ASME PCC-1 -Guidelines for Pressure Boundary Bolted Flange Joint Assembly. 3.0 RESPONSIBILITIES: 3.1. The Material Controller and QC Piping inspector shall check bolts and gaskets arriving at store/ warehouse for damages and quantities against delivered documents. 3.2 The Piping Construction Supervisor shall check all bolts and gaskets for correct code, type, size and rating. He shall check that mill coating on the flange are removed, the gasket sealing areas have no defects and the grease, oil and oxides are wiped off prior to installation. 3.3 The Piping QC Inspector shall check and verify the correct bolts and gasket type, rating, dimension and compatibility with the flange face is installed. Ensuring all inspections and requirements are carried out in accordance with project drawing specification; he shall signify his acceptance with appropriate marking on the flange. Document no. GENERAL 4.1 Mechanical joints criticality assessment for the facility shall be conducted to identify critical flanges. 4.2 A bolt up procedure shall be developed for each flange assembly and shall be approved by Saudi Aramco. 4.3 The flange joint assemblers shall be qualified by independent accreditation organization. There are several agencies and individual companies that can provide training approved by Engineering Construction Industry Training Board (ECITB) or American Petroleum Institute (API) or City & GUILDS. record shall be maintained to demonstrate the technician’s competency. 4.4 5.0 Flange shielding shall be installed/reinstalled as required. REQUIREMENTS 5.1 Gasket The gasket rating and dimension for piping system shall be verified as required by ASME B16.20 and ASME B16.21. For other gaskets that are not within the scope of ASME, the rating and the dimensions shall be according to the manufacturer’s specification. The gasket type and application for piping system shall be verified as required base on the line class for the piping system. Gasket shall not be damaged or distorted and free of all foreign particles. The gaskets shall not have any defects. Gaskets with defects shall be replaced. The gaskets shall be marked to identify rating and size and other principal characteristics. Gaskets with no marking shall not be installed. Document no. No. NP-MS-0002 Contract # 6600041786 PROJECT: UPGRADE WATER HANDLING SYSTEM HAWIYAH GOSP-3 BI–10–01801 Page 5 of 11 Revision 0 The seal rings for the clamp connectors shall be provided from the clamp connector manufactures. 5.2 Bolts Bolts, nuts and washers shall be visually checked for proper size, grade, and dimension and for any physical damage such as corrosion, rust and burrs. Also, the suitability of the stud bolts and nuts material for the service temperature and the compatibility with the flange material shall be checked. The bolts/nuts combinations for which the nuts will not turn freely by hand shall be verified. Bolts and nuts shall be replaced when reassembling existing flanges. Any abuse bolts and nuts shall be replaced even after the flange assembly. Reconditioned nuts are not acceptable. The nuts shall have full thread engagement after the flange assembly. 5.3 Gasket Contact Surface The gasket contact surface shall be examined for compliance with the recommended surface finish and for damage to surface finish such as scratches, nicks, gouges and burrs. When reassembling flange joint, all indications of the previous gasket installation shall be removed. Surface finish of the gasket contact shall be according to Appendix A. Lubricant shall not be used in the gasket and the gasket seating area. Document no. Lubricants of proven coefficient of friction shall be chemically compatible with the bolt/nuts/washer materials. Friction factors for some common lubricant are addressed in Appendix B, Table B-1. The nuts shall be turned freely by hand before applying the lubricant. 5.5 Alignment of Mechanical Joints The joint should be aligned without any external forces. Appendix C shall be followed. For clamp connector, the hubs shall be aligned to allow engagement of the seal ring lips to hub sealing surfaces. Clamp connector installation guideline line is addressed in Appendix D. 5.6 Equipment and Tools Hammering/flogging is not permitted during bolts losing or tightening. Tightening tools shall be checked for adequacy, performance and calibration. The tools accuracy should not exceed ±5%. Impact wrench shall not be used. Manual torque wrenches shall not be used for 1” bolts size and larger. All manual torque wrenches shall have calibrated torque measurement. Document no. Gasket should be placed on the wooden sleepers or suitable supports and shall be protected from dust, rain, direct sunlight and heat. b) Spiral wound gaskets with sizes 24” and above are stored on flat position and shall not be not be hanging or stored vertically to prevent distortion. c) Permanent gaskets and temporary gaskets shall be stored separately. d) Upon receipt of inspection, accepted gaskets shall be identified and stored in their respective places. 6.1.3 Gasket Installation a) All gaskets shall be issued in accordance with Material Take-Offs, drawing and specification. b) Check and verify the gasket for correct colour code, type, size and rating. c) Prior to installation, Piping QC Inspector shall inspect flange faces, particularly the seated area, for cleanliness and ensure that no damage exists. d) Gasket shall be installed while flanges are aligned in order to ensure that no damage occurs to gasket during subsequent tightening operations. Except where PWHT of adjacent weld joints are still outstanding and where associated piping components will be removed during pressure test. g) Only qualified personnel shall be allowed to install permanent gaskets. h) Damaged and used gaskets shall be identified and broken to half to avoid re-use. 6.1.4 Verification a) All flanges that are witnessed for correct gasket installation shall be sign marked and the use of bolting material in accordance to the relevant piping class. b) Installation of gasket report to be signed off by inspectors. c) Replacement of temporary gaskets shall be witnessed by inspectors. 6.2 Bolt Tightening 6.2.1 Bolt Tightening Sequence a) Bolts, nuts and washers shall be visually checked for proper size, grade and dimension conformance to specification, cleanliness and absence of burrs. Also check suitability of the stud bolts and nuts material for the service temperature and the compatibility with the flange material. Any bolt, nut and washer which are not suitable for use shall be returned to store. b) Bolts, nuts and washers shall be segregated according to their material class. They should be issued as mixed. c) Each bolt shall then be numbered in accordance with its position on the flange in accordance with Stud Bolt Tightening Sequence. Document no. The final torque values shall be within +/- 5% of required torque. 6.2.2 Action when Leaks occur during Pressure testing. a) Depressurize the system and re-torque the studs to maximum values. b) If the leak had not been stopped by the re-torqueing operation, then disassemble the flange and carry out the following. 1. Inspect bolts and nuts for damage and dirt. 2. Inspect flange faces for damage or misalignment. 3. Inspect gasket for damage or defect. c) After the defected or damaged items have been replaced, reassemble the flange using new gaskets and tighten the bolts using maximum torque values. 6.2.3 Stud Bolt Tightening Procedure a) Align flanges and gaskets. b) Apply lubricant to stud threads over length and nut engagement and face of nut which contacts with flange c) Install al stud and nut hand tight, position the nut at the end of the stud such that only crown of the stud project beyond the face of the nut. The excess length should project the nut on the other sides. d) Number each stud according to its position in the flange as shown in the attached figures. e) Tighten the stud as per the sequences shown in the figure SAP-351-01 with an appropriate tool. f) For joints containing R.T.J or spiral wound gasket, repeat step “e”. The final torque values shall be within +/- 5% of required torque. 6.2.4 Torque Values a) Torque values vary according to flange rating, bolt size, type of gasket and friction factor of the thread lubricant. b) The torque values are specified in Appendix-B, C and F (Torque Value) in accordance with SAES-L-350(Construction of plant piping) and SAEP-351 (Bolted Flange Joint Assembly). c) Appendix-F (Torque Value) applies to isolating gasket, based on a friction factor 0.125 in accordance with SAES-L-350(Construction of plant piping) and SAEP351 (Bolted Flange Joint Assembly). 6.2.5 Torqueing Tools a) Selection of the proper tools depends on the stud bolt size, physical location of the flange joint. b) Tools instruction shall be followed for the operation, limitation and maintenance of all torque wrenches used to perform flange bolt tightening. c) Torque wrenches utilized for the project shall be calibrated per Sch Q requirements.” Document no. The below guidelines may only be used in the absence of such recommendations. D.1 Use non-abrasive material to clean all lubricants and foreign matter from the hub sealing surfaces before installation. D.2 Polish the hub sealing surfaces using fine steel wool to remove scale, rust, burrs or surface scratches from the hub sealing surfaces. In case of presence of severe corrosion, deep scratches, or crack in the sealing surfaces, use new hubs. Lapping of hub sealing surfaces can only be done by the manufacturer. D.3 Use light film lubricants on the seal rings if they are uncoated or re-used. Ensure that lubricants are free from solids or foreign materials. Note: Seal rings may be used if they are free from damage, severe corrosion, or cracks. In case of any doubt, use new seal rings. New seal rings normally have coating (PTFE, MoS2 with graphite) which acts as a lubricant. D.4 Align the hubs so that the seal ring can be installed. In case of misalignment, contact the manufacturer for maximum allowable values. D.5 Install the seal ring in the sealing surface of the hubs. The seal ring should rock slightly; i.e., the seal ring rib should not be able to fully contact the hub face (Free Position, Figure D-1). If it does not rock, use a new seal ring. Figure D-1 – Seal Ring FREE POSITION before Tightening D.6 Apply lubricant to the hub clamp contact area, clamp ears, stud bolts and spherical faces of the nut. This is to reduce friction and required torque during assembly. D.7 Position the clamps around the hubs. D.8 Insert the bolts in the bolt holes of the clamp ears. The order of bolt tightening shall be in criss-cross pattern (i.e., bolt #1, #3, #2, #4) while keeping the spacing between the clamp halves approximately equal. D.10 Torque the bolts to the recommended torque value. Then, the clamp should be with a soft hammer (jarred) and re-tightened. This procedure should be repeated until bolt torques does not change after jarring. D.11 Check that hub faces are in full contact with the seal ring rib after assembly (Make-Up Position, Figure D-2).
