If you are receiving less than a customary and reasonable fee or working with an AMC who doesn’t seem to care about the quality of your appraisals or the competency of their staff, you’re working with the wrong company. **Note** Customary and reasonable fees form the base and can be negotiated upward from there depending on complexity, etc. Questioning AMC’s Policies If a loan fails to close, is it within the law to withhold your payment for the appraisal? NO. Questioning AMC’s Policies Is the person running an AVM required to have the requisite experience, which means be “licensed” as an appraiser? Yes, If the valuation is to be used by the bank for lending purposes. Questioning AMC’s Policies Is it a good idea to “change” your report at the request of an AMC or Lender after submission? NO. “Changing” your report will probably result in a complaint being filed with your state appraisal board by the AMC or Lender. Questioning AMC’s Policies Is it legal for an AMC to choose an appraiser based solely on the lowest fee? NO. Selecting an appraiser solely based on the lowest fee is prohibited by numerous federal regulations. The program is apparently 16.3 billion dollars in the red. The changes will limit borrowers with credit scores below 620 to a total debt-toincome ratio of 43 %. It has also been proposed that these borrowers have 10 % down payment for purchases FHA also announced that it will discontinue its reverse mortgage program that permits elderly homeowners to take as much as 77% of appraised value out of the residence. This program has proved to be too costly for FHA. FHA will continue to offer an alternative program, which acts essentially the same as a home equity program which the homeowner may borrow against.
