The list of winners of the Highest Civilian Awards awarded by the
Assam Government for the year 2022-2023 has been released on
4th January.
There will be one recipient for the Assam Baibhav
five recipients for the Assam Saurav and
fifteen recipients for the Assam Gaurav awards respectively.

He is associated with the Healthcare (Cancer
Care) & Public Services sectors.

Dr Tapan Saikia has been declared the
Assam Baibhav for the year 2023.
He is a senior oncologist working towards
cancer awareness in the Northeastern region
of the country.
Currently a resident of Powai in the capital of
Maharastra, he is from the Naharkatia,
Dibrugarh in Assam.

● Dr Tapan Saikia, a resident of Naharkatia, Dibrugarh in Assam is one of the
patrons of the Deesikha Foundation and has rendered immense
contributions towards generating awareness and early detection of cancer in
Assam and NE States. He is the Head of Medical Oncology & Research
Director at Prince Aly Khan Hospital since June 2004.
● At present, he is the Director of oncology Sciences at the Jaslok Hospital &
Research Centre Mumbai. He is involved with many Professional Societies /
NGOs and attends regular Cancer Camps in Assam. Further, he also
worked as MD, and external examiner, at AIIMS, Delhi and Allahabad
University.

● On the other hand, the Asom Sourav Award carries a certificate, a medal
and a cash reward of Rs 4 lakhs and the recipients can avail themselves of
medical treatment at government expense up to Rs 3 lakhs each year.

● The Asom Baibav Award carries a certificate, a medal and a cash reward of
Rs 5 lakhs. Moreover, the recipient can avail of medical treatment throughout
his life at government expense.
● The Asom Gourav Award carries a certificate, a medal and a cash reward
of Rs 3 lakhs and the recipient can avail of medical treatment up to Rs 3
lakhs each year.

1. Krishna Roy, the producer of Abahan Theater is one of the recipients of the
Assam Saurav for working in the field of Art & Culture (Mobile Theatre). He
hails from the Pathsala.
2. Gilbert Sangma - for his contributions to football.
3. Nayanmoni Saikia - for her contributions to the lawn bowl game.
4. Dr Binoy Kumar Saikia, the principal scientist of NEIST will receive the
award for his contributions to science.
5. Dr Sashidhar Phukan, the Joint Director of Health Services in Jorhat has
been named Assam Saurav for the field of Healthcare and Public Service.
