ABSTRACTS
In 2021, Bayswater Secondary College 1 stood at a
crossroads, marked by years of declining enrolments, poor
academic outcomes, student disengagement, a fractured
relationship with the community, rumours of closure and a
significant number of changes to the leadership of the college
spanning the previous seven years. Students lacked pride in
being part of the College community, staff turnover was high,
and there was little consistency or direction. The school
lacked not just structure, but a sense of identity, belonging
and hope.
Fast forward to today, and Bayswater Secondary College tells
a vastly different story. With strong and stable leadership,
clear processes, and a values-driven culture, the school has
seen remarkable gains: significant enrolment growth, staff
retention, improved student outcomes and some of the
highest levels of student, staff and parent satisfaction in the
region and state. The school is now recognised for its calm,
inclusive and purposeful learning environment, empowered
student voice, and renewed pride in what it means to be part
of the Bayswater community.
This session will deeper delve the strategic and sustainable
ground-up approach that underpinned this transformation,
drawing on elements of the Positive Education approach,
Berry Street Educational Model, etc. Rather than chasing
silver bullets, we focused on simple, high impact strategies
that built a foundation for positive cultural change and
continuous growth.

collaborative efforts in transforming
student outcomes. Liz currently serves
as the Principal of Bayswater Secondary
College, where she has led a bold and
inclusive improvement journey that has
attracted attention both locally and
internationally. Committed to equity,
excellence and inclusion, Liz works
tirelessly to ensure all students,

2021年,位於澳洲墨爾本的Bayswater Secondary
College 正處於十字路口的關鍵時刻:收生人數逐年遞
減、學生成績欠佳和投入度不足、學校與社區關係的破
裂、殺校傳聞的流傳、七年以來多次領導層人事變動,
以致學生對學校歸屬感低,教職員流失率高企,學校缺
乏一致的發展方向。整體缺乏的不單是組織,更是身份
的認同、歸屬感及希望。
時至今日,Bayswater Secondary College的故事已
重新改寫。穩定而高效的領導層,清晰明確的工作流
程,價值為本的校園文化等,均使學校取得顯著進步:
包括收生人數大幅上升,教職員的留任,學生成績改
善,學生、教職員和家長滿意度均在社區以至省內達到
最高的程度。目前學校因其平靜、包容及目標明確的學
習環境、容讓學生表達意見、重新培養他們對學校社群
的歸屬感,而在區內聲名顯著。
本環節將深入探討在學校轉化過程中,那些可持續、由
下而上的策略,當中借鑑於正向教育、Berry Street 教
育 模 式 等 改 進 框 架 。 與 其 追 求 速 效 , Bayswater
Secondary College 傾向聚焦那些能夠奠定正向文化
