Honourable Chair, distinguished delegates,
The Lao People’s Democratic Republic reaffirms its commitment to
multilateralism as the most effective path to achieving the 2030
Agenda.
On social protection, Laos works with ILO and UNDESA to digitize
security systems, guided by ILO Convention No. 102 and GA Resolution
70/1. Crucially, these systems must remain inclusive, ensuring access
for rural and remote populations through offline and hybrid models.
On green growth, Laos fulfils its Paris Agreement obligations under
Article 4 and upholds Principle 7 of the Rio Declaration. We propose
“Green Growth Compacts” — voluntary, peer-reviewed commitments
with potential to evolve into treaty frameworks.
On data and accountability, Laos supports a UN Statistics Division
“accountability hub” to harmonize — not duplicate — existing
Voluntary National Reviews.
On infrastructure, ASEAN cooperation reflects Articles 55 and 56 of the
UN Charter. The WTO Trade Facilitation Agreement remains binding for
members, while alternative pathways should include non-WTO states.
Finally, pooled multilateral funds must prioritize Least Developed
Countries while offering tailored support to middle-income nations.
In sum, the 2030 Agenda rests on both binding instruments, like the
Paris Agreement, and strong political commitments. Laos urges
collective action to keep multilateralism at the heart of sustainable
development.
