Session Objective
• By the end of today’s session, participants will
be able to:
– Describe at least two strategies to improve an
APHIF host site application.
– Describe at least two strategies to improve a HSIP
host site application.
STRENGTHENING HEALTH SYSTEMS
THROUGH INTERPROFESSIONAL EDUCATION
A collaboration between the Association of State and Territorial Health Officials,
the Centers for Disease Control and Prevention, the Council of State and
Territorial Epidemiologists, the National Association of County and City Health
Officials, and the Public Health Informatics Institute.

Applied Public Health Informatics Fellowship
Applied Public Health Informatics Fellowship
• Mission
– APHIF as a national fellowship-training program
aims to support the nation’s increasing and urgent
need for applied public health informatics
workforce capacity in state and local health
departments.
Applied Public Health Informatics Fellowship
• Fellows
– Recent masters or doctoral level graduates who
have an interest in public health informatics at the
state or local level
– 10 Fellows will be selected for the one year
program
– SHINE conducts monthly trainings and check in
calls rooted in the program competencies

• Fellow Projects
– Electronic Clinical Laboratory Report Standardization
Assessment to assess current commercial laboratory
information flow and recommend steps toward
interoperability and standardization
– Communicable disease surveillance and outbreak
detection
– Comparison of mapping local codes and LOINC codes
among different institutions
Applied Public Health Informatics Fellowship
• Host Site
– Applications are limited to one per agency
– Provide technical training, applied research
opportunities, and applied informatics experience
within a public health government setting
Applied Public Health Informatics Fellowship
• Host Site Mentorship
– Designate two mentors (Primary and Secondary)
• Mentors can have a doctoral degree OR masters with 8
years of experience OR bachelor’s with 10 or more
years of experience
• One or both mentors must devote four hours per week
to spend with the Fellow

Health Systems Integration Program
• Mission
– To engage the community to facilitate the
integration of public health and clinical health
systems.
Health Systems Integration Program
• Fellows
– Designed for practitioners with a doctoral degree
and two years of public health experience or at
least four years of public health experience with a
master’s degree
– Ten Fellows will be selected for the one year
program
– SHINE conducts monthly training and bimonthly
check in calls rooted in the program competencies

– Should address:
• Community epidemiologic surveillance to support
community health needs assessments
• Public health interface and use of electronic health
records
• Incorporating lessons learned from successful public
health and clinical care partnerships

– Provide technical training, applied research
opportunities, and applied public health
experience within a STLT government setting
– Provide opportunities for leadership development

health management and/or informatics
• One or both mentors must devote 2-4 hours per week

the health department, community partners and

• What relationships can the fellow foster unique to your
host agency and mentor network?
– Provide opportunities for leadership development

– Establish a standing meeting with fellow
– Describe how the fellow will interact with the
agency staff and community partners
– Identify agency and community resources

environment? What is unique about the host agency
city? What makes the city more livable and attractive?

– Address the host agency’s ability for project
flexibility given the fellow’s skills and interests
– Consider working on a variety of projects that are
in multiple stages of development
– Alignment of projects with fellowship
competencies and host agency priorities
– What available projects are unique or novel to the
host agency?

– Collaborate with community partners to develop
interagency projects
– Describe the fellow’s role at the agency and how
they will be regarded by other staff
• Intern versus fellow
– Describe the value added by hosting a fellow at
the health agency.
AFTER THE APPLICATION IS
SUBMITTED…
Application Review
Completed host site applications will be evaluated on the following criteria:
• The scope, quality, and diversity of experience offered to the Fellow
• Experience of mentors in management, epidemiology, and mentoring
• Potential long-term career placement for the Fellow
• Potential professional development opportunities and financial support
provided for the Fellow
• Availability of office space, computer equipment, and office/technical
support
• Letters of support for the agency seeking a Fellow
Matching Process
•
After you submit your application
– Wait to see if your application is accepted
– If your application is accepted, your application will be used to develop a host
site billet
• Host site billets are posted on the website and are available for all Fellow
candidates to review
– Fellow candidates that successfully interview by SHINE partners will be invited
into matching
• Fellows identify their top three sites during their interview
– Host sites with interest from the Fellow candidate are invited to conduct an
interview with the Fellow candidate (Matching)
– After all interviews are completed, host sites and Fellow candidates rank their
top choices
– SHINE prioritizes 1:1 matches for Fellow placement
– Fellows start their assignment Summer 2015

If your application is accepted there is no guarantee, the host site will receive a
Fellow.
Matching Interviews
Is this candidate the right fit for our projects?
– Does the fellow candidate have the skills or the
ability to learn the necessary skills to successfully
work on the proposed projects?
– Clearly outline the host agency’s expectations of
the fellow and request the fellow candidate to
outline their expectations of the host agency.
Fellow Placement
After the candidate accepts an offer to become a
Fellow…
– Fellows visit the host site for an in person meeting
prior to start date
– Fellows will attend orientation in Atlanta, GA
during the summer of 2015
– Mentors receive a virtual orientation during the
summer of 2015
