the KUSUM Yojna Component A. This document aims to help prospective applicants understand the
requirements, documentation, and steps involved in setting up a solar power plant.
The Madhya Pradesh Urja Vikas Nigam Ltd. facilitates the implementation of the scheme. Interested
applicants are encouraged to follow the necessary procedures to ensure a successful project.
Application Requirements
Eligible applicants—such as farmers, water user associations, cooperatives, panchayats, and other
relevant entities—are required to apply online through the Google Form link available at MP Urja Vikas
Nigam Website. You can also access the Google Form directly through the following link:

When submitting an online application, the following information and documents are required to be
uploaded:
1. Land Ownership Documents (Bhoomi Adhikar Pustika and Khasra)
2. Land Registration Papers
3. Aadhaar Card
4. PAN Card
5. Proof of Online Payment for Application Fee
6. Net Worth Document (if applicable), attested by a Chartered Accountant
Application Fee
The application fee for applying is ₹5000 plus 18% GST, which totals ₹5900 per megawatt. Applicants
must deposit the fee to the account of Madhya Pradesh Urja Vikas Nigam Ltd. using NEFT/RTGS. The bank

DPR (Detailed Project Report) Guidelines
A Detailed Project Report (DPR) must be prepared for the solar power plant and must meet the following

Details of high tension (HT) and vacuum circuit breaker (VCB) panels.
8. LT Breakers
Specifications of low-tension breakers.

Details on alternating current (AC) and direct current (DC) cable requirements.
10. Data Monitoring of Power Plants
Description of the data monitoring system for the solar power plant.

22. Bankable / CA Attested Documents
The entire DPR must be attested by a Chartered Accountant, ensuring the completeness and
reliability of the report. Additionally, any bills presented will need to be attested by the CA as well.
Chartered Accountant (CA) Attestation Requirements
1. Financial Projections
All financial projections must be prepared and verified by the Chartered Accountant.
2. Credit Monitoring Arrangement (CMA) Report
The CMA report, essential for securing financial backing, must also be attested by the CA.
3. Detailed Project Report (DPR)
The entire DPR, including technical, financial, and operational details, must be attested by a
Chartered Accountant.
4. Bill Attestation
All bills presented for the project, including procurement of equipment, labor charges, etc., must
be certified by the CA.
Bankable Formats
The DPR must be prepared in a format that is bankable, meaning it should contain all relevant details that
would allow financial institutions to assess the viability of the project. Chartered Accountant-attested
documents are required to validate the financial details of the project.
