STAAR Mathematics Grades 3–8
 New TEKS adopted in April 2012
 Implementation of new math curriculum in 2014–2015 school year
 New STAAR items will be field-tested this 2014–2015 school year
 Students will receive raw scores before end of school year
 Performance standards will be set in summer 2015
 Districts will receive new reports and data files in August 2015 after
performance standards are set
 Math retest opportunities will not be offered in 2015
 The STAAR progress measure for grades 4–8 math will not be
available in 2014–2015

 Prompt study took place in spring 2014
 Next prompt study for grade 4 writing (English and Spanish)

Key Elements for Success in STAAR
 Understand the level of performance the TEKS require
 Teach students the academic vocabulary
 Teach both readiness and supporting content and skills
 Emphasize critical/inferential thinking, problem solving, and
application rather than isolated or memorized content and skills
 Reinforce connections between different content areas (e.g., math
and science, math and reading)

2014 STAAR L Administrations
 Online interface provided certain linguistic accommodations for
qualifying students:
 Clarification in English at the word or phrase level for pre-determined
words or phrases
 Words read aloud at the word-by-word level
 Available for mathematics, science, and social studies in all
applicable grades
 61,000 students across the state were administered STAAR L across
all administrations in 2014 compared to 35,000 students in all 2013
administrations

STAAR L Practice Sets
 Minor updates
 Griddable items removed in grades 3-8 math
 Practice sets will consist of approximately 20-25 items for each STAAR L
assessment
 Updated sets will be available in late fall
 Can be accessed from
 http://www.TexasAssessment.com/STAARL-PracticeSets and
 http://www.tea.state.tx.us/student.assessment/ell/staarl/
 Available in online format so that students may experience item
accommodations as they will be presented in the operational
administration

 Will be available late fall
 Minor updates.
 Griddable items
 Some items updated to reflect new math TEKS
 Grade 8 math—no ruler; online calculator added
 EOCs—online calculator added
 Should be used to familiarize students with clarification and read aloud
accommodations and standard TestNav tools
 Test administration directions for operational STAAR L assessments will
assume some familiarity with online interface
 Should be done before students access practice sets

STAAR L Paper Administrations

 Paper test booklets (and ECGs as applicable) will be approved by
TEA in rare circumstances
 Accommodations that are not available in TestNav
 Unavoidable technological problems that make online testing
impossible
 Other special situations (e.g., homebound students, JJAEPs, etc.)
 Detailed information about STAAR L paper request process will be
posted on Coordinator Manual Resources page at
http://www.tea.state.tx.us/student.assessment/manuals/dccm
 Student who was approved for a paper administration in the spring
but is retesting in December will not automatically receive paper
materials
 DTC should forward prior approval to TEA at ELL.tests@tea.state.tx.us
so paper materials can be ordered from Pearson

ELLs with Parental Denials TAC
§101.1005 (f)
 Reminder: These students are not eligible for special ELL assessment,
accommodation, or accountability provisions
 No testing in Spanish
 No linguistic accommodations during testing
 No English I EOC special provision
 No unschooled asylee/refugee provision
 ELLs with parental denials may, however, use bilingual, ESL, or other
allowable dictionaries as part of dictionary policy for STAAR reading
and writing tests in grade 6 and up; under this policy, use of certain
dictionaries not considered linguistic accommodation

Texas TrainingCenter
 Returning Rater Planning Roster is available for use
 Uses TrainingCenter records to generate a list of trained raters
 Shows the date a rater first completed training requirements (starting in 2008–
2009)
 Serves as an aid for planning
 TrainingCenter records may not be fully accurate in situations where users have
multiple accounts, outdated information in the My Info section, etc.
 New campus coordinators that need immediate access to the
TrainingCenter can sign up using the previous year’s site code to create
account

Reminders
 The general STAAR is taken by ELLs and other students who do not meet
eligibility criteria to be assessed with STAAR Spanish, STAAR L, STAAR A,
or STAAR Alternate 2
 LPACs should be aware that —
 STAAR L is available in mathematics, science, and social studies
 STAAR Spanish is available in grades 3–5 only
 ELLs taking general STAAR assessments may be permitted some linguistic
accommodations

Language of Assessment Decisions
 Must be individual student decisions
 Grade-based or program-based decisions not authorized
 LPAC must consider input from student’s teacher(s) in making
language of assessment decisions
 STAAR Spanish may be given in grades 3–5 to both ELLs and nonELLs as long as the LPAC determines it to be the most appropriate
measure of a student’s academic progress in accordance with TEA
guidelines
 Students are not limited to three years of assessment with STAAR

ELL Participation in STAAR A and STAAR Alternate 2
 ELLs receiving special education services who meet requirements
for STAAR A or STAAR Alternate 2 may take these assessments.
 ELLs participate only on basis of disability, not second language
acquisition.

Special English I EOC Provisions
TAC §101.1007
 For ELLs who ―
 have been enrolled in U.S. schools 3 school years or less (5 or less if
qualifying unschooled asylee/refugee) and
 have not yet attained TELPAS advanced high reading rating
 When enrolled in English I/ESOL I course, eligible ELL shall not be
required to retake assessment each time it is administered if student
passes course but does not meet standard
Note:
 Students are not exempt from testing while in the course
 Provisions do not apply to English II

 This TETN is a training of trainers (TOT) for designated ESC staff to train districts to
guide language proficiency assessment committees (LPACs) in making
assessment and accommodation decisions for English language learners (ELLs)
participating in state’s assessment program. This training is not open to districts.
