With the CB008379: GBR Services for SA feature enabled, cell capacity is reduced compared to a cell supporting non-GBR services. Cell capacity is reduced due to the amount of traffic with specific requirements. The traffic with specific requirements refers to UE traffic configured with a GBR data radio bearer (DRB), and those UEs have specific packet delay budget and packet error rate requirements. In the scheduler, such traffic gets a higher priority compared to non-GBR traffic. Unlike non-GBR transmissions that can wait until RF conditions improve, GBR data has to be sent within a packet delay budget to meet the GBR latency and data rate requirements. Because of this, GBR transmissions can be sent in unfavorable RF conditions causing the GBR DRB to occupy more resources, which reduces the resources for non-GBR DRB. CB008379 interaction with other features A list of correlations between this and another features The CB008379: GBR Services for SA feature impacts the following features: Emergency calls For one protocol data unit (PDU) session, an emergency QoS flow can’t coexist with a single GBR QoS flow. Discontinuous reception (DRX) The active DRX functionality is deactivated when a non-VoNR GRB data radio bearer (DRB) is set up. The non-GBR DRX profile is restored at the release of the last GBR DRB of the UE. The VoNR DRX profile is restored if the UE is still configured with VoNR GBR DRB. Dynamic spectrum sharing (DSS) GBR services are supported on NR cells where DSS functionality is activated. The radio admission control (RAC) function considers the reduced cell capacity when DSS is activated. This is because DSS divides the resources between LTE and NR, so the RAC is based on the reduced resources that were allocated to NR. Carrier aggregation (CA) GBR services are supported on NR cells where CA is activated. When CA is active and GBR bearer is set up, the gNB schedules GBR DRB on the primary cell only and keeps CA activated. Slice-aware scheduler 10 © 2025 Nokia. CB008379 description The CB008379: GBR Services for SA feature introduces support for 5G QoS indicator (5QI) values for GBR services such as conversational video and live streaming, and operator-defined 5QI values. The CB008379 feature provides parameters configuring the GBR flow control, non -VoNR GBR data radio bearer (DRB), scheduling, and radio admission control (RAC). GBR services are QoS services with GBR bearers. Some examples of GBR services are conversation video transmissions such as live streams or real-time gaming streams. With the CB008379: GBR Services for SA feature enabled, such services are supported in 5G standalone network deployment with 5G QoS indicator (5QI) values 2, 3, 4, 71, 72, 76, and 5QI values defined by the operator in the range of 128-254. The services supported by the CB008379 feature are based on the 3GPP TS 23.501 Release 16 version 16.9.0. With the CB008379 feature enabled, the GBR DRB setup is requested only when a non-GBR DRB is set as a default bearer for the same protocol data unit (PDU) session. The CB008379 feature supports configuring the UE with up to two GBR DRBs at the same time, in case one is a VoNR GBR DRB introduced by the CB006112: Voice over NR Enhancement feature, and another is a non-VoNR GBR DRB. Supporting two GBR DRBs allows the UE to have both GBR services, such as voice which has value of 5QI-1 and, for example, video which has value of 5QI-2. A single GBR QoS flow is supported for the UE. In a no data load scenario and low interference conditions, the guaranteed bit rate for a single GBR QoS flow is up to 30 Mbps for both downlink and uplink. The CB008379 feature supports guaranteed flow bit rate (GFBR) modification. The GFBR is modified by NR core network and defines the expected bit rate that a GBR QoS flow provides. For the non-VoNR GBR DRB, the DL flow control needs to be enabled using the NRDRBDL flow control algorithm (dlFlowControlAlgo) parameter. The GBR flow control can be defined with the NRDRBMax RLC queuing delay GBR (maxRlcQueueingDelayGbr), NRDRBMax transfer delay GBR (maxTransferDelayGbr), and NRBTSActivate prioritization of non-VoNR GBR traffic (actPrioNonVoNRGBRTraffic) parameters introduced by the CB008379 feature. When buffer congestion is detected at Packet Data Convergence Protocol (PDCP) or RLC, the non -GBR packets are discarded before the GBR DRB. The NRBTSActivate PDCP/RLC buffer congestion mechanism (actPdcpRlcBufCongestionMechsm) parameter allows you to choose whether the gNB discards a non-GBR packet when buffer congestion is detected for a GBR bearer only, or when buffer congestion is detected for both GBR or non-GBR bearers. The NRBTSPDCP buffer usage threshold (pdcpBufUsageThreshold) and NRBTSRLC buffer usage threshold (rlcBufUsageThreshold) parameters allow you to set the threshold for the percentage of allowed PDCP and RLC buffer usage. When these thresholds are exceeded, the PDCP service data units (SDUs) and RLC SDUs are discarded for non -GBR DRBs. You can configure the number of PDCP SDUs and RLC SDUs for non-GBR DRBs that needs to be discarded with the NRBTSNumber of non GBR RLC SDU to be discarded (numNonGbrRlcSduDiscard) and NRBTSNumber of non GBR PDCP SDU to be discarded (numNonGbrPdcpSduDiscard) parameters. 14 © 2025 Nokia. CB008379: GBR Services for SA Note: The functionality of the actPdcpRlcBufCongestionMechsm parameter discards the data of the non-GBR bearer with the highest amount of data in the buffer. Due to this process, there is space for the incoming data, but the functionality can't ensure the required amount of buffering in all cases. This impacts the User Datagram Protocol (UDP) data when the inflow data rate is higher than the outflow data rate in the air interface. GBR DRB configuration DRBs are mapped with each GBR QoS flow identifier (QFI) through RRC signaling. A separate profiles should be used for VoNR and non-VoNR GBR DRBs. The DRBs profiles need to be configured with parameters introduced by the CB008379 feature, and with existing parameters. There are two Radio Link Control (RLC) modes for the GBR DRBs - RLC-acknowledged mode and RLC-unacknowledged mode. Both modes apply to the GBR DRBs associated with 5QI-4, 71, 72, 76 and 5QI defined by the operator. The 5QI-2 and 5QI-3 can only use RLC unacknowledged mode. GBR DRBs scheduling The GBR DRBs are scheduled dynamically with a higher scheduling priority than non-GBR DRBs. The GBR DRBs scheduling sub-priority is based on the packet delay budget (PDB) which differentiates the types of GBR services. The uplink and downlink schedulers consider the PDB and GFBR during scheduling decisions. Radio Admission Control (RAC) and mobility During the handover procedure, the gNB performs RAC for GBR DRBs. The Transport Admission Control together with allocation and retention priority (ARP)-based admission control aren't performed. The RAC function checks the current radio resource usage and resource availability during the request for a GFBR increase. Dedicated RAC thresholds can be defined for the UE connected with the GBR DRB for both mobility and non-mobility scenarios. CB008379: GBR Services for SA CB008379 glossary A list of terms related to the CB008379: GBR Services for SA feature 5G QoS identifier (5QI) In 5G a scalar that is used as a reference to a specific QoS forwarding behavior such as packet loss rate or packet delay budget and it is provided to a 5G QoS flow. This may be implemented in the access network by the 5QI referencing node specific parameters that control the QoS forwarding treatment like scheduling weights, admission thresholds, queue management thresholds, link layer protocol configuration. QoS flow identifier (QFI) A field associated with the transferred packet. QFI is used to determine the QoS flow and QoS profile which are associated with the received packet. acknowledged mode (AM) Radio Link Control mode in which a receiver provides feedback if the packets are correctly received or not, and triggers retransmission if needed. access and mobility management function (AMF) A function in 5G control plane that supports the termination of non -access stratum (NAS) signaling, NAS ciphering and integrity protection, registration management, connection management, mobility management, access authentication and authorization, security and context management. admission control (AC) A decision process that determines the resource allocation in a cell whenever a request for resources is made during bearer setup, bearer renegotiation, or handover. allocation and retention priority (ARP) A QoS parameter that's used to differentiate between bearers when performing allocation and retention of a bearer. The ARP can be used by the network to decide whether a certain bearer can be established or must be rejected in case of resource limitations. Also, it can be used to decide which bearers are dropped in case of exceptional resource limitations, for instance, during a handover. CB008379: GBR Services for SA data radio bearer (DRB) A radio bearer that is established between the gNB and UE to transport user plane data only. guaranteed bit rate (GBR) A QoS parameter defining the resource type of the bearer (dedicated Evolved Packet System (EPS) bearer). GBR services always have the guaranteed bandwidth. GBR QoS flow A mechanism used for the 5G QoS management. GBR QoS flow uses the GBR resource type or the delay-critical GBR resource type, and requires guaranteed flow bit rate. GFBR (Guaranteed Flow Bit Rate) A QoS parameter used in 5G to define the expected bit rate that a GBR (Guaranteed Bit Rate) QoS flow provides. The GFBR is signaled through the next generation control plane interface (NG-C) from the access and mobility management function (AMF), or in case of handover, from the related Xn Application Protocol (XnAP) or Next Generation Application Protocol (NGAP) messages. non-guaranteed bit rate (non-GBR) A QoS parameter defining the resource type of the bearer (default Evolved Packet System (EPS) bearer) in which the number of bits to be delivered to a receiver isn't guaranteed. The Packet Delay Budget (PDB) A definition of an packet upper bound related to the time for which a packet can be delayed between the UE and the user plane function (UPF). protocol data unit (PDU) A block of information transferred between peer entities. It contains information such as how to transfer the message from the sender's terminal to the recipient's terminal. QoS Class Identifier (QCI) A mechanism used in LTE to ensure bearer traffic is allocated appropriate QoS. Different bearer traffic requires different QoS and therefore different QCI values. QCI value 9 is typically used for the default bearer of a UE/PDN for non-privileged subscribers. The QoS concept as used in LTE networks is class-based, where each bearer type is assigned one QCI by the network.
