BEME Preparation in Construction Projects
The Bill of Engineering Measurement and Evaluation (BEME) is a vital document in the planning and
execution of construction projects, especially in civil engineering works. It serves as a comprehensive
estimate of all costs associated with a project, covering materials, labour, plant, equipment, and overheads.
Preparing a BEME is important because it guides cost planning, enables competitive tendering, ensures
accurate budgeting, and provides a reliable basis for valuing work done during construction. It also helps
clients and contractors anticipate financial requirements and monitor cash flow effectively.
The preparation of a BEME begins with a thorough study of the project
s architectural and engineering
drawings, specifications, and other contract documents. These provide the necessary technical information on
the size, dimensions, construction methods, and materials to be used. The first major activity is called taking
off quantities, which involves measuring and listing all the components of the proposed work. This includes
earthworks, concrete works, formwork, masonry, roofing, finishes, services, and external works. The
measurements are recorded in a dimension sheet following a standard method of measurement such as the
Nigerian Standard Method of Measurement (NSMM) or the Building and Engineering Standard Method of
Measurement (BESMM4).
Once the quantities have been taken off, the next stage is abstracting and billing. Abstracting involves
grouping similar items together and summarising their total quantities. Billing then assigns appropriate unit
rates or prices to each item, which are sourced from market surveys, price books, or past project data. This
process results in a structured bill showing each item
s description, quantity, unit rate, and total amount.
Contingencies, profit margins, and taxes are then added to determine the final estimated project cost.
In addition to cost estimation, a well-prepared BEME also serves as a reference document during the
project
s lifecycle. It is used to evaluate contractors
claims, monitor progress payments, assess variations,
and control overall project expenditure. It forms the financial foundation upon which decisions are made
regarding procurement, resource allocation, and scheduling.
