided they have met the scholarship requirements..
