1.1
INTRODUCTION
PURPOSE
The purpose of this document is to ensure the necessary coordination of emergency response actions in the event
of a situation of hazard and accident during drilling of the exploration well 7228/2 at the PL396 EIK location
operated by Norwegian Energy Company ASA (NORECO). This document describes:

The bridging document is valid for the petroleum activities at PL396, well 7228/2, when the safety zone is established
until the rig leaves the safety zone.

OVERALL RESPONSIBILITY
As Operator, NORECO has the overall responsibility for health, safety and environment when drilling the well;
including the responsibility for oil spill response operations. A well specific oil spill recovery plan (Oljevernplan for
EIK PL396, Dok 101772) is established and distributed to relevant parties.

in the period March - April 2012. The drilling phase is estimated to last for 30 days.

which is owned and operated by
Transocean Norway.

5.1
EMERGENCY RESPONSE RESOURCES
STANDBY AND SUPPLY VESSELS
Three vessels are contracted to be used during the drilling of well 7228/2 Eik in PL 396. Another
vessel (To be named from Herning Shipping vessel pool) has been contracted to receive oil
emulsion from OR vessels if an oil spill incident should occur.
A standby vessel will be present at all times at the well location.
Esvagt Castor is contracted. The standby vessel has 2 Fast
Rescue Crafts (FRC) onboard. The standby vessel is equipped
with ARPA radar and AIS and can be used for towing NOFO oil

Stril Polar is the one of the supply vessel contracted for the
PL396 operations. Stril Polar is a DNV +1A1 classified vessel,
Oil-Rec (NOFO 2009) and will act as back up stanby vessel. It is
equippet with FIFI I+II, hospital facilities and rescue capasity for
300 survivors. De-Ice class

Also Volstad Princess is contracted for the PL396 operations.
It is a DNV +1A1 classified Vessel with ICE 1B class. It has OilRec (NOFO 2005), hospital facilities and rescue capasity for 300

The vessel (To be named from Herning Shipping vessel
pool) has been contracted to receive oil emulsion from OR
vessels. Minimum capacity 8000 m3. A specific procedure will
regulate the transfer operation between the OR vessel and the
oil tanker. Oil emulsion transfer shall not take place inside the
500m safety zone of a mobile drilling unit.

5.2
HELICOPTERS
Eurocopter EC225, Hammerfest
Personel transport to and from Transocean Barents will be
operated by Bristow Norway AS from Hammerfest airport. The
E 225 has passenger capacity of 19 and is equipped for
medevac. A 24/7 helicopter crew is established with 2 hours
response time day (10-22) and 1 hour night (22-10). If needed,
this helicopter can be used for medical alert.
AWSAR Eurocopter EC225, Hammerfest
An AWSAR helicopter will be operated by Bristow Norway AS
from Hammerfest airport. The mobilization time for the
helicopter is 1 hr during both day and nighttime, but only 15 min
if other helicopter is airborne. The medical doctor will always
follow the helicopter. This is the primary helicopter with medical
alert/medevac.
SAR Sea King, Banak
The closest located public rescue helicopter onshore is the SAR
Sea King helicopter at the 330-squadron at Banak, operated by
the Norwegian Air Force. The helicopter is on 24-hours duty and
the mobilization time is 15 min both during daytime and at night.
The helicopter carries a medical doctor.
5.3
OIL SPILL RESPONSE (Well specific oil recovery plan)
A detailed description of emergency oil spill responsibility is described in the NORECO oil spill
response plan for 7228/2 at the PL396 Eik location. Reference is made to CIM
https://cim5.onevoice.no/offb/ and NOFO web www.nofo.no for all relevant documents.

RECEPTION HOTEL
NORECO has contracted Thon Hotel in Hammerfest to be used as evacuees and next-of-kin
reception hotel for this operation. A seperate part of the hotel will be used for media handling for
this operation.
5.6
DUTY DOCTOR
The Duty Doctor Service is provided by SOS International, and a Duty Doctor will be located in
Hammerfest during the operation. The Duty Doctor is on 24 hours duty and can assist the medic
onboard with medical advice by telephone and/or Viju video system. The Duty Doctor will (if not
muster off shore), if needed and appropiate, receive injured persons at the heliport and will
organize professional assistance for transportation to Hospital. The Duty Doctor may also travel
offshore on demand. Mobilisation time is 45 min, or oral agreement with the helicopter pilots when
going off shore. If the transport helicopter is airborne, duty doctor will mobilize within 15 min.
Further details of the medevac procedure are listed in appendix D.
5.7
REQUISITION OF MEDEVAC HELICOPTER
The AWSAR EC225 in Hammerfest is the primary resource with medical alert/medevac. The EC
255 transport helicopter has although capacity to load up to two stretchers, and may be used as a
secondary resource with medical alert.

The OIM has the overall responsibility to do the requisiton of the helicopter as required from the
nurse and Duty Doctors judgement. Note that the OIM can request the helicopter resources
through Transocean Barents CCR, or leave this to either the Drilling Supervisor or Level 2
emergency organization, if he has other urgent business to attend. See Appendix D for detailed
instructions. More information related to airborne resources is given in the figure and tables above.
5.8
RADAR SURVEILLANCE
The Stand By Vessel is equipped with both AIS, ARPA-radar and OSD (Oil spill detector), and will
monitor the vessel traffic in the vicinity of the rig. Any potential threat of collision (or breach of the
safety zone) shall be detected within 50 min prior to any impact of powered ships (about 10
nautical miles assuming a speed of 12 knots). Large drifting ships, objects or installations shall be
possible to detect at a distance of about 20 nautical miles, and small vessels at about 12 nautical
miles.

6.2
FLOW OF INFORMATION DURING EMERGENCIES
NORECO 2nd line will coordinate the flow of information during an emergency situation. Strategic
information will be handled by 3rd line. NORECO 2nd line Operational ERO will stay regularly in
contact with the Rig, Transocean Norway 2nd line, Det norske Borevakt (Drilling Duty) and Well
Incident Team and NORECO 3rd line Strategic ERO.

Depending on the incident, Det norske Well Incident Team (WIT) shall support the 1st line in
handling well situations, including evaluating the potential risk of the situation.
Det norske Drilling Duty and Well Incident Team will stay regularly in contact with the offshore
Drilling Supervisor regarding drilling and well related issues and keep the onshore emergency
organization informed. Transocean Norway will stay in contact with the Offshore Installation
Manager (OIM) onboard Transocean Barents according to own emergency procedures, and will
notify maritime authorities and own contractors. Transocean Norway will send a representative to
NORECO 2nd line Operational Emergency Control Centre (ECC) if requested by NORECO.

6.3
ALERT AND NOTIFICATION OF ACCIDENTS AND INCIDENTS
All accidents and incidents shall immediately be notified by the Offshore Drilling Supervisor (ODS)
to the Emergency Response Manager (ERM) by telephone.
After the initial notification by phone, the ODS shall send a draft PSA alert- and notification form to
the ERM. ERM will alert PSA immediately, finalize the draft form coordinate with 3rd line
Management Representative (Operational Duty) and submit to PSA with a copy to the 3rd line. The
alert and notification shall be in accordance with the degree of criticality as defined in the document
“SD02-DENOR-S-0008 Reporting and Follow-Up of Incidents and Accidents”.

Appendix A – Responsibilities
This appendix defines the responsibilities which will be applicable for all emergency -situations.
A.1
OFFSHORE EMERGENCY RESPONSE
The offshore emergency response organisation onboard Transocean Barents is responsible for
the safety and emergency preparedness on the rig and the execution of local emergency
response actions. Transocean Norway’s management system will apply during the handling of
emergency situations within the safety zone of Transocean Barents.
The Contingency Manual and Station Bill for Transocean Barents provide guidance for the
offshore personnel who are required to respond to any emergency situation on the drilling unit.
The emergency response organisation onboard Transocean Barents is under the overall
command of the Offshore Installation Manager (OIM).
A.1.1 Offshore Installation Manager (OIM)

Responsible for the safety of the installation and all personnel onboard, including the
handling of any emergency situation on the rig and within the safety zone
Assume overall command of the emergency response actions offshore
Notifiy the Joint Rescue Co-ordination Centre (JRCC), the offshore drilling supervisor, the
standby vessel, area resources and own onshore organisation
Release standby vessel and resources for the oil recovery operation. Note that the safety
of personnel has the highest priority, and that the standby vessel only shall be released
for oil recovery operations if operational and safety conditions onboard the rig permits it.
When the standby vessel is released, no work over open sea can take place. The OIM
can call back the standby vessel if needed

A.2.1 General
The onshore emergency preparedness organizations of involved companies (i.e. Transocean
Norway, vessel owners, helicopter contractors, etc.) shall co-operate closely with NORECO
operational (2nd line) and strategic (3rd line) emergency response organisation in order to
ensure co-ordination of supply of resources and implementation of actions.

Prosedyren skal sikre riktig varsling, behandling, og rask og hensiktsmessig transport av syke eller skadete
pasienter fra innretninger der Det norske er operatør.
Den skal finnes som vedlegg til brodokumentet mellom riggens og landorganisasjonens beredskapsplaner, og
administreres av operatøransvarlig lege.
I brodokument for beredskap knyttet til den enkelte lokasjon, skal det gis en oversikt over tilgjengelige medinske
ressurser for operasjonen. Dette er nærmere beskrevet i vedlegg A.
