Introduction

The settlement I investigated is called Siqalo, an
informal urban settlement located on Vanguard
Drive, near Mitchells Plain in Cape Town, South
Africa. Siqalo is a relatively new settlement that
began forming around 2010. It is made up mostly
of small informal houses built from wood, metal
sheets, and other found materials. The community
has grown quickly over the last decade, with many
families moving here in search of affordable
shelter close to the city. Many residents are lowincome earners who cannot afford formal housing
or rent in other parts of Cape Town. Siqalo
provides them with a place to live while still being
near job opportunities, schools, and transport.
Even though Siqalo is small, it has a busy and
vibrant community where people support one
another. However, the settlement faces many
challenges including limited access to basic
services such as electricity, water, sanitation, and
proper roads. These problems make life difficult for
the residents, but they continue to live and work
hard to improve their living conditions. This project
explores why Siqalo developed where it did, how
the land is used, how the population has changed,
and some of the social problems the community
faces.

Reasons for Location
Siqalo settlement is located right next to Vanguard
Drive, which is a main road connecting various
suburbs in Cape Town such as Mitchells Plain,
Philippi, and the city center. This location is
important because it allows residents to travel
easily to places where they can find work or
access services. Many people moved to Siqalo
because housing costs in formal neighborhoods
are very high, and the government has not been
able to provide enough affordable houses for
everyone. The land where Siqalo is built was
available and unoccupied, so it attracted people
who had nowhere else to stay. Also, the proximity
to public transport routes means residents can
commute to work or school. Many residents told
me they moved here because of these reasons —
it is affordable, accessible, and close to their
places of work. The settlement’s location also
means it is close to other informal settlements,
which creates a larger community network where
people support each other. Although it is informal,
the location of Siqalo plays a big role in why
people choose to live there, as it offers some
connection to the rest of Cape Town while
providing land to build homes.
Description of Different Land Use
4
In Siqalo, the main land use is residential
because most of the land is used for people’s
homes. These homes are mostly informal, built
from scrap materials like wood, metal sheets, and
plastic. The houses are very close together
because space is limited. Alongside residential
use, there is some commercial land use. Small
businesses operate from some houses or shacks,
including tuck shops where residents buy food,
hair salons, and small informal markets. These
businesses are important because many people
work there or buy daily necessities nearby. There
is also some open space in Siqalo that children
use for playing soccer and other games. This
space is also used for community gatherings and
meetings. Unfortunately, there are very few formal
facilities like clinics, schools, or parks within the
settlement, so residents have to travel to nearby
suburbs for these services. The roads and paths in
Siqalo are mostly unpaved dirt tracks, making
travel difficult especially when it rains. Overall, the
land use in Siqalo reflects the needs of the
community—mainly to have a place to live and to
do small-scale business, but without the formal
planning or services found in other areas.

The Increase and Decline of Population
Since Siqalo was established around 2010, the
population has grown quickly. When I first visited, I
noticed many new houses had been built recently,
and more families were moving in. The main
reason for this increase is the high demand for
6
affordable housing in Cape Town. Many people
who cannot find formal housing move to informal
settlements like Siqalo. The settlement is crowded,
and some families live in very small or cramped
spaces. There are no signs that the population is
decreasing because the government has not
provided enough alternative housing options.
There is also a lack of official planning, so the
settlement expands in an unplanned way. The
population growth has caused problems such as
lack of space, poor sanitation, and overcrowding.
However, some people move away when they find
better housing or jobs elsewhere, but this is less
common. Overall, the population in Siqalo is
increasing due to housing shortages in the city and
continued migration from rural areas or other parts
of South Africa.
Social or Environmental Problem
One major problem in Siqalo is poor service
delivery. Many homes do not have access to
electricity, so people rely on candles or fire for
light, which can be dangerous. Water supply is
limited, and residents often have to share taps or
7
walk long distances to get clean water. There are
not enough toilets, and many of those available
are dirty or broken. Waste removal happens
irregularly, so rubbish often piles up in the streets,
causing health risks. This leads to environmental
pollution and increases the chance of diseases
like cholera and diarrhea. Social problems include
protests by residents who are unhappy about the
poor services. These protests sometimes block
roads, causing disruption for people living nearby.
Unemployment and poverty also affect the
community, leading to issues like crime and family
stress. Despite these problems, community
members often work together to clean the area or
solve disputes. The government has plans to
improve settlements like Siqalo, but progress has
been slow and many problems remain.
Conclusion
Doing this project taught me a lot about how
informal settlements like Siqalo develop and the
challenges they face. I learned that many people
live in Siqalo because they need affordable shelter
close to work and school. The settlement is
8
growing fast, but it lacks many basic services that
make life easier and healthier. This made me think
about how important it is for governments and
communities to work together to improve living
conditions. I also saw how the people in Siqalo
support each other despite difficulties. I hope that
more help will come to places like Siqalo, such as
better housing, electricity, water, and schools, so
people can live safer and happier lives. This
project showed me the real-life problems many
South Africans face every day and why it is
important to care about social justice and
development.
Interview Questions & Rough Notes
Sample Interview Questions:
1. Why did you choose to live in Siqalo?
I chose to live in Siqalo because it is close to Cape
Town and public transport. Rent is cheaper here
than in other areas. Many people move here
9
because they need a place to stay near jobs and
schools. It’s not perfect but affordable.
2. What are the biggest challenges you face living
here?
The biggest challenges are no electricity and limited
water supply. Toilets are few and often dirty. Waste
removal is irregular, making the area dirty. Jobs are
hard to find nearby. Roads are unpaved, and during
rain, it becomes difficult to walk or travel safely.
3. What do you think the government can do to
improve this area?
The government should build better houses and
provide electricity and clean water to everyone. They
need to build more toilets and improve waste
collection. Schools and clinics should be closer. Also,
creating jobs or training programs will help reduce
unemployment in Siqalo.
4. Have you seen changes in the population over the
years?
Yes, the population has grown a lot. More people are
moving here because they need affordable housing near
the city. The settlement is becoming crowded with many
new shacks. There is no sign of the population
decreasing because housing is still very limited.
