The test pack dossier index is applicable for PBF FPSO packages onshore and offshore and for SURF packages but only for offshore activities. It can also be applicable offshore for SPS packages if piping activities are part of the topside SOW. CPY can decide during the Pre-Commissioning preparation that a PBF's CTR doesn't issue a test pack dossier if its SOW is reduced.
