Functional limitation is measured by the reported level of difculty in six core functioning domains: seeing, hearing, mobility, communication, cognition, and self-care.1 Improved Drinking Water Source Improved drinking-water sources are dened as those that are likely to be protected from 2 outside contamination and fecal matter in particular. Pakka/Semi-Pakka/ Kacha House There are three general classes of housing in Pakistan: pukka houses, built of substantial material such as stone, brick, cement, concrete, or timber; katchi (or kuchha [“ramshackle”]) houses), constructed of less-durable material (e.g., mud, bamboo, reeds, or thatch); and 3 semi-pukka houses, which are a mix between the two. Person with Disability (PWD) A person with a disability is someone who has a physical or mental impairment that substantially limits one or more major life activities. Disabilities can be visible or invisible, 4 something a person is born with or acquired at any point in life. Urban/Rural Areas Pakistan Bureau of Statistics has classied the whole geographical area of the country into two mutually exclusive groups: "Urban Areas” and “Rural Areas”. Urban Areas are dened as: “All localities which were Metropolitan Corporation, Municipal Corporation, Municipal Committee, Town Committee or Cantonment at the time of the Census will be treated as Urban”. All other areas will be treated as Rural Areas. The population living in rural areas will 5 be called Rural Population. 1. This prole contains data on population, education, health, infrastructure, local government, and political dynamics and serves as a valuable resource for Civil Society Organizations (CSOs) and citizens to better understand community resources and to enhance accountability within local governance systems. Information on the structure and services of local governments will enable CSOs to educate communities about their rights and will empower them to engage with local authorities. The district prole will also help CSOs tailor their initiatives and campaigns to meet the specic needs of the population, addressing issues such as education, sanitation, or infrastructure gaps in their communities. CSOs will also be able to use the data to conduct social audits and push for improved policies, better budget allocations, and enhanced service delivery. This prole has been developed by Ms. Saima Sadaf, Mr. Arsam Tufail Butt, and Ms. Rameen Durrani, under the overall direction and supervision of Mr. Ahmed Bilal Mehboob, President PILDAT, who has also reviewed this prole. Disclaimer The methodology for developing the district prole relied on secondary research and a comprehensive review of data published by various government departments, ministries, United Nations (UN) agencies, and international organizations. PILDAT has not independently veried the accuracy of this data and is reporting it as provided by these sources. Although PILDAT has endeavored to source and use the most recent records available, some data collection for these reports may have been conducted a few years prior, which could lead to slight variations between the reported gures and current on-ground realities. Data presented in the district prole is obtained from reliable secondary sources, including government databases, ofcial websites, and publicly available reports. Some key sources of 6 information include the 7th Population & Housing Census 2023, Annual School Census 2023-24, College Information System-Higher Education Commission, Provincial 7 Development Statistics, Pakistan Labour Force Survey 2020-21, Crops Area & Production 8 Survey 2022-23, and websites of relevant district authorities, national and provincial 9 assemblies, and the website of Election Commission of Pakistan (ECP), among others. The gures presented in the Population and Education sections have been rounded off for clarity and ease of understanding. As a result, slight variations may exist between the rounded gures and the original detailed data. However, these minor differences do not affect the overall representation of the population or education status in the district. Since the number of transgender individuals in different categories is very low, rounding off these numbers would result in a value of zero. Therefore, the percentages for transgender individuals in the abovementioned categories are retained up to three decimal points for accurate representation of this population segment. Additionally, the unavailability of data for certain indicators limited the development of a complete and exhaustive prole. Despite these challenges, the prole is developed using the best available data to provide an accurate overview of the district's socio-economic and political landscape. The city is bordered to the north and west by Sheikhupura District, to the east by India's Amritsar District, and to the south by Kasur District. Spanning a total land area of 1,772 square kilometers, the Ravi River runs along Lahore's northern edge, forming a natural boundary with Sheikhupura. As Pakistan's second-largest city and the capital of Punjab province, Lahore is a hub of political, economic, and cultural signicance. Often referred to as the "cultural capital of Pakistan," the city is renowned for its rich history, which dates back thousands of years, with roots in the Mughal, Sikh, and British colonial eras. Landmarks such as the Lahore Fort, Badshahi Mosque, and Shalimar Gardens reect its historical grandeur. From late June to August, the monsoon period begins, with severe storms throughout the area. During the winter months, daily high temperatures are around 21°C, rarely falling below 14°C or exceeding 27°C. Population Lahore is home to over 12.9 million people. According to the 7th Population and Housing Census, 100% population of Lahore is categorized as urban. The city is famed for its vibrant culinary scene, particularly in areas like the iconic Food Street in the Old City. Moreover, Lahore's cultural vitality is celebrated through events such as the Lahore Literary Festival and Basant, a springtime kite-ying festival. This balance is almost consistent across most age groups, though the elderly population (65 years and older) shows a more pronounced gender gap, with 58% being male and 42% female. The age group 15–49 constitutes 52% of the district's total population, serving as the primary labor force and a key driver of economic potential. However, with 36% of the population under the age of 15, the district has a signicant young population, underscoring the need for investments in education, and childfocused services to build resources for the future, foster sustainable growth, and enhance the quality of life for the young and expanding population. To address the issues and challenges faced by persons with disabilities (PWDs), the Punjab government16 introduced the Punjab Empowerment of Persons with Disabilities Act, 2022, which reserves a 3% job quota for PWDs in public service17 under Section 31(1). This initiative aims to enhance job opportunities and support the rehabilitation of PWDs. However, the implementation has been slow due to weak enforcement and inadequate mechanisms, delaying the development of inclusive infrastructure and policies.18 The total number of PWDs in the district with any form of functional limitation or disability is 1,836,487, with 54% being male and 46% female, as per the 7th Population & Housing Census. Table 3 indicates the number of male and female PWDs in Lahore19 along with their percentages. historical richness with modern urban planning.21 Housing includes historical neighborhoods like the Walled City and Anarkali, with narrow streets and old architecture, as well as modern gated communities. The Census 2023 indicates that 67% of families own their houses while 29% of the population lives in rented houses. 93% of the households in Lahore are owned by men and 5% of households are owned by women.These statistics resonate with the overall national and provincial ratio of household ownership.22 Nationally, men own 93.96% of housing while women account for 4.02%, and in Punjab men hold 94.1% of housing ownership with women at 4.12%. Figure 2 below shows the percentages of regional and sex-desegregated ownership status of housing units23 in Lahore, as per the Census 2023. The construction of the Lahore Ring Road, Lahore Metro Bus System and the Orange Line Metro Train has signicantly improved intra-city connectivity, reducing travel time and congestion.20 Railway infrastructure of Lahore dates back to the 19 century and Railway station of Lahore is one of the oldest in the subcontinent. Lahore junction not only connects Karachi and Peshawar on the main line but also connects Delhi, the capital city of neighboring country India, although no train service is operating between the two countries since the closure of Samjhota Express in August 2019. The city is home to some of the country's oldest and most prestigious universities, including the Government College University Lahore, established as a college in 1864, and University of the Punjab, established in 1882. In addition to these universities, Lahore has a number of public and private medical colleges, engineering universities and technical institutions. Water supply in Lahore is managed by the Water and Sanitation Agency (WASA) Lahore, which provides piped water to all areas. It is noteworthy that 98% of households in Lahore district have access to improved drinking water. The percentage of the population relying on different water sources in the district is as follows:26 a. b. c. d. e. f. 29.35 % of households obtain water through motor pumps. 41.15% of households use tap water 24.52% of households obtain ltered water from available ltration plants 2.58% of households use bottled water 0.34% of households obtain water from dug wells 2.05% of households obtain water from other sources Fuel Gas and Electric Power Supply The gas supply in Lahore is managed by the Sui Northern Gas Pipelines Limited (SNGPL) while the electricity supply is provided by the Lahore Electric Supply Company (LESCO). The majority of the households in Lahore (84.6%) use Sui gas, 7.5% use LPG/LNG cylinders, 6.2% use rewood and 1.7% use other sources as fuel for cooking. Similarly, 98% of households rely on LESCO for electricity as their primary source for lighting while a mere 1.07% of households use solar power.27 Sanitation Services Sanitation services in Lahore are managed by various government entities and private sector collaborations, with a focus on waste management and cleanliness. The Lahore Waste Management Company (LWMC) is the primary organization responsible for waste collection, transportation and disposal in Lahore. The Water and Sanitation Agency (WASA) is also responsible for the maintenance and operation of Lahore's sewerage and drainage systems. 26. As a signicant number of children, particularly in peri-urban areas, remain out of school. Table 6 indicates the number of public and private educational institutes in Lahore.31 Lahore is home to one of the most advanced healthcare systems in Pakistan. The city offers a wide array of public and private health facilities to cater health needs of its population. Many basic health units (BHUs) and rural health centers (RHCs) also operate in Lahore. Hospitals like Mayo Hospital, Services Hospital, Jinnah Hospital, and General Hospital provide affordable healthcare to a large population, often catering to patients from across the province. In addition to public facilities, private hospitals such as Shaukat Khanum Memorial Cancer Hospital, National Hospital, Hameed Latif Hospital, among others offer advanced healthcare services. These programs are part of broader efforts across Pakistan to strengthen social safety nets and address inequality. Punjab Social Protection Authority (PSPA); established by the Government of Punjab, focuses on providing comprehensive social protection services. It designs, implements, and monitors social welfare programs targeting the poor, elderly, disabled, and marginalized communities. Similarly, the Child Protection and Welfare Bureau focuses on protecting children in need, including those who are abandoned, working in hazardous conditions, or subject to abuse. The Child Protection and Welfare Bureau provides shelter, education, and rehabilitation services to children. School for Rehabilitation of Child Labour: Pakistan Bait-ul-Mal has established 159 schools across Pakistan where orphans and children involved in hazardous labour are given free primary education. Eight of these schools are established in Lahore in Daroghwala, Harbanspura, Barki, Lakho Dher, Sabzazar, Awan Market, and Town Ship.39 Masawaat Program 43 : offers monthly nancial support to transgender individuals from all districts of Punjab who have a valid CNIC, and are above 40 years of age. The program also covers transgender individuals who are between the age of 18-40 years and have disability. Sehat Sahulat Program46: provides free medical treatment to low-income families in public and private hospitals. All permanent residents of Punjab are eligible for this program. Pakistan BAIT-UL-MAL Sweet Homes: Provides care, shelter, education, and psychological support for orphaned and abandoned children. One Sweet Home is established in Lahore.40 Bahimat Buzurg Program44: supports senior citizens with a monthly pension to help them manage their expenses. Citizens eligible for this program must be residents of Pakistan, at least 65 years of age, and should not be getting any pension. Punjab Rozgar Scheme 4 7 : provides subsidized small business loans in the range of PKR. 100,000/- to PKR. 10,000,000 to new and existing businesses. All residents of Punjab; veried through CNIC, are eligible for this program. Women Empowerment Centres (WEC): Pakistan Bait-ul-Mal has established Women Empowerment Centres (WEC) throughout the country at the district level, including one center in Lahore (Chammanzar, Street Lalazar, Lahore).41 Nayee Zindagi Program for Acid Attack Victims45: Managed by the Punjab Social Protection Authority, this program provides rehabilitation to acid attack victims through reconstructive surgeries and psychological counseling for their socio-economic mainstreaming. Any affected person who is a permanent resident of Punjab and has FIR of the incident will be eligible for this program. Benazir Income Support Programme (BISP): Although a federal program, BISP plays a signicant role in Punjab by providing cash transfers to low-income families, particularly women. BISP reduces poverty and provides a minimum level of income for poor households. Humqadam Program:42 ffers unconditional nancial support to disabled individuals through monthly stipends. Eligible citizens of all districts of Punjab province are entitled to this program. These social protection schemes are essential in addressing the socio-economic disparities and promoting the welfare of marginalized populations. The number of beneciaries registered with BISP from Lahore48 is shown in Table 10. It is noteworthy that 6% of the total beneciaries registered with BISP in Punjab are from Lahore, of which 86.3% receive their BISP Kafalat cash. Lahore is ranked as the second-largest contributor (after Karachi) to the national economy, accounting for 11.5% of the total GDP.49 Services 59% Industry 37% Labour Force Participation Employment in Lahore is bolstered by its diverse economy, including agriculture, manufacturing, trade, and services. Table 11 shows a comparison of sector-wise employment in the district while gures 5 and 6 depict the sex-disaggregated labor force participation in different sectors, as reported by the Pakistan Labor Force Survey50 2020-21. When examining labor force participation by gender, services is the largest employer for men at 60%, followed by industry at 37% and agriculture at 3%. For women, agriculture is the leading sector, accounting for 59% of the women labour force, followed by services sector at 37% and industry at 4%. Agriculture Agriculture in Lahore plays a role in meeting the food needs of its population by producing essential crops, fruits, and vegetables. Primary crops grown in Lahore include wheat, rice, sugarcane, potato, guava and various vegetables. The Constitution52 of Pakistan 1973 gave constitutional recognition to the local government institutions through Article 32 in the chapter on Principles of Policy. Article 32 states that, "the State shall encourage local government institutions composed of elected representatives of the area concerned, and in such institutions, special representation will be given to peasants, workers, and women." The 18th Amendment Act 2010, through the Article 140-A made it mandatory for the provinces to establish the local governments and devolve their authority. Article 140-A states that, “Each Province shall, by law, establish a local government system and devolve political, administrative and nancial responsibility and authority to the elected representatives of the local governments.” Lahore District Profile The 18th Amendment to the Constitution of Pakistan, passed in 2010, marked a signicant shift in the country's governance by decentralizing powers from the federal government to the provinces by abolishing the Concurrent List. This devolution of authority aimed to enhance provincial autonomy, allowing provinces to manage their affairs, especially in areas like health, education, and local governance. Under this amendment, several subjects previously under federal control were transferred to provincial governments, empowering them to legislate on these matters. Along with that, this amendment also mandated provinces to devolve their political, administrative and nancial responsibility and authority to the elected representatives of the local governments. In Punjab, this decentralization is reected53 in the Punjab Local Government Act, 2022 [Act XXXIII of 2022], which sets out the framework for establishing local government bodies. This Act emphasizes empowering local governments to address developmental issues and public services at the grassroots level. However, the implementation of the law has faced challenges due to political instability and reluctance to share power. According to PLGA 2022, the largely urban areas of a district are to be governed by Metropolitan Corporations whereas the rest of the district is to be governed by the District Council. As per the act, there are 11 Metropolitan Corporations (Lahore, all divisional headquarters of the Divisions and the urban areas of Sialkot) in Punjab and 39 District Councils representing all the districts of Punjab (except Lahore). According to the law, the district is to be governed by the Lahore Metropolitan Corporation, which is the central authority responsible for municipal services, town planning, infrastructure development, and public welfare programs. As per the PLGA 2022, Metropolitan Corporation Lahore has 150 elected representatives (90 general and 60 reserved members). The organogram in Figure 8 below shows the administrative structure of the proposed local government in Lahore and its union councils as per the PLGA 2022. At the time of preparing the district prole, the new PLGA, 2024 was still under consideration by the provincial government and no elected local governments existed in the province. This role involves the implementation of provincial policies at the district level, as well as ensuring that district-level operations align with broader provincial objectives. The DC oversees district public services such as education, health, price control, social welfare, Ramzan/Sunday bazaars, management of public properties and graveyards, disaster management, transport and environmentrelated matters. Assistant Commissioners54 also play a key role in district administration and governance. They report to the DC and manage the administration of tehsils (sub-districts) within the districts. The number of Assistant Commissioners (ACs) in each district of Punjab, varies depending on the size and administrative needs of the district. These Assistant Commissioners perform duties including monitoring and supervision of revenue administration, law and order of the sub-division, price control, supervision of duties pertaining to polio vaccination, encroachment removal, etc., coordination with line departments for the implementation of government policies, and acting as a representative of the Government at sub-division Level. 53. The total number of voters in Lahore District, according to the Election Commission of Pakistan (ECP), is 6,858,095, with 53.02% being men and 46.98% women.55 Additionally, the voter turnout in the General Election56 (GE) 2024 was recorded at 43.7%, which is lower than the average turnout57 for the Punjab province (51.6%) as well as the national voter turnout (47.6%). It may be noted that due to a judgment of the Supreme Court and its arguable interpretation by the ECP prior to GE 2024, PTI candidates were only allowed to run as Independent (not afliated to any political party) candidates although most of such candidates won the election because of the open support announced by PTI through its social media platforms. After the election, most of such elected independent members joined SIC at the direction of PTI. The Punjab Police is the primary body responsible for crime control, maintaining law and order, and enforcing laws. Within its structure, specialized units such as the Crime Investigation Agency (CIA) and the Trafc Police handle specic areas like investigations and trafc management. Additionally, the Punjab Safe Cities Authority (PSCA) oversees the city's integrated surveillance system, crucial for monitoring trafc, responding to emergencies, and preventing crime. Under the RTI Act, public bodies are required to provide the requested information to the requester within 14 working days, which are extendable to a period of another 14 working days if the information sought, requires searching a large number of records and databases.68 The Act mandates notication of Public Information Ofcer (PIO) in all public departments, and ofces, with whom the request for information can be submitted. The PIOs will be responsible for ensuring that requests for information are dealt with according to the Act.69 The Act also mandates the formation of the Information Commission, namely 'Punjab Information Commission' to act as an independent body headed by the Chief Information Commissioner.
