LOGISTICS • • • • • Site Logistics as per DEC Logistics Plan (See below) Preliminary access to the work locations for the Domestic Cleaning & Soft-Strip Demolition activities is from ground level / mezzanine foyer level of each of the Buildings via the Buildings internal working Elevators / Lifts. Primary access will be by using the Exterior Building Hoists Alternative access to lower Buildings floor levels is via the Buildings Emergency Stairwells In addition to the above skip locations DEC will allocate a designated stockpiling area as indicated on the drawing below where debris can be temporarily stockpiled to be loaded into 35m 3 tipper trailers using a wheeled loader and or excavator as it is being generated. Waste Skips = 9.0 PROCEDURE, STEP BY STEP SEQUENCE OF WORK Safety Precautions: The following safety measures are to be taken for the demolition works. 1) All permits required by DEC, Consultant, etc. must be identified and will be in place. 2) Warning notices sign boards must be displayed if there are any obstructions to access points 3) All associated risks to be reviewed and risk assessments to be briefed to the staff and operatives involved and recorded by a signed risk assessment briefing sheet. All related personnel will be in possession these items prior to commencing their works. The Protective & Safety Equipment must be according the specification and requirements in the contract. • Safety Helmets; • Safety shoes (or boots); • High visibility vests; • Work gloves; • Safety glasses; • Ear Plugs. • Full body safety harness for working at height (where required) 5) DEC will have full time experienced supervisors on site for the duration of the works. 6) All demolition works will be carried out in a safe manner ensuring there is no damages to adjacent properties. 7) DEC will ensure that all the personnel involved in carrying out the works will: • be experienced in construction working environment; • be given a safety induction prior to starting the site activities; • operate the equipment safely; • have safe access and egress on all levels, to and from the property. • have experience in concrete cutting & breaking works. • have experience in using concrete cutting and breaking associated equipment. 8) As part of Diamond edge cutting goal of “Target Zero” the company has committed itself to providing all its staff and operatives with the correct health and safety training as well as specialist training through approved external providers. 9) The Project Supervisors must ensure that those persons assigned specific works or tasks are competent to carry out the task. If there is a concern, the matter shall be referred to Senior Management so that training may be arranged for the staff that would be involved. Initial Procedure. 1) All relevant inspections / instructions to be obtained prior to works commencing a) Approved NOC’s, permits to work. b) Approved method statement & risk assessments 2) DEC to check and ensure that all services if any are properly disconnected or protected in the proposed working area prior to any Soft-Strip Demolition works. 3) DEC will ensure that the work area is vacant prior to commencing works and only authorised personnel will be allowed in work area while works are underway. 4) Barriers/ Exclusion Zones, Warning signs will be erected to prevent unauthorized personnel entering the work areas. 5) Mobilize all necessary equipment required to carry out the works. 6) Method statement and risk assessment to be discussed with site supervisors and workers. 7) Method statement and risk assessment briefing records to be maintained by MSRA briefing sheet which will be signed by all taking part in the MSRA briefing. 8) DSTI to be conducted at the start of every shift and commencement of each new task by supervisors. 9) All personnel on site will be fully aware of evacuation plan by Induction and TBT. 10) Sequence of activities will be planned including impact on access. 11) A toolbox talk will be carried out by the HSE Officer with all workers to outline and discuss the works on a weekly basis or more frequently if deemed necessary. 12) Supervisors to be aware of all emergency numbers provided by DEC. 13) Full supervision during the entire activity. DOC/DEC/MS-01/April-2025 Client: Department of Municipalities and Transport Contractor: Diamond Edge Cutting LLC Work to be Performed: Domestic Cleaning & Soft-Strip Demolition Buildings 1-7 Page 9 of 22 Domestic Cleaning Activities: 1) Upon receiving full possession of the buildings, DEC will carry out a visual inspection/survey of each building, to establish their current condition. Each unit within the buildings will be inspected to ensure that the unit has been left clean, and all items removed by the previous tenant. Where units are found to still contain waste, personal belongings, or loose furnishings DEC will remove and dispose of the material, to allow clear access for the soft strip demolition team that will follow. 2) Once the buildings have been inspected, and the units which require cleaning identified, DEC will mobilise a team to commence cleaning. 3) Operatives will wear correct task specific PPE including safety shoes, gloves, disposable coveralls, and P3 masks. 4) Loose, small items of rubbish will be bagged into heavy duty black refuse sacks, which will be thrown down the buildings refuse chutes. 5) Bulky items such as curtains, carpets, items of furniture will be broken down in size as much as possible, and placed into FIBC bulk bags, which will be taken down to the ground floor using the buildings lifts. 6) Larger items as furniture such as bedframes etc, will be cut up using reciprocating saws to a size that will fit into the building’s lifts. 7) Once the bulky items have been removed from the building, the floors will be swept clean, and the operatives will move on to the next unit which has been identified as requiring cleaning. 8) Once the material has reached the ground floor, it will be removed from the building, taken outside and loaded into skips as per the projects logistic plan. 9) DEC supervisor must coordinate removal of waste from the ground floor garbage room, and cleaning teams above to ensure waste cannot be dropped on the team working below. Soft-Strip and Demolition Activities: 1) Clearance or NOC to be obtained from concerned parties and all concerned authorities as applicable such as DEC, Consultant, etc. prior to start. DEC to coordinate with the relevant entities and clearance is to be obtained prior to commencing works. 2) Obtain a demolition PTW from DEC HSE team on a daily basis. 3) All MEP services in the demolition areas will have been isolated, capped off by DEC prior to demolition works commencing. 4) All items being handed back to the client such as Water Meters, Gas Meters and Electrical Meters etc. will have been removed from the demolition areas and handed back to the Regulatory Authority by DEC prior to demolition works commencing. 5) Limit of demolition to be clearly identified and clearly marked prior to works commencing. 6) While demolition is being carried out by DEC only authorised personnel directly involved in the works will be allowed in the work area. Gypsum Ceilings & Grid Ceilings: 1) All services both electrical and mechanical need to be isolated and or removed by DEC prior to works commencing. 2) Where access allows all ceilings, removal will be carried out from Mobile Aluminium Scaffolding Tower and Platforms. 3) DEC will locate and break the gypsum around any sprinkler heads to isolate them from the gypsum being removed. DOC/DEC/MS-01/April-2025 Client: Department of Municipalities and Transport Contractor: Diamond Edge Cutting LLC Work to be Performed: Domestic Cleaning & Soft-Strip Demolition Buildings 1-7 Page 10 of 22 4) Initially a section of the work area individual rooms on the Tower Floor will be barricaded off to prevent unauthorised access into the work location and only those directly involved in the removal of the ceilings will be allowed into the area. 5) Starting at a predetermined location DEC will then start removing the gypsum from the ceiling and bulkheads using pinch bars and hand tools. 6) When the gypsum has been removed within the barricaded area, another area will be barricaded and removal of the gypsum will commence in this area while a cleaning crew will follow behind clearing the gypsum debris from the initial area. 7) The debris will be stacked neatly in a controlled manner for Disposal by utilizing the Tower Lifts and or the External installed Hoists. 8) The resulting gypsum debris will be removed from the building for disposal using wheeled plastic debris bins or Trollys. 9) Grid ceilings will be demolished by initially removing the ceiling tiles one by one and placing them in the wheeled bin for removal off site as before by the Lifts of Hoists. 10) When the gypsum has been removed and the area cleared of gypsum debris work will begin on removing the ceiling tracks and grids using cutting snips. 11) Barriers will be erected to isolate the areas as before and this material will be bundled up and placed in Trollys or wheeled bins for removal off site for recycling. See below for illustration purposes. 12) As the ceiling tracks and grids are being removed any hanging wires etc. from light fittings and the like will be coiled up and tied up into the ceiling void. 13) Where possible the ceiling hangers will be cut off flush with the soffit of the slab above. However, if the ceiling void is congested with MEP services such as ducting, cable trays etc. it may be necessary to remove the hangers in conjunction with the MEP strip out at the same time. 14) All removed materials will be segregated and brought to the Ground Floor for disposal into the Segregation Skips as shown in the logistics sketch above. DOC/DEC/MS-01/April-2025 Client: Department of Municipalities and Transport Contractor: Diamond Edge Cutting LLC Work to be Performed: Domestic Cleaning & Soft-Strip Demolition Buildings 1-7 Page 11 of 22 Soft-Strip: (Gypsum Partitions) 1) As before DEC will ensure that all MEP services to these walls and partitions are isolated and capped off outside the area, leaving no live services within the demolition zone. 2) Partitions, whether gypsum or timber will be demolished from the top down. 3) Initially the gypsum slabs will be stripped off the studwork using pinch bars to pull the gypsum boards off the GI or timber studwork. 4) GI / metal studs will be removed using pinch bars and cutting snips. 5) The lengths of GI studwork will be bundled together and put into wheeled Trolly or Bins for removal from the work area as previously described. 6) All resulting debris and materials will be collected as work progresses and segregated for recycling or disposal. Soft-Strip: (Wall Cladding, Column Cladding & HVAC) 7) The methodology for removing column and wall cladding will vary depending on the makeup of the cladding. 8) In some instances, gypsum cladding is built out from the columns and walls using GI studwork. In these instances, the gypsum/timber cladding will be prised off the supporting studwork using nail bars or similar exposing the studwork. 9) The studwork will be removed by unscrewing it using battery powered screwdrivers and or cut it into pieces using angle grinders. 10) When using angle grinders all hot work controls will be put in place, fire extinguishers, fire blankets, water, the area cleared of combustible material, a 3rd party trained fire watch appointed and a hot work permit applied for. Only when a hot work permit is in place will hot works commence. 11) Using screw guns and nail bars any packers, supports, metal stud etc. will be stripped off the columns / walls leaving them bare to receive new finishes. 12) Where access allows a Robotic Demolition Machine (RDM) fitted with a grapple will be mobilised into the work area. 13) The grapple will grab the cladding and break it up in a controlled manner. 14) The grapple will segregate the demolished material as best as possible and place it behind itself for further segregation and removal off site as before by the Operatives working on the floor level. 15) In some instances, the gypsum cladding is spot fixed directly onto the column or wall. 16) Where the cladding is fixed directly to the columns / walls electrical demolition hammers will be used to break the edges of the cladding to expose the face of the column / wall. 17) Then using a combination of breaking hammers fitted with spade ends, pinch bars and other hand tools DEC will proceed to strip the cladding from the walls. DOC/DEC/MS-01/April-2025 Client: Department of Municipalities and Transport Contractor: Diamond Edge Cutting LLC Work to be Performed: Domestic Cleaning & Soft-Strip Demolition Buildings 1-7 Page 12 of 22 18) The RDM & Grabble will also remove in a controlled manner the Apartment above ceiling Package AC Ducting and units. 19) The RDM Operator will secure and squeeze the Section being removed and pull until released and lowered unto the Floor level. 20) It will separate where needed to manageable size sections for removal off the floor level by the Operatives. 21) All resulting debris and materials will be collected as work progresses and segregated into recyclable and non-recyclable material. 22) This material will be removed from the work area as before. Soft-Strip: (Non-Structural Block Walls) 23) The majority of the Internal Tower Apartments block wall demolition will be carried out using RDM fitted with breaking hammers and pulveriser attachments. 24) However, as access may not always allow some areas of block walls at high level it may be necessary to carry out some of the block wall demolition manually. 25) The limit of the block work demolition will be clearly marked on the block work by DEC Site Supervisors. 26) Operatives will then commence demolishing the blockwork from around the non accessible area using hand-held electric demolition hammers to break the blockwork into debris. 27) When the manual demolition has been completed in an area work will commence on demolishing the remainder of the blockwork in that area using a Robotic Demolition Machine (RDM) fitted with a hydraulic breaking hammer. 28) The demolition area will be cleared of all personnel except the machine operator and flagman. 29) With the 3rd party certified machine operator and flagman standing a safe distance back from the wall the robotic demolition machine will be remotely tracked into position and commence breaking the wall over and back the length of the wall from the top down. 30) The blockwork will be broken into small sections capable of being manhandled if required. 31) As the debris accumulates breaking will stop and debris removal will commence by removing the rubble from the building as previously described. 32) The blockwork debris will be sprayed with water to dampen down the area and control the dust. 33) As blockwork demolition progresses reinforced concrete beams and stiffeners will be exposed. DOC/DEC/MS-01/April-2025 Client: Department of Municipalities and Transport Contractor: Diamond Edge Cutting LLC Work to be Performed: Domestic Cleaning & Soft-Strip Demolition Buildings 1-7 Page 13 of 22 34) The blockwork will be demolished down to the top of the stiffener beam and the beam will then be broken into debris thus exposing the reinforcing steel in the beam. 35) The stiffener columns will be demolished from the top down in conjunction with the blockwork demolition. 36) As the reinforcing steel is being exposed it will be necessary to cut away the steel using either oxy/gas cutting equipment and or angle grinders. 37) All hot work controls will be put in place, fire blankets, water hose, fire extinguishers, a fire watcher appointed and a hot work permit applied for. 38) Only when the hot work permit is in place will cutting away the reinforcing steel commence. 39) Operatives using gas cutting equipment will have 3rd party certification. Fire watchers and Operatives using angle grinders will have 3rd party training and certification. Angle grinders will be 110V and PAT tested. 40) The area will be wetted down and the reinforcing steel cut out either using oxy/gas cutting equipment or angle grinders. Fire blankets will be used to control the sparks from the cutting process. 41) As the reinforcing steel is recyclable it will be segregated from the concrete debris and removed off site separately. 42) The reinforcing steel will be cut flush with the concrete surface it is protruding from. 43) Works will continue in this manner until the complete wall has been demolished. 44) Trimming at floor level and at intersecting walls will be carried out using 110V electric demolition hammers. Soft-Strip: (Floor Finishes & Screed) 45) Large areas of floor screed will be broken up using robotic demolition machines fitted with hydraulic breaking hammers where access allows. 46) When using robotic demolition machines, the floor finish and screed will be broken out together by experienced operators taking great care not to damage the structural slab under. See below for illustration purposes. 47) Breaking floor finishes and screed adjacent to sensitive areas such as up against border tiles and tile finishes being retained and in corners etc. will be carried out manually using handheld electrical breaking hammers. See above for illustration purposes. DOC/DEC/MS-01/April-2025 Client: Department of Municipalities and Transport Contractor: Diamond Edge Cutting LLC Work to be Performed: Domestic Cleaning & Soft-Strip Demolition Buildings 1-7 Page 14 of 22 48) In some areas where there is no defined joint line between the border tile and the floor tiles and screed being removed because the border tiles are sitting on top of the floor tiles, then the main contractor and or it’s agent will have to saw cut a defined joint line through the floor tile. 49) Where it is not possible to use an RDM or where only small areas of existing stone tiles, ceramic tiles etc. are being removed they will be demolished using hand held electric demolition hammers fitted with wide chisels. 50) Initially some of the tiles will be shattered and broken using handheld electric demolition hammers to expose the edges of the tiles. 51) Then using the demolition hammers DEC operatives will drive the chisels under the tiles and pop up the tiles for removal. 52) Operatives will then break up the screed bed under if required to expose the structural slab below. 53) As the screed is being broken the resulting debris will be gathered up using and placed directly in Wheeled-Bins for removal from the work area for disposal as outlined before. Soft-Strip: (Doors & Frames) 54) Initially the door will be opened out approximately 90 degrees and the hinges exposed. 55) Wedges or similar will be driven in under the door to support the weight of the door when it is unscrewed. 56) With an operative holding the door another operative will unscrew the door hinges from the frame using a battery powered screw drill. 57) When the door is unscrewed from its frame the two operatives will lift the door onto a trolley or similar. 58) With one operator holding the vertical door frame the 2nd operator will remove all the fixings attaching it to the wall. 59) With the fixings removed the 2nd operator working from the bottom of the frame will prise it off the door jamb using a pinch bar or similar while it is still being held by the first operative. 60) The length of frame will be placed on the trolley with the door and the second vertical frame removed in a similar manner 61) Working from an aluminium scaffolding podium, one operative will hold the horizontal section while the 2nd operative unscrews and prises it out of the jamb as before, while the 1st places it in the trolley 62) The work area will be swept and left in a tidy manner and all tools moved to the next door and door frame to be removed. 63) The resulting materials will be removed from the site for recycling. 64) Where doors and frames are part of a wall or partition being demolished, they will be removed / demolished in conjunction with demolishing the wall or partition. Soft-Strip: (Kitchens & Bathrooms, etc.) 1) Prior to any works being carried out in the Kitchens, Bathrooms, toilets and the like DEC will ensure that all MEP services to the Kitchens & Bathrooms are isolated and capped off, leaving no live services within the demolition zone. 2) DEC will arrange temporary power and lighting in the work area 3) All fittings such as, Counter-Top Sinks, WC’s, bidets, wash basins etc., being removed will be isolated and capped off prior to demolition commencing in the work areas. 4) Counter-tops, Sink units, Kitchen Wall Cabinets and the like will be split up by driving nail bars into the joints of the units and prising the various elements apart until it resembles flat pack. 5) The resulting debris will be collected as work progresses for removal and disposal as before. 6) Dismountable partitions will be taken apart by using a screw drill to unscrew the existing fittings and then separating the panels. Soft-Strip: (Glass Partitions) 8) An exclusion zone will be established and while glass is being demolished and only DEC personnel directly involved in the glass demolition will be allowed into the immediate work area. 9) Glass partitions will be demolished prior to floor finishes and screed removal. 10) Where possible and where access allows a robotic demolition machine will be moved into the area and with the operator located a safe distance back from the machine but in a position where he has a clear line of sight of the machine and the glass, the operator will use the chisel on the hammer arm to tap the glass which will in turn shatter and fall to the floor. 11) Where it is not possible to shatter the glass using an RDM, a scaffolding tower will be erected in front of the glass partition. 12) An operative wearing full face shield, tear resistant coveralls and gloves will position himself as high as possible above the partition and with a long-handled hammer will tap the glass partition causing it to shatter and fall to the floor. 13) The shattered glass will be swept up and shovelled into the Battery Powered Wheelbarrows or into wheeled bins for disposal as before. Note: Once the complete Floor has been soft-stripped and cleared back to Sheel & Core it will be secured off from the DEC Workforce in readiness for the Back-Propping Teams installation of Support Props in preparation for the Main Structural Demolition process. General 1) Good housekeeping will be maintained at all times. 2) Good cable management will be maintained at all times. 3) Warning and safety signage to be in place and proper barricading to be in place for the duration of the works. 4) Working area will be strictly prohibited to anyone other than authorized personnel. 5) All plant and equipment will immediately be moved off site on completion of the Concrete Removal works. 6) DEC will always have full time experienced competent supervisors on site during of the works. 7) DEC’s Safety Advisor will inspect the site and work practices making recommendations and observations which must be implemented by the site supervisors 10.0 TOOLS AND EQUIPMENT REQUIRED The following equipment / tools will be deployed on site to carry out the activity. Monitor recording of such training h) Suggest methods and aids to promote awareness of injury prevention and damage control 12.3.3 Site Supervisor/ Foreman Reporting to the Project Manager/Construction Manager, Main responsibilities are to: a) Organise site so that work is carried out to the required standard with minimum risk to men, equipment and materials b) Know the requirements of the Project H&S Plan and Regulations and other relevant legislation and how it applies to the project. c) Ensure that all plant sent to site is safe and fully efficient, is guarded and equipped with safety devices and is tested in accordance with the Project Health and Safety Plan and that evidence of all certification is held on site. d) Make certain that all plant operators and maintenance personnel are only employed for that which they have been thoroughly trained. e) Daily task briefing must be given to all work team about the hazards, the risks associated with the tasks and their corresponding control measures prior to start of work. f) Operatives must be briefed on about the emergency response procedures associated with the tasks. As part of Diamond edge cutting goal of “Target Zero” the company has committed itself to providing all of its staff and operatives with the correct health and safety training as well as specialist training through approved external providers. The Project Supervisors must ensure that those persons assigned specific works or tasks are competent to carry out the task. If there is a concern, the matter shall be referred to Senior Management so that training may be arranged for the staff that would be involved. Matrix A range of training courses are identified on the Diamond Edge training matrix. All training requests are to be routed through the DEC HSE Department. Task specific PPE will be issued as required 14.6 Noise Pollution Monitoring All core drilling activities create noise. The entire area will be defined as a noisy area and the wearing of hearing protection will be compulsory. Signage to be displayed to warn of high noise area. Noise levels shall be in accordance with OSHAD rules and regulations 14.7 Dust Pollution source and mitigation procedure Demolition activities create dust. The work area and debris will be wetted down to control the dust being produced. Signage to be displayed to warn of dusty area.
