PRL–Bloom for Women Partnership Proposal

Executive Summary
This proposal recommends a partnership between PRL and Bloom for Women, a local nonprofit
supporting survivors of sex trafficking and sexual exploitation. It defines the steps and goals to take for
PRL to adhere to Bloom’s mission statement, while also enhancing its impact by providing strategic
support resources and collaboration. The steps PRL takes for Bloom can have a significant effect,
enhancing Bloom’s operational sustainability and improving survivor outcomes. The proposed
initiatives are evidence-driven, designed to advance PRL’s values, and promote lasting change in the
region.
Current Situation
Bloom for Women is a faith-based nonprofit in Bethlehem, PA, operating five homes for SA survivors.
The programs offered by Bloom range from emergency intake, residential trauma recovery,
independent living, and outreach services. In 2022, Bloom’s total support and revenue were $921,032,
with major funding streams including donations ($478,520), grants ($169,664), “My Sister’s Closet”
retail sales ($142,837), fundraising events ($85,252), and program fees ($19,025). Costs include
building repairs ($14,757), fundraising operations ($31,864), staffing, materials, and outreach.
Demand continues to outpace funding, especially for building upgrades and expanded outreach.

Objectives and Goals
● Strengthen Bloom for Women’s capacity to deliver residential trauma recovery and aid in
community outreach.
● Prioritize assistance to areas with the greatest need, such as building repairs, fundraising costs,
and direct survivor support initiatives
● Establish a mutually beneficial and supportive relationship between PRL and Bloom, finding
common ground between the two organizational mission statements.
● Position PRL as a community leader in anti-trafficking and social responsibility initiatives in
the Lehigh Valley.

Deliverables Overview
● Launch a PRL-supported volunteer initiative to aid Bloom’s housing program
(recruit/organize PRL staff and local volunteers).

● Facilitate quarterly workshops focusing on life skills, employment readiness, and wellness for
residents, led by PRL team members.
○ Impactful PRL volunteering opportunities
● Organize a community fundraising drive (such as “My Sister’s Closet” clothing donation) and
promote partnership through PRL’s local communication channels.
○ Promote outreach and use PRL’s network
Timeline
● Volunteer initiative begins January 2026, with monthly impact reporting.
● Quarterly workshops commence in February 2026, aligning with Bloom’s program calendar.
● Fundraising campaign to run each spring and fall semester, coordinated jointly with Bloom
staff.
Budget / Pricing and Payment Plan
● Estimated PRL contribution: $2,500 for program materials, venue, and outreach costs per
year.
● Staff time: 10 volunteer hours/month for PRL team members, tracked as pro bono work.
● Bloom for Women will allocate existing resources for direct service delivery.
