The purpose of this SOP is to ensure that the design, implementation, and construction of CNG/CGS facilities meet safety, regulatory, and quality standards while fulfilling project objectives. 2.0 Scope This SOP covers the entire lifecycle of CNG/CGS projects, including design review, construction planning, execution, and closeout. It applies to all personnel involved in the design, review, and construction of CNG/CGS facilities, both internal staff and external contractors. 3.0 Field of application This procedure shall be applicable to all Torrent Gas departments across all locations of Torrent Gas and its associated companies. 4.0 Frequency This procedure shall be reviewed at least on an annual basis or as and when required. 5.0 Authorities and Responsibilities TS Team / GA Team: TS Team / GA Team is responsible for implementation & amending the procedure/guideline or carrying out any changes at appropriate time. Management approval is required for any additional facilities except CGS/CNG station. Draft layout preparation by TS team according to Petroleum and Explosive Safety Organization (PESO) requirement based on input received from GA. Submission of Draft layout to GA team for their review & comments considering local PESO & other statutory/local authority requirement. Architectural Designing 13.2 Submission of Draft layout to Architect for preparation of final layout. Preparation of layout by an architect based on draft layout and consideration of green area, rainwater harvesting, and other statutory requirements. On receipt of layout from Architect, review by TS team. Parallelly submission to GA team for their review and observation. Submission of all observations to Architect, if any. On receipt of final layout from Architect, preparation of initial PESO layout by TS and submission to GA for review & further use. Designing of office building by architect considering proper ventilation, maximum use of sunlight, Energy efficient fixtures, eco-friendly material, recycle material, consideration of use of renewable energy etc. Submission of landscape & plantation layout/details by architect based on input from GA for locally available trees/plants. Statutory Permission 13.3 Initial PESO application submission by GA Team to concerned PESO Circle office for grant of initial license. Drawing preparation & submission by GA team for other statutory approvals. Liaising with PESO & other statutory body by GA team for required approvals. Structural Designing 13.4 Submission of Final layout, soil report & topography details to engineering consultant for structural design by TS. Structural design by engineering consultant and submission of structural drawings to TS. Torrent Gas Review of drawing by TS and submission to GA for further execution. Vendor Finalization 13.5 Preparation of BOQ & Tender drawing/ technical documents by TS Team / GA Team. Creating PR in SAP by GA team After PR released as per release strategy further Tendering by corporate procurement. Technical bid evaluation (TBA) by TS on receipt of bid from procurement. Vendor finalization by procurement and award of PO as per Procurement process. Project Execution Planning 13.6 Providing of site layout and all other execution drawing to vendor & TPI by GA team and acknowledgement to be kept for records. Handover of land to vendor for work execution. Intimation to be given to construction contractor as well as TPI for Kick off Meeting. Kick off meeting (KoM) with vendor. This meeting to be chaired by GA head and attended by concerned team members like Construction Engineers, Project Manager/In charge, HR/Admin Representative, HSE Representative from GA team. This meeting is also to be attended by TPI and Authorized representative of Vendor (preferably proprietor / authorized Project Manager) Discussion on work schedule with vendor and finalization of mutually agreed schedule in line with PO timelines and the same to be signed by vendor & Torrent Gas site in-charge/GA head. Signed-off schedule to be shared with CH and CO-TS. Discussion on mobilization, manpower & equipment/machinery planning, material planning, quality, specifications, long lead items, safety, daily Toolbox Talk (TBT) at site, legal & other statutory requirements, etc. Vendor has to submit the equipment/machinery & manpower deployment plan, site organogram, quality assurance plan, EHS plan, Location of concrete Batching Plant (if sourced from outside), Legal Compliance Plan, etc. Vendor has to maintain all required registers at site i.e. drawing register with drawing issue date/ revision number, site instruction book, quality issue register, Material/ stock register, labour register, and all other register as per statutory requirements. Discussion on submission of Daily Progress Report (DPR) in editable format and monthly progress report with photographs in pdf format by vendor. Discussion on missing drawings/details requirement by vendor, if any. Preparation of minutes of meeting of KoM with signature of all participants. MoM of KoM to be shared with CH and CO-TS. Torrent Gas Project Execution 13.7 Mobilization of vendor at site within 15 days from date of PO or as per PO term. Plot marking, existing ground level survey by vendor and Joint measurement record (JMR) with Torrent & TPI site engineer. Grading & levelling of land. Whenever possible relocate the existing trees/plants. Layout of compound wall, equipment foundation, office building and all other facilities as per site layout drawing by vendor in presence of Torrent & TPI site engineer. Parallel to above, identification of borrow area for soil filling by vendor. Collection of soil sample in presence of Torrent/TPI representative and sending of the same to laboratory for soil properties & Maximum Dry Density (MDD)/Optimum Moisture Content (OMC). Concrete mix design of required grade in approved laboratory & testing of cubes in presence of Torrent & TPI site engineer. Submission of MTC, lab test & site test report etc. for all materials. Start of compound wall retaining wall & other structure foundations i.e. building, canopy, monolith, high mast, hording etc. Work execution as per drawing, specification, QAP, IS codes, other relevant standards, EHS guideline etc. Start of soil filling after completion of retaining wall & other foundations up to FGL level. test in presence of Torrent/TPI site engineer as per guidelines of Ministry of Road Transport & Highways, (MORTH). specific items. control room/ rest area/ security cabin etc. Inside plastering of building after completion of electrical wall conduiting works. Flooring & Dedo tile fixing work after completion of plumbing, electrical floor conduiting and completion of plastering works. Sill/jams/lintel stone fixing & finishing works on completion of plastering work of building i.e. control room/ rest area/ security cabin etc. & installation of sill/jams/lintel stone. of building. Fabrication and Erection of Canopy, Hording, rest area for CNG station parallel to the above works. Torrent Gas ompletion of foundations, UG utilities & other ancillary works, laying of electrical conduits and chambers. & compaction after completion of sab base works. as per Construction and Demolition Waste Management Rules. Torrent Gas, TPI & Vendor site engineer with completion date. ime and before release of final bill. Reporting / Review Meetings be sent to Torrent Gas representatives of GA after verified by TPI conducted preferably as per below: – chaired by GA Head, TPI, Vendor’s senior representative and concerned GA team members – by Project Manager/Site In charge of contractor, TPI, and Concerned executives/managers of GA team TPI also to prepare log sheet of daily activity. progress and share with Torrent Gas team along with DPR/Progress Reports and/or during meetings. 13.8 Handing Over & Close out 13.9 to the Project In charge post verifying by the TPI and it further reviewed by Project incharge/ team. Signing of handing over protocol by vendor & Torrent Gas site in-charge/ GA head. Project in Charge will submit all records to the GA head. Submission of PO closure documents / other required documents by GA head to Corp. TS.
