PURPOSE
The purpose of this procedure is to describe the methods established and being
maintained to monitor Contractors Quality and QHSSE Management System during

Prequalification of the contractors

Mobilization on award of the contract

Execution of the project and

De-mobilization or Restoration
The main purpose is to ensure that all contractor activities are carried in a safe manner
adhering to all QHSSE requirements.

This procedure shall be applicable and binding on all contractor activities inclusive of
activities subcontracted by main contractors.

5.1
PREQUALIFICATION CONTRACTORS QHSSE CAPABILITY
Contractors QHSSE capability shall be evaluated by Daleel QHSSE Department prior to the
award of the contract. The Contractors shall be ranked based on their QHSSE capability

5.2
RESPONSIBILITY OF PROJECT KEY PERSONNEL
5.2.1
Daleel Contract Holder
Daleel Contract Holder shall be fully responsible for implementation of QHSSE throughout
the project. Daleel Contract Holder shall coordinate with Daleel Project Department/
QHSSE Department / Contractor Contract Holder and ensure that all QHSSE
Requirements are met with.
Daleel Contract Holders shall:

Set an example by making commitment towards QHSSE visible and distinct.

Drive effective implementation of QHSSE Project Plan throughout the Project.

Ensure implementation of Project Quality Plan

Render advice and guidance in implementing QHSSE

Ensure the Contractors have copy of Daleel Contract QHSSE Management Procedure
& OPAL standards (Camp, Heat Stress and Road Safety) and ensuring that the
requirements are adhered.

Ensure that activities undertaken within the scope of their contracts are managed in
accordance with the Legal requirements and all other requirements stipulated by
Daleel procedures and practices.

Managing and monitoring of the work with an emphasis to QHSSE requirements.

Review and approve Contractor’s QHSSE Management Plan.

Provision of QHSSE certificate as per Appendix 1

Provision of Site Restoration Certificate

Participate in QHSSE audits, incident investigations, meetings and reviews in
accordance with project specific QHSSE plan and Project Quality Plan

Providing leadership in reporting and investigating incidents
Daleel Site Representative
Daleel Site Representative shall be site based and shall be responsible for day to day
activities being performed
Daleel Site Representative shall:

Communicate Project QHSSE objectives, monitor its implementation, and drive
continuous improvement.

Provide advice and support to all HEMP / EIA activity

Provide support to emergency response activities.

Drive the QHSSE performance improvement through data management reviews and
implement corrective actions.

5.2.3

Render guidance to record and maintain QHSSE performance and review / identify /
implement actions to improve performance.

Ensure their contractors are submitting their monthly QHSSE statistics on monthly basis
on the 2nd of each month for the previous calendar month on HSE System (External
Portal).

Render support and guidance to ensure that all audits and inspections are carried out
in time and corrective actions implemented

Participate in QHSSE
audits, incident investigations, meetings and reviews in
accordance with project specific QHSSE plan and Project Quality Plan
Contractor Contract Holder
Contractor Contract Holder shall be Head Office based or site based depending upon
the project specific requirements and shall be responsible
5.2.4

Ensure that activities undertaken within the scope of their contracts are managed
safely adhering to quality standards

Ensure that sufficient resources are available for execution of the project

Ensure that sufficient funds are allocated for smooth running of the project

Implement and maintain conditions stipulated by Contractor’s QHSSE Plan and Project
Quality Plan

Implement all the pre-requisites indicated in Project QHSSE certificate as per Appendix 1

Implement all the pre-requisites indicated in Site Restoration Certificate

Participate in QHSSE audits, incident investigations, meetings and reviews in
accordance with project specific QHSSE plan and Project Quality Plan
Contractor Site in charge
Contractor Site in charge shall be site based and shall be responsible for day to day

Supervision of the Work with an emphasis to QHSSE requirements.

Ensure that QHSSE Plan and Project Quality Plan are under implementation based on
day to day activities

Monitor QHSSE performance against the Contractor’s QHSSE Management Plan

DP-QHSSE-SP-9.1 within 24 hours/ INTELEX

5.3

Ensure all action items are closed as per the agreed action plan required by QHSSE
audits, QHSSE inspections, QHSSE meetings, emergency drills and incident
investigation.

Changes in resources shall be intimated to CSR as and when called for.
MOBILIZATION
The Contractor must demonstrate a strong commitment to Quality, Safety, Health, and
Environment and must have established QHSSEMS.
The Contractor shall be responsible for all aspects of the Contractors and the Contractor
Personnel’s QHSSE performance and ensuring that the Contractor have sufficient Quality
and QHSSE personnel at the site at all times who are competent and has the authority to
implement the Contractor QHSSE system properly.
Daleel QHSSE expectations and
specific QHSSE practice and procedures shall be communicated and provided to the
Contractor. The Contractor shall take into account and shall comply with all Applicable
Laws that become effective during the mobilization and execution of the Contract.
5.3.1
Kick off meeting
Contract Holder shall then conduct a kick off meeting with the Contractor immediately
after Contract award and before the execution of any work. The Contract Holder shall
involve QHSSE department during kick-off meeting. This is essential to ensure that all
contractual obligations, including QHSSE, are thoroughly and mutually understood and
agreed. Daleel shall brief contractor on Daleel QHSSE Standards to be maintained
throughout the project. The contractor shall present how they are going to manage all
activities in a safe manner.
5.3.2
Contractors QHSSE Plan
Contractor shall develop a Preliminary Contract QHSSE Plan as part of its Tender submittal
to verify that all hazards associated with the work or services have been identified and
that adequate control and recovery measures have been determined. If awarded the
Contract, the Contractor shall carry out a complete detailed analysis of all hazards and
develop a Contract QHSSE Plan. The Contractor QHSSE Plan shall have action plans such
as QHSSE Inspection Matrix, QHSSE Audit Matrix, QHSSE Meeting Matrix and Emergency
Drill Matrix. The contractor QHSSE Plan shall identify responsible persons for activities
mentioned in the action plan. The contractor QHSSE Plan shall identify target period for
each action, mode of documentation and recording the contractor QHSSE Plan shall be
reviewed by Daleel QHSSE Department and finally approved by Daleel QHSSE Sr
Manager.
QHSSE plan is NOT required if the strength of employees deployed for the task is less than
25 employees. The project deploying less than 25 employees shall be categorized as low
risk contract. If categorized as low risk contract, development of a Preliminary Contract
QHSSE Plan and subsequent Contract QHSSE Plan is not required. However, Contractor
with high risks task to be assessed by contract holder to provide QHSSE Plan.

Any awarded project, the contractor shall develop QHSSE plan consisting of the following
QHSSE MS elements as that of ISO 45001:2018:


Before execution of the project, the developed QHSSE plan shall be submitted to Daleel
contract holder for review, approval and endorsement.
5.3.3
Annual QHSE Improvement Plan
Contractors shall develop Annual Quality, Health, Safety & Environment (QHSE)
Improvement Plan to meet or exceed Daleel expectations. The improvement plan shall
be SMART and in line with DP-QHSSE-CP-02.3
Form of Annual QHSSE Improvement Plan DP-QHSSE-CP-02.3, is available and can be used
for developing Contractors plan. However, the form provides a clear and concise method
for documenting action items, assigning responsibilities and monitoring actions to closure.
5.3.4
Security Requirements
5.3.4.1
Minimum contractor camp requirements
Daleel Security acknowledge that no two camps will be identical and therefore
appropriate security measures will differ according to the role, location and planned
longevity of the contractor camp. However, all the following aspects of security must be
considered and addressed by all Contractor Camp Managers/Bosses:

Nominated Security Representative - Ensure a suitable individual such as the camp
boss is given the responsibility for all security related matters. The nominated individual
must establish a working relationship with local ROP and Daleel Field Security

Perimeter fence –Provide a secure perimeter fence (Type B), incorporating lockable
access points that must be manned during working hours and secured outside of
working hours

Lighting – Ensure the site and perimeter is sufficiently illuminated to allow visual checks
and enable effective CCTV coverage at night

CCTV - Provide a basic CCTV camera and DVR to monitor the critical points
Exact specification of the systems must be agreed with Daleel Corporate Security prior to
installation

5.3.4.2
Minimum contractor yard requirements

Perimeter fence - Provide a secure perimeter fence (Type A), incorporating lockable
access points that must be manned during working hours and secured outside of
working hours

Lighting – Ensure the site and perimeter is sufficiently illuminated to allow a visual
checks and enable effective CCTV coverage at night

CCTV – Provide a basic CCTV camera and DVR to monitor the critical points. Exact
specification of the system must be agreed with Daleel Corporate Security prior to
installation
5.3.4.3
GENERAL REQUIREMENTS FOR Contractor LOCATIONS
In order to fulfil their contractual obligations, it will be mandatory for contractors to
implement the minimum level of security measures listed below as stipulated by Daleel
within a timeframe agreed by both parties. Failure to do so may lead to or termination of
contract.

Signage – Contractors must ensure the erection of signs stating the site is patrolled,
monitored and alarmed in both English and Arabic

Monthly Security Report – Submit to Daleel Field Security identifying any security issues
experienced and any security developments or improvements

Monitoring & Audit – The contracting company must agree to audit by Daleel Security
and abide by any resulting recommendations

Security Plan - Contractors should present their Security Plan for approval by Daleel
Corporate Security prior to work commencing and abide by any changes stipulated
by Daleel

Prohibition of Private Vehicles – A key element of Daleel Security Policy is the
implementation of Royal Decree No 8/11 - The Issuance of the Oil & Gas Law Dated
24 January 2011. As part of this implementation, Daleel prohibits the presence of
private vehicles within the concession. This measure is one of several intended to
achieve the requirement of Article 37 that states:
“Without prejudice to the provisions of the Labour Law referred to, the Concession
Owner shall be required to implement the regulations and take action to protect
the workforce in locations where operations take place.”
This restriction on the presence of private vehicles will apply to all contractors engaged
with Daleel.
5.3.4.4
Audit and review
Regular audits and review of security arrangements at contractor camps associated with
Daleel operations are at the discretion of Daleel Management. Such inspections will be
carried out by Daleel Corporate Security Department personnel.

5.3.5
Sub-Contractors
The Contractor shall ensure that all sub-contractors working on its behalf comply with the
requirements of this contract QHSSE Requirements. The Contractor shall identify to the
Contract Holder all sub-contractors, vendors and suppliers and to be employed in the
execution of the contract and demonstrate QHSSE management and control in each
subcontractor organization, specify how subcontractors will be integrated into the
Contractor's QHSSE Management System, paying particular attention to the
responsibilities for and ownership of the management of transport activities and how one
contractor services multiple contractors.
5.3.6
Communication
Contractor(s) shall: List the typical communication techniques used to make contract
personnel aware of QHSSE issues. Examples include:

Meetings

Personal contact;

Notice boards (indicate locations)

Newsletters (indicate frequency of issue)

Describe typical methods of QHSSE promotion during contracts, e.g.: small ‘give away
with QHSSE message.
Contractor shall ensure that contractor’s personnel have a good working knowledge of
such QHSSE management program, which shall include, without limitation, the following:
5.3.7

A policy statement, which clearly conveys management support for safe and
environmentally sound operations

An employee orientation program, which includes introduction of each of
Contractor’s personnel, regardless of prior experience
Smoking
Smoking is permitted only in designated area as stipulated by Daleel SAD Policy, DPQHSSE-PY-03. Daleel and Contractor personnel are not permitted to smoke in the living
quarter’s area or in locations posted as "no smoking"
5.3.8
Substance Abuse, Dangerous Materials and Firearms
Usage of alcohol and mood-altering drugs are prohibited as stipulated by SAD Policy, DPQHSSE-PY-03. Prescription and nonprescription controlled substances, behavior or moodaltering drugs, abuse of is totally forbidden and alcohol being under the influence of any
of the substance aforementioned, firearms or weapons, and non-work-related dangerous
materials, are adverse to a safe work environment. The purchase, sale, use, distribution
and possession of any of the above mentioned items at all facilities of Daleel, is prohibited.
The use of any other substance, which causes or tends to contribute to unacceptable

Work performance, is also prohibited. Entry into Daleel’s property is conditioned upon
Daleel’s right to conduct unannounced searches for such contraband. Without prejudice
to Daleel’s other remedies under this contract, any of contractor’s personnel who are in
breach of the provisions of this contract shall be removed from the concession and
performance of the Work. Drinking of alcohol is strictly forbidden in Daleel’s concession.
5.3.9
Horseplay
Horseplay, such as wrestling and practical jokes, etc., can be dangerous and is prohibited
at the worksite.
5.3.10 Housekeeping
Work areas shall be maintained in a neat and orderly manner. Trash, oil spills, etc., must
be cleaned up as soon as possible. Aisles, emergency exits, and controls must be kept
free of materials at all times. All wastes are to be properly and safely disposed of. The
Contractor shall leave all Worksites clean, orderly and in environmentally sound condition
as directed by Daleel.
5.3.11 Clothing and Other Apparel
Clothing suitable for the job shall be worn. Long pants and shirts or coveralls shall be worn
at all times during the performance of the Work. Ragged or loose clothing and jewelry
(rings, watches, necklaces, etc.) are not to be worn when operating equipment or while
on the drill floor. Any clothing that becomes saturated with petroleum products or
hazardous chemicals should be promptly removed and changed. This is an area to be
included in pre-task or pre-job safety meetings and PPE evaluation requirements.
5.3.12 Compressed Gas Cylinders
Compressed gas cylinders shall be returned promptly to a suitable storage area after use.
They shall not be permitted to lay about the worksite. Protective caps shall be placed over
the cylinder valves when not in use or when being transported.
Compressed gas cylinders shall be kept away from heat, fire and molten metal or
electrical lines. Compressed Gas Cylinders shall not be rolled. They shall be lifted by lifting
appliances after securing in a cage or special carrier. The compressed gas cylinders shall
be properly labeled.
Compressed gas cylinders shall be stored in the upright position and secured to a
stationary object or structure.
Compressed gas cylinders shall never be used in a horizontal position, as the liquid may
be forced out causing a fire hazard or explosion.
Compressed air shall not be used for cleaning clothing or parts of the body. If used for
other cleaning, the discharge shall not exceed thirty (30) psi and eye protection shall be
worn

Acetylene and other compressed fuel gas cylinder must be separated from Oxygen or
oxidizing compressed gas cylinders by a minimum of 6 meters or by a rated firewall barrier.
5.3.13 Storage, Use and Labeling of Chemicals, Solvents and Paint
All chemicals shall be handled, stored and transported in accordance with Chemical
Management Guidelines, DP-QHSSE-GL-05. All chemicals, solvents and paints are to be
stored in a well-ventilated locker having provisions for containing spilled product. Large
paint lockers are to be provided with CO2 or dry chemical fire suppression systems.
All chemicals, solvents and paints must be kept in containers, which are clearly labeled as
to the respective contents.
Material Safety Data Sheets ("MSDS") must be supplied for Contractor Materials supplied
under this contract and contractor’s personnel must be instructed about the safe use of
the chemicals in accordance with an appropriate written Hazard Communication
Program. MSDS for Contractor supplied products must be submitted to Daleel’s QHSSE
representative.
Protective equipment as outlined in the MSDS must be provided to and worn by potentially
exposed contractor’s personnel.
Low flash point solvents shall not be used for any washing or cleaning. The use of gasoline,
for any purpose (other than its intended use in vehicles) is not permitted at the worksite.
5.3.14 Personal Protective Equipment
All PPE shall be used and maintained in accordance with DP-QHSSE-GL-04, PPE Guidelines.
The wearing of appropriate personal protective equipment is required on the drilling unit
and where hazards exist in the worksite and in all specifically designated areas. The
following equipment, meeting the appropriate standard, is to be furnished by Contractor
along with appropriate training in the proper use and care of such personal protective
equipment.
Personal protective equipment or clothing shall meet either ANSI, British Standards or
equivalent approved standard for such personal protective equipment where required
for such item, and shall include, but not be limited to:


Fall Protection
As a minimum, the following items of personal protective equipment shall be used and/or
worn by contractor’s personnel at all times when working or visiting areas outside of the
living quarters area:
a. Hard hats and safety shoes or boots
b. Safety glasses with side shields must be worn in designated areas
c. Hearing protection must be worn in high-noise areas. High noise areas are those, which
are identified with posted signs, but also include any area where one must shout to be
heard;
d. Other equipment, i.e. breathing apparatus, gloves, harnesses or belts, rain gear or
chemical resistant clothing etc., must be worn when the hazards to which an individual
is exposed dictate their use.
5.3.15 Overhead Work
When working overhead, the area below shall be roped off or other equivalent measures
taken to protect workers on the worksite. Signs reading "Danger - Work Overhead" shall
be posted. Contractor’s personnel shall never pass under a suspended load.
5.3.16 Safety Harnesses and Lifelines
Full body safety harnesses and lifelines shall be supplied by Contractor and worn by all
workers when working above two meter (2) where it is impractical to provide adequate
work platforms.
5.3.17 Non-Destructive Testing (NDT)
Radioactive isotopes, x-rays, etc. shall only be used by licensed individuals. All other
individuals shall stay clear. Contractor shall ensure that necessary warning signs are
posted at the required distance from the testing site. The appropriate certificates are
maintained for all radioactive sources.
5.3.18 Safe Working System (SWS)
Safe Work Systems include Permit to Work (PTW), Confined Space Entry (CSE), Lock out
Tag out (LOTO), Trenching and Excavation. The Contractor is required to be familiar with
Operating Location's Safe Working System and all potentially hazardous the Work,
including, but not limited to, hot work, confined space entry, and control of potentially
hazardous energy. These tasks are to be performed under Daleel authority.

5.3.19 Hydrogen Sulfide
Hydrogen sulfide shall be handled in accordance with DP-QHSSE-CP-03, Hydrogen Sulfide
Management Guidelines. Hydrogen Sulfide ("H2S") can be encountered at many facilities.
Contractor is responsible for ensuring that contractor’s personnel are properly trained and
equipped in accordance with applicable local regulations, or to a recognized industry
standard when working in areas where hydrogen sulfide may be encountered due to the
nature of the Work.
5.3.20 Fire Protection
Contractor shall provide fire protection equipment appropriate for the Work being
performed.
Smoking is only permitted in designated areas. Any Work that has the potential to
produce a spark or open flame (e.g. welding, cutting, grinding, and electrical) in areas
where flammable vapors or combustible materials may exist is strictly prohibited.
5.3.21 QHSSE Meetings
Regular QHSSE meetings should be held and pre-job "Tool Box" meeting programs should
be established. Such QHSSE meetings should be documented and copies maintained by
Contractor QHSSE Advisor.
5.3.22 English Language Proficiency
The Contractor shall ensure that all the Contractor management and supervisory
personnel are proficient in reading and writing of English language (unless agreed
otherwise by Daleel in writing). This is critical for all aspects of QHSSE including
implementation of procedures, permits to work, training, signs, and emergency response
actions.
5.3.23 Electrical Safety
The Contractor Personnel working around electrical equipment shall take precautions to
ensure that the equipment is de-energized while work is being conducted on or around
such equipment. Work that is to be conducted near any overhead power line shall be
planned such a clearance of no less than 3 meters is maintained throughout the duration
of the job so as to prevent accidental contact with energized equipment. If work is to be
performed within a 3 meter radius of overhead energized equipment, the equipment must
be de-energized prior to starting the work, unless adequately controlled by the safe work
system. Ladders used around electrical equipment should be insulated so as not to be a
conductor of electricity. Precautions should be taken to ensure that all equipment used
is properly grounded and that accidental contact with ungrounded electrical sources is
prevented.
Electrical Safety Rules, DP-PD-GL-02 shall be applicable for all PTW related electrical
activities.

5.3.24 Contractor’s Camp
Camp shall be erected and maintained in accordance with Camp QHSSE Management,
DP-QHSSE-GL-02 and OPAL Camp standard OPAL-STD-HSE -02.
Contractor’s Camp shall be verified and certified by OPAL to ensure the full
implementation of OPAL-STD-HSE -02. Moreover, Contractor’s camp shall be inspected
prior to the commencement of the project and it needs approval from QHSSE Manager
or his/her representative prior to start the project.
The Contractor is responsible for the provision of potable water for the personnel at their
camp and worksite, this water must be filtered and chlorinated and comply with the
Omani standards for drinking water. Daleel will perform regular analyses of this water to
ensure compliance.
5.3.25 Contractor’s Industrial Yard / Workshop
Industrial Yard / Workshop shall be erected and maintained in accordance with Workshop
and Industrial Yard Management QHSSE Specifications, DP-QHSSE-GL-03.
Contractor’s Industrial Yard/ Workshop shall be inspected prior to the commencement of
the project and it needs approval from QHSSE Sr. Manager or his representative prior to
start the project.
5.3.26 Contractor’s Logistics and Vehicle
Contractor’s vehicles and equipment shall be maintained in accordance with Daleel
Road Safety Policy DP-QHSSE-PY-04, Road Safety Management Guidelines DP-QHSSE-GL07 and OPAL Road Safety Standard.
Contractor’s logistics and vehicle shall be inspected prior to the commencement of the
project and it needs approval from QHSSE Sr. Manager or his representative prior to start
the project.
5.3.27 Contractor’s QHSSE Training Plan
The Contractor shall provide, at a minimum, QHSSE training for Contractor Personnel in
accordance with the Minimum QHSSE Training Requirements of Daleel. Contractor
Personnel who can provide evidence of having already completed Daleel-approved
QHSSE training courses prior to commencing work on this contract shall not be required to
repeat such training, except for the purposes of refresher training The Contractor shall
maintain an up-to-date list of all personnel employed under the contract, the training
courses they have attended and the dates of attendance. For more details, refer to
training guideline DP-QHSSE-GL-01

5.3.28 Contractors Project Quality Plan
The Project Quality Plan shall adhere to specifications stipulated by the Contract
document. It shall also address all QMS requirements of ISO 9001:2015. The Project Quality
Plan shall be reviewed by Daleel QC Engineer and finally approved by Daleel QHSSE Sr.
Manager or his representative.
5.3.29 Contractors Inspection Test Plan
The relevant ITP shall adhere to specifications stipulated by the Contract document. The
Inspection Test Plans shall be reviewed and approved by Quality Manager / Quality
Engineers / Quality Control Inspectors
5.3.30 Mobilization of QHSSE Manager / QHSSE Advisor
CV of QHSSE Manager / QHSSE Advisor shall be approved by Daleel QHSSE Sr. Manager
or his representative. Approved QHSSE personnel shall be deployed prior to the
commencement of project related activities.
Any replacement of QHSSE Manager/ QHSSE Advisor shall be with the written permission
of Daleel Contract Holder. The CV of replacement (QHSSE Manager/ QHSSE Advisor) shall
be approved by the Field QHSSE Sr. Supervisor. Upon notification of this approval by Field
QHSSE Sr. Supervisor, Contract Holder shall give written permission for the replacement
inclusive of replacement during leave

Quality Manager. Approved Quality personnel shall be deployed prior to the
commencement of project related activities.

5.3.33 Road Safety
All Road Safety requirements shall be met in accordance with DP-QHSSE-GL-07, Road
Safety Management Guidelines and OPAL Road Safety Standards OPAL-STD-HSE -01

requirements as specified in the Standard Purchase Agreement.

All contractors’ and sub-contractors’ vehicles shall be fixed with IVMS. Daleel has the right
to obtain IVMS access at any time for any vehicles operating inside the concession.
Vehicles will be monitored by Daleel QHSSE Department in order to improve the standard
of driving and reduce road traffic accidents and injuries. Diesel vehicles only allowed to
be driven at the site.
The following driving rules will be strictly enforced on Daleel’s concession:

All posted speed limits must be adhered to

Seat belts must be worn at all times by all passengers and drivers.

Headlamps must be switched on high beam during daylight hours when traveling on
Daleel’s concession roads. During evening hours, normal headlight rules apply when
driving.

At camp and at the production facilities on the concession there is a "reverse parking"
system, as all vehicles must be backed into their respective parking slot. Vehicles must
be parked in such a way as to allow them to be driven forwards when leaving the
parking place.
5.3.34 Private Vehicles
Daleel is strictly prohibiting the "Usage of Private Vehicles" within Daleel Concession.
It is the responsibility of every line management and management of each Contractor
working for Daleel projects to provide safe company transportation to their employees
based on the required destination to or from Daleel concession bringing of any private
vehicles to Daleel concession without prior approval will be immediately dealt as a QHSSE
Non-Compliance.
5.3.35 Commuting
All contractors shall make commuting arrangements between interior workplace and
residence so as to avoid MVI in between.

Recognize the risk of employees using private vehicles for commuting between
residence and interior work site locations particularly during hours of darkness. Driver
increased tiredness and poor visibility had resulted to vehicle collisions and rollovers
with serious injuries to persons particularly if made during the night time or early
morning before daylight. All drivers shall be alerted about this through driver’s forum

For employees the contractor shall provide pre-paid ticket for a seat in an approved
public bus transport during shift changes if public transport is available. If public
transport is not available the contractor shall make their own transportation
arrangements so as to drop the employees in the nearest bus stop of their residence

In case of tragic or traumatic personal reason to leave jobsite, Daleel shall organize
transport of a staff to his/her residence and such travel must be properly authorized
and shall be deemed as work related.

All nationals must register their place of residence or any change thereof to site
administration personnel. Provision of commuting service or bus ticket shall be
implemented based on register.
All contractors and their sub-contractors shall comply with OPAL road safety standard.
Failure to comply / violation of the earlier stated in regards with contractors commuting
made during the contractor period may lead to penalty as stipulated in the annex.
5.3.36 Journey Management
Journey Management shall be adhered in accordance with DP-QHSSE-CP-01, Journey
Management Procedure. All contractors and their sub-contractors shall comply with The
Ministry of Transport, Communications and Information Technology Ministerial Decision 802020 regarding driving hours where driving duration is limited to:

9 hours of driving per day (24 hours).

Maximum 10 hours is allowed driving in two days per week.
5.3.37 Waste Management
The Contractor will be responsible for handling the disposal of all waste materials resulting
from activities at their camp and worksite, for the duration of their operations on Daleel’s
concession, in accordance with Omani legislation and Daleel’s policy.
Solid non-hazardous waste materials, including but not limited to domestic garbage,
cardboard boxes, cans, bottles, wood and empty sacks, should be disposed of in an
authorized site concession for recycle or disposal. The Contractor is responsible for
providing suitable means of collecting the waste and for providing a vehicle and
manpower to transport the waste.
All scrap metal should be removed from the camp or worksite by the Contractor, who
should provide equipment and transportation to take the scrap to a disposal site
authorized by the Public Authority. Drums should be rinsed, have the ends cut off and the

bodies flattened by the Contractor prior to delivery to the said disposal site.
Contaminated drum rinse water should be collected for proper handling and/or disposal.
Vehicle tires must NOT be disposed of in Daleel’s landfill. The Contractor should remove
them from the concession to their own premises.
Hazardous waste, including but not limited to, battery acid, chemicals, paint and thinners
must NOT be disposed of in Daleel’s landfill. The Contractor should remove the hazardous
wastes from the concession or put them into leak proof containers and deposit the
hazardous containers in a disposal area authorized by the Environment Authority.
The Contractor should transport waste oil to a treatment facility authorized by the
Environment Authority. Waste oil is not to be disposed of in the landfill.
Both Contractor camp and, where appropriate, worksite sewage should be disposed of
at a treatment facility authorized by the Public Authority. The Contractor is responsible for
providing its camp with a system of sewer lines and a sewage-holding tank. This will also
be required for the worksite if it is manned 24 hours per day.
Contractor will provide, at its cost, a vacuum truck service to transport the sewage from
the holding tank to said sewage treatment facility.
The contractor should keep record of the waste consignment note for all type of waste.
5.3.38 QHSSE Certificate
The Contractor shall not commence the work or services until Daleel has issued the QHSSE
Certificate. The Certificate shall be signed by Key personnel of QHSSE and project
representing Contractors as well as Daleel. The QHSSE Certificate form is available in
Appendix 1.
5.3.39 QHSSE Obligation
The Contractor hereby acknowledges that:

They understand their obligations to themselves, their subcontractors and their
employees and confirm their intention to comply at all times while working on this
contract.

They recognize that Daleel QHSSE Advisor and Contract holder can be responsible
for only advising the nature of, and methods of controlling, hazards specific to Daleel
or work site and that the Contractor shall apply best industry practice to ensure the
safety of all involved at all times.

The Contract Holder has inducted and advised the Contractor of the emergency
procedures, location of emergency equipment, location and use of safety
equipment, basic safety rules, hazards and hazard controls, go and no-go areas and
access and authorization requirements relevant to the service being performed.

The Contractor shall ensure that all their subcontractors and employees are informed
of the same and that no person shall be permitted to work on the contract without
being so informed.

The Contractor has a Health and Safety management system in place, which ensures
their compliance and adheres to all QHSSE requirements in connection with this
contract.

The Contractor agrees to make available for inspection on demand by the QHSSE
Advisor, contract holder or Daleel representative or any documentation related to
Health and Safety in connection with this contract.

Daleel has the right to monitor the Contractor’s activities and carry out a safety audit
from time to time during the progress of the contract.

Daleel has the right to suspend work at the Contractor’s expense where the Contract
Holder is not satisfied that all practicable steps are being taken to ensure the health
and safety of employees and others in connection with the contract.

The Contractor shall immediately report to Daleel’s authorities in accordance with
Daleel’s Incident Reporting and Investigation Procedure of any circumstances which
may cause or indicate a dangerous or hazardous situation and any significant
accident, injury, illness, fatality, spill or other incidents, including, without limitation, any
event which could have resulted in a significant accident, spill, injury, illness or fatality
(for example, near misses).

The contractor shall ensure that all equipment to be used on the service of this
contract shall comply with Daleel specifications.

Before beginning work on the contract, the Contractor shall carry out a systematic
identification of hazards likely to be encountered and shall develop controls for all
those identified as being significant hazards.

5.4.1

5.4.2
Incident Reporting
It shall be ensured that Contractor is reporting all incidents within agreed time frame
inclusive of Near Miss Incidents.
Contractors shall send Incident notification in accordance with Incident Investigation
Procedure, DP-QHSSE-SP-09 within 24 hrs. on occurrence of the incident. In case of failure
of reporting the incident in time NCR shall be issued to Contractor.
Contractor shall submit Accident Investigation Report for all medium potential and high
potential accidents. In case of failure of submitting the report within 7 days NCR shall be
issued to Contractor.
5.4.3
QHSSE Meetings
Daleel shall ensure that all QHSSE Meetings scheduled as per Contractor’s QHSSE Plan are
carried out and findings of the meeting being implemented. The minutes of meeting shall
be submitted to Daleel.
5.4.4
QHSSE Inspection and Audits
Daleel shall ensure that all QHSSE Inspections and Audits scheduled as per Contractor’s
QHSSE Plan are carried out and corrective actions are implemented.
Daleel shall conduct QHSSE Audits on:

Roadworthiness Assurance Standards of Vehicles and Equipment

QHSSE Standards of Camp/ Accommodation

5.4.5
QHSSE Plan Compliance
Daleel shall review the compliance of Contractor QHSE Plan and suggest amendments
for improvement of the QHSSE MS.
5.4.6
Emergency Preparedness
Emergency Preparedness shall be tested by conducting various emergency drills as
indicated in contractor QHSE Plan
5.4.7
Monthly Report
The Contractor shall provide Daleel with a monthly QHSE performance report for all Work
undertaken in connection with this Contract. The monthly cut off for each report shall be
the close of business Day up to and including the final Day of each Month.
The Contractor’s QHSE performance report shall include Incident Frequency Rate
calculated based on the following formula:

5.5
DEMOBILIZATION/ RESTORATION
1.1.1
Contractor camp site
This is applicable only if location for a temporary construction camp has been provided
by Daleel. If the location is provided by Daleel, Daleel shall inspect the site and ensure
that the site is clear of all Contractor Assets and satisfactory restoration has been attained.
1.1.2
Contractors Industrial Yard Site
This is applicable only if location for Industrial yard is within Daleel concession area. The
site shall be inspected to ensure that the site is clear of all Contractor Assets and
satisfactory restoration has been attained.

QHSSE requirements, then Daleel shall issue Contractors with a QHSSE default notice
retrospectively.
5.6.3
An QHSSE Default notice
Is a written notification issued by Daleel detailing specific aspects of the service that do
not comply with either the latest approved Contract QHSSE Management plan or other
Contract QHSSE requirements (DP-QHSSE-CP-02.4, QHSSE Default Notice)
5.6.4
Penalties
Penalties for QHSSE Non Compliance committed by Contractors will be applied in the
event that the Contractor has not remedied the default as per the notice of default

5.6.5
If, as a result of Daleel–led investigation, it is discovered that there has been a nonconformance related to QHSSE reporting of recordable cases, this will attract a specific
penalty as specified in Para 5.6.3. and 5.6.4. Such default will be held against the
Contractors and NOT against Contractors employees.
5.6.6
Repeated failure by Contractors to comply with Contract QHSSE requirements may result
in the removal from Site of the relevant Contractors’ Supervisory and/or Managerial
Personnel.
5.6.7
For each QHSSE default notification the following shall apply:
a. Where a QHSSE default notice contains several incidences of default, each incident
shall be considered as a separate QHSSE default notice.
b. Where the repeated incidences of QHSSE default occur throughout the duration of
the Contract then the following remedies are available to Daleel :
