HISTORICAL BACKGROUND
Zamboanga City has a rich and colorful history as early as the 12th and 13th centuries,
when it was the center of barter trade among the Chinese-Malays and local natives.
“Samboangan” comes from the Malay word “Sambuan”, meaning, the long pole used to
move the vintas. Some were of the opinion that the name Zamboanga could have been
derived from the Malay word “Jambangan” which means “a pot or place of flowers.”
The Spaniards made their presence felt in 1593 with a Catholic Mission briefly established at
La Caldera, now known as Recodo. However, the City traces its foundation to June 23, 1635
when Fr. Melchor De Vera, a Spanish Jesuit and an Engineer, laid the cornerstone of what
is now historic Fort Pilar. Fort Pilar became the center of settlement and provided protection
from pirates. In 1872, the Spanish Crown formally proclaimed the settlement as “Leal y
Valiente Villa.” The long and relatively continuous presence of the Spaniards amidst diverse
Filipino ethno-linguistic groups spawned the unique language “Chavacano”, an amalgam of
Spanish and many other native dialects. Chavacano remains the predominant medium of
communication in the city today.
In 1898, the Americans occupied Zamboanga. In 1901, the settlement was formally
organized into a municipality under Public Act No. 135. From 1903 to 1913, Zamboanga
was the capital of practically the whole of Mindanao comprising five districts, namely:
Cotabato, Davao, Sulu, Lanao and Zamboanga. On October 12, 1936, Zamboanga became
a Chartered City under Commonwealth Act No. 39.
From its historic past, Zamboanga City has evidently played a dominant role in
Southwestern Mindanao as the center of trade and commerce, transportation and
communications, education, government, and religion. On November 22, 1983, the then
Ministry of Local Government declared Zamboanga a highly urbanized city in accordance
with the provisions of the Local Government Code of 1983 (BP 337).
For a community to move forward, it is essential that it look back to its past. Remembering
the City's history that make its historical landmarks significant would enjoin everyone to
protect and preserve the historical assets for the next generation. The most enduring
landmark of the Spanish era is Fort Pilar, which eventually became the Shrine of Our Lady
of the Pillar.

THE LOCAL GOVERNMENT AND CONGRESSIONAL
REPRESENTATIVES
Zamboanga City first had its Lone Congressional District in 1984 when then Mayor Cesar C. Climaco
won but never assumed office even up to the time of his assassination. It remained vacant until after the
EDSA Revolution. Under the 1987 Constitution, Hon. Maria Clara L. Lobregat won in the election as the
lone district representative and served for three consecutive terms. In the synchronized national and local
elections of 1998, Hon. Celso L. Lobregat was elected as the representative in congress while Hon.
Maria Clara L. Lobregat became City Mayor. Both were reelected for their second term in the 2001
elections. However, after the death of the City Mayor on January 2, 2004, Hon. Erico Basilio A. Fabian
assumed the post for the remaining five (5) months of her unexpired term until the local elections of 2004.
In 2004, Hon. Celso L. Lobregat was elected as City Mayor, Hon. Erico Basilio A. Fabian as
Congressman and Hon. Maria Isabelle G. Climaco as Vice Mayor. With the passage of RA 9269 dated
March 19, 2004, two congressional districts were created. In the 2007 elections Hon. Maria Isabelle G.
Climaco was elected as representative of District 1 and Hon. Erico Basilio A. Fabian as representative of
District 2. Elected as Mayor was Hon. Celso L. Lobregat with Hon. Manuel Jose M. Dalipe as the Vice
Mayor.
In 2010, re-elected were Hon. Isabelle G. Climaco as representative of District 1 and Hon. Erico Basilio
A. Fabian as representative of District 2. Hon. Celso L. Lobregat was reelected as Mayor for his third
term.
In 2013, Hon. Celso L. Lobregat and Hon. Lilia M. Nuño were elected as the city’s representatives for
District 1 and 2, respectively, while Hon. Maria Isabelle G. Climaco was overwhelmingly elected as Mayor
of Zamboanga City with Hon. Cesar S. Iturralde as reelected Vice- Mayor.
In the 2016 elections, Hon. Celso L. Lobregat was reelected representative of District 1, while Hon.
Manuel Jose M. Dalipe was the newly elected representative of District 2. Both Hon. Maria Isabelle G.
Climaco and Hon. Cesar S. Iturralde were re-elected as Mayor and Vice Mayor, respectively.
In the 2019 elections, Hon. Cesar L. Jimenez, Jr. was the newly elected representative of District 1, while
Hon. Manuel Jose M. Dalipe was the reelected representative of District 2. Hon. Maria Isabelle G.
Climaco-Salazar was reelected as Mayor for the third term with Hon. Rommel S. Agan was newly elected
as Vice Mayor.
Sixteen members of the Sangguniang Panlungsod (SP) are elected at large. Also sitting as SP members
are President of the Liga ng mga Barangay, Representative from the Indigenous Peoples (IP) and
President of the Sangguniang Kabataan (SK) Federation in Zamboanga City.

POPULATION OF ZAMBOANGA CITY
The total population of Zamboanga City as of August 1, 2015 is 861,799 based on the 2015 Census of Population of the Philippine Statistics
Authority (PSA). The census counts, up to the barangay level, were made official with the signing by Philippine President Benigno S. Aquino III
of Proclamation No. 1269 on May 13, 2016.

The 2015 population of the city is higher by 54,670 compared with 807,127 in 2010, and by 260,005 with the population of 601,794 in 2000.

The population in Zamboanga City grew at an average of 2.38 percent annually for the period 2000-2015. This is higher than the national
average annual growth rate of 1.84 percent during the period 2000-2015. This implies that there were three persons added per year for every
100 persons in the population of the city.

Barangay Talon-Talon topped in population size.
Among the ninety-eight (98) barangays in the city, Talon-Talon posted the largest in terms of population with 34,916. Mampang had the secondlargest with 34,312 and Tumaga had the third-largest with 30,824.
Nine other barangays had population size over 20,000 are the following: Tetuan (29,789), Calarian (28,899), San Roque (27,889), Pasonanca
(27,374), Sta. Maria (25,185), Baliwasan (25,042), Tugbungan (23,837), Ayala (22,547), Sangali (20,766).
The barangay with population of less than 1,000 persons and posted the lowest is Pangapuyan (590).
The 2015 Census of Population (POPCEN 2015) was undertaken by the Philippine Statistics Authority in August 2015 pursuant to Republic Act
No. 10625, also known as the Philippine Statistical Act of 2013 and Executive Order No. 352 - Designation of Statistical Activities that will
Generate Critical Data for Decision-Making of the Government and the private Sector, which stipulates the conduct of a mid-decade census
primarily to update the population count in all barangays nationwide. Information on the count of the population were collected with 12:01 a.m. of
August 1, 2015 as the census reference time and date.
The population counts, declared by the president as official for all purposes the population counts by city/municipality/province and barangays
based on the POPCEN 2015 under Proclamation No. 1269 dated 13 May 2016, were based on census questionnaires accomplished by about
90,000 enumerators deployed during the nationqide census taking.
The successful completion of census-taking was made possible with the support of the local and national officials, government agencies, local
government units, media, private agencies, and non-government organizations.

PHYSIOGRAPHY
The City of Zamboanga is located at the southernmost tip of Zamboanga Peninsula in the island of
Mindanao, in the Philippines. It is approximately 505 nautical miles south of Manila, 365 nautical miles
northeast of Kota Kinabalu (Malaysia), 345 nautical miles northeast of Manado (Indonesia), bounded to the
west by Sulu Sea, on the east by the Moro Gulf, and on the south by the Basilan Strait and Celebes Sea. Its
distance from Cebu City is about 270 nautical miles, and it is 320 nautical miles from Davao City.
Zamboanga City is the sixth largest city in the Philippines in terms of population. As of the 2015 census, a
total of 861,799 people inhabited the city. The main land mass is approximately 142,089.99 hectares or
1,420.899 square kilometers while 33 other islands/islets within the territorial jurisdiction of the city, has an
estimated aggregate area of 6,248.50 hectares making the total land area of the city 148,338.49 hectares.
This makes Zamboanga City the third largest city in the country in terms of land area.
This total land area can still be increased by 42,000 hectares more with Limpapa and Lunday Valley areas,
subjects of legal suits for territorial jurisdiction, should the courts decide in favor of the city against the
province of Zamboanga del Norte.
The overall topography of the city could be described as rolling to very steep. There are some flat lands,
mostly narrow strips along the east coast. The urban center is mostly flat with a gentle slope to the interior.
The highest registered elevation is 1,346 meters above sea level.

The city falls under the third and fourth type of climate, seasons are not very well pronounced, relatively dry
in 2011, in the months of April, June, and December, and relatively wet in the months of January, February,
March, August, and October. The city being outside the typhoon belt is rarely visited by typhoons.

The southwest and eastern side of Zamboanga City are grounded by irregular coastlines with generally
rocky terrain with occasional stretches of sandy and gravelly beaches. The coastal profile usually descends
abruptly towards the sea. In some places where there are rivers, embayment occurs, thus, filling up areas
with alluvial materials producing small tracts of coastal plains and sometimes broad plains.
