SCENE 1: PROLOGUE – TWO WORLDS
SUTRADHAR:
This story does not begin with a flood.
It begins with a file.
A file that travelled faster than the river ever could.
On the left, people who live with the river.
On the right, people who manage it.
Neither side thinks they are wrong.
SCENE 2: THE OFFICE
INTERN: Sir, when we say “historical”… how far back are we talking?
BUREAUCRAT: Enough to satisfy the clearance committee.
INTERN: But climate patterns aren’t historical anymore, sir.
Glacial melt rates have increased sharply in the last decade.
ENGINEER: We have safety margins. Every design has uncertainty.
INTERN: Margins based on what?
Rainfall data? Ice dynamics? Glacial lake outburst floods?
BUREAUCRAT: Beta, if we start designing for every “what if”,
no dam, no road, no country will ever be built.
ENGINEER: There is a concern about the South Lhonak glacial lake upstream.
BUREAUCRAT: Probability?
ENGINEER: Low. But not zero.
BUREAUCRAT: Low is good enough. Send it forward.
SCENE 3: THE RIVERBANK
TASHI: Har mahine nayi darar nikalti hai.
Pehle bolte the “settlement”, phir “adjustment”. Ab kya bolein?
PEMA: School ke bachche poochte hain,
“Madam, agar dam safe hai, toh drill kyun karte hain?”
AAMA: Nadi pehle dheere chalti thi.
Ab woh ruk-ruk ke saans leti hai.

REPORTER: Tashi ji, aap log development ke khilaaf kyun protest kar rahe hain?
TASHI: Main khilaaf nahi hoon.
Main pooch raha hoon: development hamesha humare ghar ke neeche kyun hota hai?
AAMA: Paisa mitti ka wazan nahi samajhta.
PEMA: Minimal for people who can leave.
Not for people whose dead don’t.
SCENE 4: THE DAM SITE
INTERN: Sir, locals are saying blasting is weakening slopes.
ENGINEER: Locals say that at every project.
INTERN: Satellite images show glacial expansion.
Hydrology models are outdated.
ENGINEER: I know.
INTERN: Then why don’t we stop?
ENGINEER: Because stopping requires permission.
And permission comes from people who don’t stand here.
SCENE 5: VILLAGE ARGUMENT
TASHI: Aaj road rokenge toh kal zinda rahenge!
PEMA: Aur agar police aa gayi?
Tumhare gusse ka bill bachche bharenge!
TASHI: Bijli shehar mein band hoti hai toh news banti hai.
Hum doobte hain toh sirf statistics.
AAMA: Nadi ko jab tak kaagaz mein baandha, sab shaant rahe.
Ab nadi jawab de rahi hai.
SCENE 6: MEDIA FRAME
REPORTER: Experts maintain the dam is structurally sound.
INTERN: Sound for whom?
For people who can evacuate by helicopter?
INTERN: People warned you.
You edited them out.
SCENE 7: THE NIGHT
INTERN: Sir! Glacial lake breach alert! Water levels rising fast!
ENGINEER: Confirm source! Activate protocols!
INTERN: Sensors are lagging—this isn’t rainfall. It’s ice.
ENGINEER: There’s no siren authorization without clearance!
AAMA: Nadi rukegi nahi. Tumne use roka tha.
SCENE 8: THE BREACH

TASHI: Maa! Maa, haath pakdo!
PEMA: Children! School ke bachche!
INTERN: Sir, the dam— the pressure—
ENGINEER: I know. I know.
SCENE 8A: THE NIGHT AFTER THE BREACH
TASHI: Idhar dekho!
Yahan koi tha… yahan meri chachi rehti thi.
Kal tak deewar thi.
Aaj sirf mitti hai.
PEMA: Ruko—pair mat hilao.
Paani andar ghus gaya hai.
Tumhara naam kya hai?
CHILD: School… school kal khula tha na?
AAMA: Nadi ne ghar nahi pehchane.
Usne sirf raasta dekha.
INTERN: Sir… signal nahi aa raha.
Control room bol raha hai “assess situation”.
ENGINEER: Assess ka matlab hota hai dekhna.
Aur jab tak hum dekh rahe hain…
log beh rahe hain.
ENGINEER: System mein log sirf “beneficiaries” hote hain.
Victims ka column baad mein banta hai.
TASHI: Tum log bolte the dam suraksha hai.
Tum log bolte the yeh development hai.
Meri maa ko batao—
yeh kis type ka development hai?
ENGINEER: Main engineer hoon.
Main paani ka flow calculate karta hoon.
Maa ka darr nahi.
PEMA: Relief camp kidhar hai?
REPORTER: Authorities are saying rescue operations are underway.
AAMA: Tumhare signal gaye hain.
Hamari zindagi gayi hai.
INTERN: Sir… yeh sab predictable tha na?
ENGINEER: Haan.
Isliye sabse zyada dard ho raha hai.
PEMA: Waterborne infections shuru ho jaayenge.
Kal tak doctors nahi aaye toh
yeh flood khatam hone ke baad bhi marega.
TASHI: Aur phir bolege—
“Natural causes.”
AAMA: Paani yaad rakhta hai.

SCENE 9: MORNING AFTER
SUTRADHAR: Four hours. Bas itna hi laga.
REPORTER: Fourteen bridges destroyed.
Infrastructure loss estimated at thousands of crores.
PEMA: My classroom register survived.
My students didn’t.
TASHI: Meri maa bhaag nahi paayi.
Unke liye koi model nahi tha.
ENGINEER: The design failed.
INTERN: Reality refused to fit your design.
SCENE 10: THE OFFICE AGAIN
BUREAUCRAT: This was an act of God. Force majeure.
INTERN: Sir, warnings aaye the.
BUREAUCRAT: Warnings hamesha aate hain.
ENGINEER: Aur kabhi-kabhi sahi bhi hote hain.
FINAL SCENE: AAMA
AAMA: Tumne socha nadi chup rahegi.
Tumne socha concrete zyada majboot hai.
Par nadi ruki nahi.
Aur yaad rakho—
Tumne deewar banayi.
Nadi ne raasta.
