1.1.1 This specification is to be used in conjunction with the latest applicable industry standards for the manufacture, material requirements, inspection, and testing of butt-weld fittings and wrought steel flanges intended for pipeline systems in Canada and the US. These pipeline systems transport non-sour crude oil, refined products, and natural gas liquids. This specification provides requirements that are in addition to those applicable industry standards. 1.1.2 This specification is applicable to the following: a) Fittings and flanges from 60.3 mm OD to 1,219 mm OD (NPS 2 to NPS 48), inclusive b) Flanges designated by nominal pressure classes from PN 20 to PN 150 (ASME Class 150 to ASME Class 900), inclusive 1.1.3 Requirements that are specific to the component’s installation location (i.e., Canada or the US) have been clearly identified. If a requirement is not identified as pertaining to a specific geographic location, the requirement applies to all installation locations. 1.1.4 The requirements of this document are also intended to comply with the following: a) National Energy Board, Onshore Pipeline Regulations (SOR/99-294) and CSA Z662 for Canadian applications b) Code of Federal Regulations (CFR), Title 49, Part 195 and ASME B31.4 for US applications 1.2 Purchasing 1.2.1 All flanges and fittings shall comply with the applicable industry standards (refer to Section 2.2), this specification, and the purchase order. 1.2.2 Design and dimensional requirements for fittings and flanges exceeding the size limits of the industry standards shall require Company approval, attained through the Technical Standards Deviation Request (TSDR) process. 1.2.2 All fittings and flanges shall be procured from Vendors and Manufacturers listed in the Company's Approved Manufacturers List (AML). Where such fittings and flanges are required to be installed, the requirements of sections 3 – 7 shall apply as a minimum.) 1.4 Defined Parties In this document, the term “Company” shall hereafter refer to Enbridge Inc. and its representatives. The term “Manufacturer” shall hereafter refer to any and all involved parties that manufacture the equipment and products. Scraper and spacer bars shall be ASTM A516/A516M Grade 70. 3.4 Chemical Composition 3.4.1 Heat and product analysis shall meet the requirements of the relevant codes and standards listed in Section 2. 3.4.2 Canada 3.4.2.1 The carbon equivalent (CE, %) of steel fittings and flanges certified to CSA Z245.11 and CSA Z245.12, respectively, shall be no greater than 0.45 for all grades less than 290 and no greater than 0.43 for all grades 290 and higher as calculated by the following formula: Mn Si Cu Ni CE(CSA) = C + F ( 6 + 24 + 15 + 20 + Cr+Mo+V+Nb + 5B) 5 (Eq. 3.1) Refer to CSA Z245.11 and CSA Z245.12 for the compliance factor, F. 3.4.2.2 For steel fittings and flanges certified to other acceptable standards (e.g., ASME), the carbon equivalent shall be no greater than 0.45, calculated as follows: a) The carbon equivalent for all fittings and flanges of grades higher than Grade 386 shall be calculated per the formula in Equation 3.1, above. Version 18.0, 2016-08-31 Uncontrolled Copy if Printed or Downloaded Confidential Information External Distribution Requires an Executed Confidentiality Agreement Page 5 of 13 Steel Fittings and Flanges EES023 Engineering Equipment Specification b) The carbon equivalent for all lower grade fittings and flanges up to and including Grade 386 shall be calculated per the following formula: Mn CE(IIW) = C + 6 + Cu+Ni Cr+Mo+V + 15 5 (Eq. 3.2) 3.4.3 US For all steel fittings and flanges, the carbon equivalent shall be no greater than 0.45 as calculated by the formula in Equation 3.2, above. 3.4.4 The CE limits given in sections 3.4.2 and 3.4.3 do not apply to fittings and flanges that are not required to be welded during construction (e.g., blind flanges, spacers). 4 Mechanical Test Requirements 4.1 Fittings 4.1.1 Canada In addition to the tests required by CSA Z245.11, hardness tests at a frequency of one test per lot are required for the finished fittings (“lot” shall be as defined in CSA Z245.11). 4.1.2 US Refer to the completed datasheet(s) supplied with the purchase order (PO) for any additional requirements beyond industry standards. 4.2 Flanges 4.2.1 Canada In addition to the tests required by CSA Z245.12, hardness tests at a frequency of one test per lot are required. 4.2.2 US Refer to the completed datasheet(s) supplied with the PO for any additional requirements beyond industry standards. 4.3 Rejection and Retests If any test fails to meet the requirements of the industry standard or specification, a retest shall be conducted on a second item from the same lot. If any retest also fails, all fittings or flanges manufactured from the lot shall be rejected. Version 18.0, 2016-08-31 Uncontrolled Copy if Printed or Downloaded Confidential Information External Distribution Requires an Executed Confidentiality Agreement Page 6 of 13 Steel Fittings and Flanges EES023 Engineering Equipment Specification 5 Nondestructive Examination 5.1 General 5.1.1 Flanges and fittings shall be free of defects and shall have a competently produced finish. 5.1.2 For flanges, defects shall be defined as follows: a) Cracks b) Sharp notches c) Mechanical marks, abrasions, and pits that are deeper than 1.5 mm (0.06 in.) or that result in the thickness of the remaining metal being less than that specified in the applicable standard d) Seams, laps, tears, scabs, slivers, and other imperfections that are deeper than 1.5 mm (0.06 in.), deeper than 5% of the thickness at the point of the imperfection, or result in the thickness of the remaining metal being less than that specified by the applicable standard 5.1.3 For fittings, defects shall be defined as follows: a) Sharp notches, scratches, scabs, seams, laps, tears, slivers, and cracks; other imperfections, excluding dents, that result in a wall thickness less than that allowed by the applicable standard b) Dents described by one or more of the following criteria: i. Dents that are deeper than 1.5 mm (0.06 in.), are located in the body of the fitting, and contain a stress concentrator such as a gouge, groove, or arc burn ii. Dents that are located on the weld and are deeper than 1.5 mm (0.06 in.) iii. For NPS 12 and smaller fittings, plain dents that are deeper than 6.3 mm (0.25 in.) iv. For fittings larger than NPS 12, plain dents that are deeper than 2% of the nominal fitting size. 5.1.4 Nondestructive Examination Techniques Nondestructive examination techniques shall be in accordance with the following specific requirements of ASME/BPVC SEC VIII-1: a) Radiographic examinations shall be per UW-51. b) Magnetic particle examinations shall be per Appendix 6. c) Liquid penetrant examinations shall be per Appendix 8. d) Ultrasonic examinations shall be per Appendix 12. Version 18.0, 2016-08-31 Uncontrolled Copy if Printed or Downloaded Confidential Information External Distribution Requires an Executed Confidentiality Agreement Page 7 of 13 Steel Fittings and Flanges EES023 Engineering Equipment Specification 5.1.5 Nondestructive Examination Defect Acceptance Criteria 5.1.5.1 Canada Unless otherwise specified, defect acceptance standards and requirements for repair shall be as specified in CSA Z245.11 or CSA Z245.12, as applicable. 5.1.5.2 US Defect acceptance standards and requirements for repair shall be as specified in ASME/BPVC SEC VIII-1 or in the material specification, as applicable. 5.2 Visual Examination 5.2.1 Each fitting and flange shall undergo a complete visual examination for the defects, imperfections, and discontinuities mentioned in the relevant manufacturing standards. This shall include the inside and outside weld seams (where applicable). Visual examination techniques shall be in accordance with ASME/BPVC SEC V Article 9. 5.2.2 If heat treatment is required, visual examination shall be performed after final heat treatment. 5.3 Examination – Fittings 5.3.1 All welded seams of fittings shall be radiographically examined along their full length. With prior written Company approval, ultrasonic examination can be used as an alternate technique for butt-weld examination. If heat treatment is required, radiography/ultrasonic testing shall be performed after final heat treatment. 5.3.2 The finished bevel faces of welding ends for all fittings manufactured from flat rolled plate/coil or welded pipe shall be examined by magnetic particle (wet colour contrast only) or liquid penetrant methods for the presence of laminar-type discontinuities or defects. The accumulated length of such indications shall not exceed 6 mm (0.25 in.) in any 50 mm (2 in.) of circumference. 5.3.3 All arc burns shall be removed prior to final heat treatment. Removal of arc burns shall be verified via the use of an etchant such as 5% Nital or 10% ammonium persulphate. 5.4 Repair of Defects Weld repair of defects found in bevel end preparations or on the external radii of drawn outlets on extruded outlet fittings, tees, or headers is not permitted. Weld repairs shall be performed using a qualified ASME/BPVC SEC IX procedure prior to final NDE and shall be performed by welders qualified per this ASME standard. The PO shall include requirements for any inspection to be performed by the Company. 6.1.2 For fittings and flanges procured from Manufacturers, a production schedule shall be provided to the Company to enable Company representation for any examinations at hold or witness points per the details indicated in the purchase order. 7 Required Documentation 7.1 General 7.1.1 a) The following documentation shall be provided (as applicable):Drawings of extruded headers, barred tees, and any items for which the dimensions are not covered by the relevant industry standards. Drawings/documentation (including any calculations) requiring approval by the Company prior to manufacture shall be submitted in accordance with the purchase order. b) A material test report (MTR) that includes the following: i. Heat and product analysis and carbon equivalent ii. Mechanical properties: tensile and yield strength; percentage elongation; notch toughness; heat treatment, including temperatures; hardness iii. Nondestructive examination (NDE) results c) Source material d) Any approved deviation requests e) Any special requirements contained in the accompanying purchase order, including additional test results such as guided bend tests, etc. These results can be included in the MTR. 7.1.2 For fittings with welds, nondestructive examination and mechanical test results shall be shown for both the body and the weld. The tag number is a unique identifier for material tracking records. 8.2 Shipping All fittings and flanges shall be shipped with end protection and packaging to prevent damage during handling and shipping. 9 Ordering 9.1 General 9.1.1 The datasheet in Appendix A shall be completed and appended to the appropriate purchase requisitions and orders.
