PROPOSED RESOLUTION INTRODUCED BY THE HEALTH AND SANITATION, ECOLOGY,
AND ENVIRONMENTAL PROTECTION COMMITTEE: HON. ARNIEL COSME, HON. JULIUS
PADALLA, HON. JAMILA FANG-ASAN, HON. HAZEL CARIÑO, HON. KYRA KELLY AND
HON. SAMANTHA VALIENTE
A RESOLUTION URGING ALL BARANGAYS IN BAGUIO CITY TO ESTABLISH
COMMUNITY GARDENS ANCHOR THE HAPAG PROGRAM AS A SUSTAINABLE FOOD
SOURCE AND EMERGECY RESPONSE MEASURE DURING CALAMITIES, IN SUPPORT
OF PUBLIC HEALTH AND ENVIRONMENTAL PROTECTION
WHEREAS, Baguio City, facing the dual challenges of frequent typhoons and limited urban
agricultural space, requires innovative and localized food security solutions to ensure the well-being of its
residents, particularly during and after disaster events;
WHEREAS, the Halina't Magtanim ng Prutas at Gulay (HAPAG) program promotes community
involvement and shared responsibility, embodying the HAPAG spirit, which means "table in the
community." It brings people together through gardening and food sharing, strengthening local capacities
by recognizing barangays as key partners of the national government towards sustainable urban
agriculture practices.
WHEREAS, Baguio City has committed to sustainability through initiatives aligns with national
strategies such as the Climate Change Act of 2009, aimed at environmental protection, climate change
adaptation, disaster resilience, and fostering green practices to ensure city’s long-term viability and
livability;
WHEREAS, the establishment of barangay community gardening strongly supports these goals
by addressing urban sustainability, offering essential aid during emergencies by providing immediate
access to nutritious produce which promotes public health, and protecting the environment through ecofriendly agricultural practices and localized strategies that strengthen community resilience and
sustainability.
NOW, THEREFORE, on motion of Hon. Arniel Cosme, duly seconded by Hon. Julius Padalla,
Hon. Jamila D. Fang-asan, Hon. Hazel Mae Cariño, Hon. Kyra Kelly , and Hon. Samantha Valiente be it
RESOLVED, as it is hereby resolved to urge all barangays in baguio city to establish community
gardens anchored to the hapag program as a sustainable food source and emergency response measure
during calamities, in support of public health and environmental protection
RESOLVED FURTHER, that each barangay shall prioritize the development of community
gardens as tools to enhance food security during disasters, environmental health, and urban resilience,
ensuring inclusivity for all residents;
RESOLVED FURTHER, that the City Government of Baguio shall provide support and conduct
building-capacity initiatives to equip barangays for the successful implementation of community gardens.
RESOLVED FURTHERMORE, that in compliance with the Local Government Code of 1991,
barangays are mandated to provide agricultural support services, including planting materials distribution
and farm produce collection systems. Ensuring accessible food sources to enhance food security, expand
green spaces, and reduce vulnerabilities.
RESOLVED FINALLY, that copies of this resolution shall be furnished to the City Council, the
Office of the Mayor, the Committee on Health and Sanitation, Ecology, and Environmental Protection, all
Sangguniang Barangay of Baguio City,and other relevant stakeholders for their information and
appropriate action.
