The workshop was arranged within POLIS -­ Identification and mobilisation of Solar POtentials via Local Strategies -­ a project within the Intelligent Energy Europe Programme. The aim of the project, as well as the dissemination workshop, is to promote and facilitate the use of solar energy thorough actions in urban planning and development of strategies. The workshop took place before lunch on April 20th in City Hall in Malmö. The main workshop objective was to present the POLIS project to the target group, and to show the results not only from pilot actions in Malmö but also from the other POLIS cities. The Polis project outcomes, like the manual and the coming guidelines, were described and presented to the audience. The POLIS guidelines were thoroughly described and promoted for future use within the field of solar urban planning. The external lecturers were selected to give a deeper knowledge, understanding and inspiration regarding the solar technology, architecture and planning instruments. Target group
The invitation to the workshop was sent to all city/town councils in the Skåne Region. The target group was mainly officers and politicians at the urban planning and exploitation departments. Also architects, consultants and other professionals who operate within the urban planning area were invited, and also students from the Lund University attended the workshop. Contents
Anna Cornander, Eliabeth Kjellsson and Mats Elfström held a 40 minute introduction of the POLIS project, including the results from pilot actions in Malmö and from the other POLIS cities. The Polis project outcomes were presented including the POLIS guidelines that were recommended for future use within the field of solar urban planning. 2
After the POLIS introduction, Michiel van Noord, a consultant experienced in PV installations and PV system design, talked about dimensioning aspects, shading issues, urban planning issues and recommendations. The next speaker, Joakim Widén, a researcher assistant at Uppsala University, showed a calculation model for economic optimization of PV installations. The calculation model is available online for free. After the break, Peter Rosengren, energy and climate advisor at the municipality of Lerum, gave a very inspiring speech about the work with solar urban planning going on in the municipality. The municipality of Lerum has set higher energy demands on new buildings and has introduced a reduction of cost of the building permit for buildings with low energu demand (for example using solar energy). The example from Lerum has also been mentioned as a planning instrument in the Swedish result of the POLIS project. The following speaker, Brian Möinichen Wendin from Velux in Denmark, gave a very inspiring speech about solar energy integration possibilities and design within the architecture, including changes of existing buildings. The last speaker was Maria Wall from Lund University, who talked about results from the IEA Solar Heating and Cooling 7DVN SURMHFW ³SolDU HQHUJ\ LQ WKH DUFKLWHFWXUH´ 7KH
project that has the goal to contribute to the development of a high architectural quality LQEXLOGLQJVZLWKVRODUHQHUJ\XWLOLVDWLRQIRFXVLQJRQWKHDUFKLWHFW¶VSURIHVVLRQDOUROH. The project is developing integration criteria and guidelines for architectural integration of solar energy systems in buildings. The workshop ended with a questionnaire study, followed by lunch. To regard solar energy installations within the buliding permit assessment. When a solar energy installation is planned in a new building, the standpoint should be positive and give more indulgence to deviations from the plan. Regard also the standpoint in Lerum municipality, where they have a reduction of cost of the building permit for buildings with low energy demand. After the workshop, the workshop powerpoint presentations were sent to the participants and published on the Solar Region Skåne website, www.solarregion.se. 6
