Globalization and the use of ICT:
The Example of Diia and mRiik

Globalization is a multifaceted process
that has transformed the world,
bringing countries, cultures, and
economies closer together. A key driver
of this transformation has been the
advancement of information and
communication technologies (ICT).
These technologies have revolutionized
how businesses operate, governments
deliver services, and individuals
communicate across borders.

The Role of ICT in Globalization
ICT has made globalization a reality
and played a significant role in the
development of globalization. Due to
market liberalization, competition has
increased, and the importance of cost
efficiency and economies of scale has
become larger. Consequently, these
strong forces globalized the ICT
sector worldwide. The development of
technologies such as the internet,
mobile communication, and cloud
technologies has removed
geographical boundaries and led to
an interconnected global economy.

Global Cooperation through ICT
One significant example of global cooperation facilitated by ICT
is Estonia's launch of the mRiik government application, built on
the foundation of the Ukrainian Diia platform. Diia, Ukraine’s
highly successful digital services platform, allows citizens to
access government services via a mobile app. It was designed to
simplify interactions between citizens and the government,
providing services such as digital ID.

Recognizing the efficiency and user-centric design of Diia,
Estonia, a global leader in e-governance, developed mRiik, a
similar platform, based on Diia’s principles and infrastructure. This
collaboration between Ukraine and Estonia underscores the
transformative power of ICT in enabling cross-border
cooperation and knowledge sharing. It also highlights how ICT
solutions developed in one country can be adapted and
expanded to meet the needs of another, further driving global
connectivity and innovation.

Conclusion
The integration of ICT has become an essential element in the process of globalization, reshaping the way individuals,
businesses, and governments function in the global arena. The example of the Diia and mRiik applications illustrates how
ICT fosters international collaboration and innovation. As the world continues to embrace digital transformation, ICT will
remain at the core of globalization, driving economic, social, and political integration across borders.
