Investigation 1: Virginia’s April 21 Special Election – Previous Voter Turnout
On April 21, 2026, Virginians will take part in a statewide special election focused on a single
issue: whether to amend the Virginia Constitution to temporarily change how the state’s
congressional districts are drawn. Normally, congressional districts in Virginia are redrawn once
every ten years by a bipartisan redistricting commission following the U.S. Census. This special
election asks voters to decide whether the Virginia General Assembly should be allowed, for a
limited time, to redraw congressional district lines ahead of the next census in response to other
states that have already changed their maps mid-decade. A “yes” vote would allow lawmakers to
adopt a new congressional map for upcoming elections, while a “no” vote would keep the current
districts in place until the next scheduled redistricting after 2030.
Although special elections usually attract lower turnout than general elections, this one has
drawn unusual attention across the Commonwealth of Virginia. A recent Washington Post/Schar
School poll asked a random sample of 1101 registered voters in Virginia whether they plan to
vote in the election on or before April 21. Of those surveyed, 704 declared that they are certain to
vote. Is this significantly more than the actual turnout from the 2025 Gubernatorial Election on
November 4, 2025 of 54.22%? Use α = 0.05.

investigation? Provide an answer and a reason why in one sentence.
Investigation 2: Virginia’s April 21 Special Election – Party Differences
Another question of interest about this special election is whether a difference exists between the
Democrats that support this amendment and Republicans who oppose it. In a different exit poll, a
random sample of 590 voters who have already participated in early voting were asked their
political party and whether they voted Yes or No. Estimate the difference of the Democrats who
say yes and Republicans who say no, use (Democrats – Republicans) for any subtraction. The
file is posted on Canvas and is called Vote. use AI for this part”, if you did not then ignore)

collected to record the values for the variable(s)? Provide your answer to both questions
in one sentence. State “I use AI for this part”, if you did not then ignore)
b) What type of inference is being conducted on the parameter? Answer this question and
provide a reason in one sentence.
c) Define the parameter of interest in context using symbol(s) and words in one complete
sentence. Clearly define any subscripts that are used.
d) Use the two-way table for the variables Party and Vote below to check the specific
conditions necessary to consider using theory-based (or distribution- based) inference
methods. There are two to consider: (1) Was the data collected randomly from the
population? and (2) Are there at least ten successes and failures in each cell of the counts
table? Answer both questions in one sentence for each condition with a valid explanation.
e) Calculate the estimate of the parameter you stated in (c). Show the work needed to obtain
this statistic using the values from the table in part (d). Round the statistic to three
decimal places. State “I use AI for this part”, if you did not then ignore)
f) Construct the 99% confidence interval to estimate the parameter using the statistic from
part (e). Type all steps and work of your calculations and round the upper and lower
limits of your confidence interval to three decimal places.
3
g) Use your constructed 99% confidence interval from (f) to determine if a difference exists
between the Democrats that support this amendment (Yes) and Republicans who oppose
it (No) and provide a valid reason for your decision.
h) In StatKey, create a bootstrap distribution by following these instructions:
• Open the StatKey website. In the middle table under ‘Bootstrap Confidence
Intervals’, click CI for Difference In Proportions.
• Click ‘Edit Data’, then enter in the count and sample size for each group with the
values that you used to calculate the statistic in (e).
• Click ‘Generate 1000 Samples’ 10 times to generate 10,000 samples.

Proportion (confidence level) and click Ok.
• Copy over the image of the Normal distribution with all blue boxes showing and
type your answer below the image as (lower value, upper value).
j) Compare the calculated 99% confidence intervals using the (f) and (i). Does the
confidence interval constructed in (i) using the simulated bootstrap distribution and
Normal distribution change your response to part (g)? State both the comparison and
answer to the question in one to two sentences.
Investigation 3: Virginia’s April 21 Special Election – Voter Age
A third question of interest is if the average age of the voters in this election is less than 46 years
old (46 is the average age for the previous elections from 2025 and 2024). A random sample of
18 voters who voted early in the election was collected and their ages recorded. The data set is
called VoterAge. No information is known about the distribution of the population. Use α = 0.05.
a) Name the variable(s) recorded in the data set? State if the variable(s) presented in the
data set is (are) categorical or quantitative? Answer this question in one to two sentences.
