Europol - Operational Analyst in the Operations Department (AD6)

Europol (Officiële naam: European Police Office) is een multinationale onderzoeksorganisatie en het
samenwerkingsverband van de politiediensten van de Europese Unie. De oprichting van de
organisatie werd vastgelegd in het Verdrag van Maastricht (1992) maar voor de feitelijke oprichting is
een apart verdrag tussen de lidstaten tot stand gekomen. Europol is volledig operationeel sinds 1 juli
1999. Op het hoofdkwartier van Europol in Den Haag, Nederland, werken meer dan 620 medewerkers
nauw samen met rechtshandhavinginstanties uit de 27 lidstaten van de Europese Unie en uit andere
partnerstaten van buiten de EU zoals Australië, Canada, de VS en Noorwegen. Ook zijn op het
hoofdkwartier ongeveer 130 verbindingsofficieren gestationeerd. Deze verbindingsofficieren zijn door
de EU-lidstaten en door de partners van buiten de EU gedetacheerd bij Europol.

Duur: De succesvolle kandidaat zal voor 5 jaar aangesteld worden (fulltime – 40 uur per week). De
proeftijd bedraagt 6 maanden. Hernieuwing van het contract is mogelijk.
Functie benaming: Operational Analyst in the Operations Department (OD) – AD6
Functie omschrijving: The Operations Department deals with the core business of Europol, improving
the effectiveness and cooperation of the competent authorities in the Member States in preventing and
combating serious and organised crime, as well as terrorism affecting the Member States. This
requires close cooperation with the Liaison Bureaux at Europol and via them with the Operational
Teams in the Member States. Europol delivers a number of products and services to national law
enforcement agencies to support them in their fight against international serious and organised crime,
as well as terrorism. Under Europol’s organisational structure, the Operations Department hosts four
distinct Business Areas: Serious and Organised Crime, Cybercrime, Counter-Terrorism & Financial
Intelligence and the Information Hub. Under the supervision of a Senior Analyst/ Senior Specialist and
of the relevant Business Manager, the successful candidate(s) will be contributing to Europol’s
activities as collecting, processing, cross-checking and analysing criminal intelligence in various fields
and reporting on the identified cross-matches.
The successful candidate will have to carry out the following duties:








Provide on-the-spot operational support to specific operational activities and events if and when
required;
Draft intelligence (analysis) reports in various crime areas;
Process high volumes of data in the most efficient and effective way;
Ensure and improve the quality of data processing, cross checking and reporting;
Perform analytical tasks assisting Senior Analysts, Senior Specialists and the Business Manager
including the gathering, collating and analysis of data on various topics;
Participate in meetings, working groups and conferences and present analytical results as and
when required;
Participate in stand-by duty and/or shifts work as and when required;
Perform any other duties in the area of competence as assigned by the line manager.
Vereisten:
Kandidaten dienen aan de volgende eisen te voldoen:
 Be a member of a competent authority in the meaning of the Article 3 of the Europol Council
Decision and enjoy full rights as a citizen of a Member State;
 Have fulfilled any obligations imposed by the applicable laws on military service;
 Produce appropriate character references as to his or her suitability for the performance of the
duties;
 Be physically fit to perform the duties pertaining to the position;

Produce evidence of a thorough knowledge of one of the languages of the Communities and a
satisfactory knowledge of another language of the Communities to the extent necessary for the
performance of the duties.

Possess a level of education which corresponds to completed university studies attested by a
diploma when the normal period of university education is at least 3 years; OR professional
training of an equivalent level in a relevant area (e.g. Police Officer’s School) and after having
completed the training, at least the number of years of relevant professional experience indicated

A. Professional experience:
Essential:
 At least 3 years of relevant professional work experience gained in the law enforcement
operational support, after the award of the diploma;
 At least 3 years of field experience in drafting operational intelligence reports on complex cases in
various crime areas in support to live investigations.
 Experience in processing large amounts of operational data in the context of criminal
investigations;
Desirable: Recent experience in direct analytical support;
B. Professional knowledge:


Essential: Knowledge of the law enforcement investigative techniques and analysis methods;
Desirable: Training on operational analysis and/or specialised analysis software.
C. Technical skills and competencies:



Good communication skills in English, both orally and in writing;
Excellent analytical and critical thinking skills;
Good administrative and organisational skills;
D. Social skills and competencies:




Good interpersonal skills with the ability to work well under pressure, both independently and in a

Betaald door: Europol. Het maandsalaris is 4,207.14 euro zonder toeslagen. De succesvolle kandidaat
wordt gerekruteerd als Temporary Agent AD6.
