• Employment Ontario (EO) is the Ministry of Training, Colleges
and Universities’ Employment and Training network of
employment and training programs and services
• Over the last few years we have transformed EO to make it
more customer-centred, integrated and accessible

Employment Service
• The EO transformation has also resulted in a new Employment
Service (ES) network of service providers each offering the full
suite of EO services and programs in every community in
Ontario
• Through a one-stop shop, anyone, no matter where he or she
lives, can walk into any ES-funded site and receive the same
level of access to the information and services needed to
obtain employment or skills training

Employment Service
• The goal of ES is to help Ontarians find sustainable
employment. Through a range of resources, supports and
services, ES bridges the gap between the employment needs
of individuals and the skilled labour needs of employers
• The five components of ES provide a highly flexible tool kit of
services that can be customized to an individual’s particular
needs. ES is not all things to all people, and not all people will
require the same supports or the support of all components
• This integration of service components allows for a responsive
suite of service options that are truly client-centric
Employment Service
• All ES providers are equipped to provide information on and
referrals to all EO employment and training programs
• Individuals wishing to access an EO program with specific
participation criteria may be required to attend an
information session or meet with an employment counsellor
who will assess their eligibility and suitability for the program
• ES providers will assist individuals with preparing an
application for submission to MTCU

Second Career
What is Second Career?
• SC provides financial support for individuals who require skills
training to assist them to find employment in occupations
with demonstrated labour market prospects in Ontario
Who can participate?
• Unemployed individuals who have been laid off on or after
Jan. 1, 2005 training for a career with good employment
prospects locally or in Ontario
• Other participation factors include: active job search, length
of unemployment, education background, work history,
labour market prospects, training request, experience and
occupational skills
Second Career
What can SC provide?
• Skills training for specific occupations and academic
upgrading, literacy / numeracy, ESL/FSL
• Training can be for up to 24 months with an additional 12
months for academic upgrading
• Financial assistance: Tuition, Books and Other Instructional
Costs, Other Personal Supports and Transportation,
Dependent Care, Basic Living Allowance, Disability

Apprenticeships
What is an Apprenticeship?
• A combination of on-the-job and in-school training for
employment in a skilled trade.
• Usually takes 2 – 5 years to become a certified journeyperson
– on average, 90% is on-the-job training with instruction by
certified journeypersons in the workplace
– in-school training takes place at a college or other
approved training provider
• There are more than 150 apprenticeship trades
• To work in certain skilled trades you must either be a
registered Apprentice or possess a valid Certificate of
Qualification

• Financial supports are available for in-school training and
completion incentives
• Individuals who have earned a trade certificate or worked in
the trade outside Canada may qualify to write the Certificate
of Qualification Exam to work in Ontario.
Targeted Initiative for Older Workers
What is Targeted Initiative for Older Workers (TIOW)?
• TIOW is a federal-provincial cost-shared employment
program created to provide a range of employment
activities for older workers who live in vulnerable
communities and who have lost their jobs
Who can participate?
• Unemployed workers aged 55 to 64 who are legally entitled
to work in Canada
• Lack skills needed for successful re-integration into
employment
• Live in an eligible community
Targeted Initiative for Older Workers
What does TIOW provide?
• Job search assistance, networking, counselling, resume
writing
• Vocational and/or learning assessments, basic skills
upgrading, skills training, employer-based work experience,
preparation for self employment, mentoring and support
• Individual TIOW Service Plan with up to 25 hours / week of
individual and group programming.
• Financial assistance: placement incentives, employment
and training costs and supports
Literacy and Basic Skills
What is Literacy and Basic Skills (LBS)?
• LBS provides literacy, numeracy and essential skills services
to help people achieve their education, training and
employment goals, as well as enjoy increased independence
Who can participate?
• Adults who are out of school and can communicate in English
or French
• LBS services support programming for the deaf as well as
Anglophone, Francophone and Aboriginal learners
Literacy and Basic Skills
What does LBS provide?
• No cost and flexible training options
• One-on-one tutoring, small-group instruction, classroom
instruction
• Programs offered by more than 200 agencies at 300 sites:
local school boards, community-based agencies, and colleges
• Academic upgrading for entry into post secondary education
or apprenticeship training
Other EO Services:
Job Creation Partnerships (JCP):
• JCP financially supports projects that create jobs that provide
participants with an opportunity to maintain or enhance their
employability skills through work experience
• JCP participants must be E.I. eligible or Reachback
• Interested individuals can check the Service Canada Job Bank
for available postings and contact an ES provider for details on
how to apply
Other EO Services:
Self-Employment Benefit (SEB):
• SEB provides entrepreneurial skills development support to
eligible participants to help them develop and implement
their business plan and become self employed
• SEB allows participants to concentrate on building a
sustainable business by providing them with financial
assistance while they receive business advice and support
• SEB participants must be E.I. eligible or Reachback
• Interested individuals must meet with an ES provider to
complete an ES needs-based service determination
