 To establish strategic partnerships for mutual
benefits
 Define common policies
 Identify priorities for dialogues and cooperation
actions
 Determine initiatives and mechanisms on how to
implement those actions
= High level decisions that guide implementation at
lower levels

Declaration of Santiago: Recommendations for
politicians. Amongst others:
foster the EU-LAC area for Higher education,
S+R+T+I and provide financial support mechanisms
promote the integration of scientific research and
innovation systems
 Foster cooperation of academia, industry and
public sector as well as society at large
The last recommendations includes also the support
of entrepreneurship and the use of ICT to reach the
goals.
