The PHR
• A record of child’s health and development held by
parents/carers
• Has been in use in UK for ~30 years (Red book)
• Irish PHR first piloted in former Midwest area in 20002012 (Orange/ Giraffe book)
• Evaluation demonstrated an improvement in service
quality – through provision of accurate, timely
information and the empowerment of parents in the care
of their child
• Now in use in former Midwest, North East and North
West areas

The PHR
• Same version used across all current implementing
areas in Ireland
• Lack of national mandated, coordinated approach and
resource constraints has impeded implementation in
other HSE areas
• Awaiting national implementation of a shared child data
collection tool (?PHR/ ?other)
• Child Growth Foundation growth charts in use in PHR up
until implementation of UK-WHO charts
• New UK-WHO growth charts in PHR from Sept 2012
onwards

Philosophy of PHR
Parents are the main carers of their children’s
health, and as such should have access to as
much knowledge as health professionals.
Knowledge empowers and enables consumers
to make better use of services.

PHR
• Use of the record:
– Distributed at Primary Visit (Postnatal visit)
– PHN service has responsibility to explain to parents purpose,
use and content of record
– CHISP materials (Caring for your Baby/Child) are used to
support and augment health promotion material in the PHR
– Parents are encouraged to record information about their child’s
health and development
– Parents are encouraged to take the PHR with them to every
contact with health professionals
