IF0 Date 10-06-2010 Page 5 of 6 1) The equipment shall be suitable to operate at 30% capacity of the specified cases. 2) Crude oil foaming tendency: High. 3) The inlet oil/water mixture will be perfectly emulsioned upstreams the 2nd stage separator. Equipment dimensions shall be determined to meet the requested functional specifications and the performance (refer to note 4), considering also the possible emulsion break in the upstream separator. 4) The equipment is intended for the dehydration of a crude oil stream. The following process performance shall be guaranted: -Max water content in oil (water cut): 0.25 % vol; -Max oil content in water: 1000 ppm. 5) The electrical devices to be provided are as minimum: transformers, local control panels, MV bushings. The electrical devices shall be suitable for hazardous area installation according to IEC 60079 Codes. Supplier consider that the installation area is classified as Zone 2 Group IIA T3. 6) The water entering the Dehydrator includes 5,033 bbld of associated water and 1,046 bbld of recycle water from Desalter SUC-02-U-1200 / SUC-02-U-2200. Salinity of associated water is 127,650 ppm; while the estimated salinity of recycle water is 13,410 ppm. Supplier shall confirm the salinity of recycle water on the basis of actual Desalter performance. 7) For details of Dehydrator arragement refer to the PFDs enclosed in the Doc. No. 06202-PRO-SP-000-101- Supply Specification for Electrostatic Coalescers. 8) For further details about instrumentation and control of Dehydrators refer to typical P&ID enclosed in the Doc. No. 06202-PRO-SP-000-101- Supply Specification for Electrostatic Coalescers. 9) Deleted. 10) Internal lining shall be in accordance with the Specification for Painting - Doc. No. 06202-PPN-SP-000-015 - Painting System PS-4; 11) Design wind speed at 15 m above grade: 160 km/h. 12) Manhole shall be equipped with blind flange and hinged device; blind flange shall be in accordance with project Doc. No. 06202-PPN-SP-000-001 Specification for Piping Classes. 13) Vessel shall be complete with supporting saddle. 14) Requirement for pads welded on the external shell may be identified during detail design to support external structures (walkway, platforms, ladders, etc.) and piping elements. 15) Supplier to provide the electrical field grids and the step-up transformer with MV bushings sized to meet the required performances (refer to note 4). 16) Nozzle positions and level settings have to be defined by Supplier to meet the functional specifications (refer to note 4). Nozzle positions to be agreed with Contractor. 17) Available power supply is shown in in the Doc. No. 06202-PRO-SP-000-101- Supply Specification for Electrostatic Coalescers. 18) Internals to be removable through manhole. 19) Number of sample connections indicated in the vessel scheme is indicative and shall be confirmed by Supplier. 20) Number of sludge collectors indicated in the vessel scheme is indicative and shall be confirmed by Supplier. 21) Supplier to provide electrical local control panel (for each Electrostatic Dehydrator), equipped with all instruments and controls indicated on the in object data sheet, emergency switch-off push button with lock, on/off push buttons and ammeter for each transformer. 22) Equipment shall meet the following project specifications: - 06202-PPN-SP-000-015 - Specification for Painting - 06202-PPN-SP-000-016 - Specification for Thermal Hot Insulation & Personnel Protection - 06202-PPN-SP-000-017 - Specification for Pressure Vessels - 06202-ELE-SP-000-024 - General Specification for Desalter Transformer (SCOP Specification E-1106.1 with Amendements) - 06202-ELE-SP-000-001 - Electrical Design Philosophy - 06202-ELE-SP-000-006 - General Specification for Power Transformers 23) No insulation for vessel shell. Supplier to consider requirement for insolating hot surfaces of transformers. 24) Supplier shall advise at bid stage the material code for shell, heads, nozzles and major parts. 25) The dehydrator is installed beneath the 2nd stage separator. 26) The vessel shall be equipped as a minimum with the following internals: - Electrical Field Grids - Inlet distributor - Outlet oil collector - Vortex breaker on water outlet Supplier is requested to confirm the internals recommended to ensure that the specified process performance guarantees are achieved. Supplier is requested to select material for the internals taking into account the composition of oil and water to be treated. 27) External painting shall be in accordance with the Specification for Painting - Doc. No. 06202-PPN-SP-000-015 - Painting System PS-1. 28) Water mass rate (in kg/h) refers to the Heat and Mass balance tables of PFDs, where a water density of 1,000 kg/m3 has been considered to derive such a value from the given volume flow. Supplier shall keep unchanged this water volume flow and recalculate, if necessary, the actual water mass rate on the basis of the water density reported in the data sheet.
