Public Infrastructure
▪ Public Infrastructure include:
Streets & Other transportation systems - Circulation
➢ Utility networks (sanitary, sewerage, potable water)
➢

▪ SA road classifications differs between provinces a bit, although there are
national classifications, each province/metro historically had a few differences
▪ I have tried to align these classifications better with the national classifications as
far as possible although it is important to note that you have to be careful with
the classifications as some of the terms have to do with who pays and maintains
them and not the type of roads they are
Circulation - Roads
▪ To map and analyze connectivity you must do the following:
▪ Categorise the road types – and discuss the consequences/planning implications
▪ Identify what the RSDF says for the different roads
▪ Map and discuss the available public transport:
▪ Bus routes and bus stops
▪ BRT (Bus Rapid Transport) routes and stops
▪ Gautrain routes and stops
▪ Gautrain bus routes and stops
▪ Taxi routes and stops (if info is available or there are visible taxi ranks)
▪ Map and discuss future public transport plans
▪ Desire lines created by pedestrians
▪ Sidewalk assessment (are there sidewalks, types, maintenance?)

Circulation Road Master Plan - Roads
▪ Primary Distributers (Vehicle-only links)
➢ Long-distance traffic
➢ Inter-city & intra-city movement
➢ > 60 km/hr
➢ Full restriction of frontage access
➢ These are usually maintained by Provincial Governments although they might have a national
function.
➢ If you look at the City of Tshwane Road Master Plan you will see that there are two roads
under this classification:
U1 Class 1 Primary Metropolitan Distributor
➢ U2 Class 2 Metropolitan Distributer

▪ District Distributors (Vehicle-only links)
Greater portion of longer distance intra-city or inter-district traffic movements
➢ Links main business, industrial & residential districts of the urban settlement
➢ Full restriction of frontage access (generally – depends on development and history)
➢ Relatively fast moving traffic & comparatively high proportion of heavy commercial traffic
➢ Limited public transport services
➢ If you look at the City of Tshwane Road Master Plan you will see that there are two roads
under this classification:

U3/A Class 3/A District distributer
➢ U3 Class3 District Distributer

▪ Collector Routes (Multi-functional Routes - mixed-mode links)
Diverse range of uses
➢ Balance between access and local traffic mobility
➢ Higher-order mixed mode links = accommodates shorter distance distribution & stopping of
relatively large volumes of mixed traffic (‘activity’ or ‘main’ streets)
➢ Middle-order mixed mode links = collect traffic onto vehicle-only or higher-order mixed mode
links
➢ Lower-order mixed mode links provide access to individual properties

▪ Regional Spatial Development Framework plans for the roads
▪ You must discuss it somewhere if there are specific types of plans for roads, e.g. a planned
activity street
▪ If you discussed it with your overall discussion of the RSDF then you should at least refer back
to it when you get to your connectivity section
▪ The RSDF give general guidance in terms of land uses along the road, function and design of
the road/property interface

Circulation – Public Transport
▪ Map and discuss the available public transport:
▪ Bus routes and bus stops
▪ BRT (Bus Rapid Transport) routes and stops
▪ Gautrain routes and stops
▪ Gautrain bus routes and stops
▪ Taxi routes and stops (if info is available or there are visible taxi ranks)
▪ Here you basically need to research the different types of public transport available around your site. There
is not one place to get al the info
▪ You can find the Bus routes on the City of Tshwane Website. The bus stops are usually not on the maps but
you can use google streetview to see if you can find any bus stops
▪ Google the City of Tshwane BRT (Areyeng) and see if it is applicable to your site – some of the future BRT
routes can be found in the RSDF
▪ Google Gautrain to see bus routes and stops – discuss if it is easy to get to your site from the Gautrain
Circulation – Pedestrian Routes and Desire Lines
▪ Pedestrian routes needs to be mapped and described – these are usually formal routes that are
paved
▪ Desire Lines/Routes need to be mapped and described – these are routes that people create by
walking the same route frequently (see next slide)
▪ The Desire Lines gives you an indication of how people use the site as well as possibly identify
elements that need to be included into the formal development

▪ The presence of sidewalks needs to be mapped
▪ The quality of the sidewalks needs to be described
▪ Especially in terms of how it relates to access to public transport. You would
ideally want sidewalks and pedestrian crossings close to public transport stops to
ensure that it is easy and safe for pedestrians to move around
▪ The presence of pedestrian crossings need to mapped and how they link with the
pedestrian routes/sidewalks

▪ Map the road system and classify them correctly
▪ Map the different types of public transport and their stops around your site
▪ Identify any plans/guidelines by the RSDF
▪ Map Pedestrian Routes
▪ Map any Desire Line on your site
▪ Sidewalks presence
▪ Pedestrian Crossings
Circulation
Circulation mapping helps you to:
▪ Limit conflict between vehicles and pedestrians
▪ Identify where car access can be provided
▪ Identify informal movement patterns (desire lines) that might have a positive or
negative impact on your site
▪ Able to incorporate your site into the wider movement system – take advantage of
the amount of ‘feet’ that moves past it
Use simplistic icons indicated bus
stops etc. Do not use complex icons
as it tends to clutter the maps
Public Infrastructure
Planning implications of utilities include:
▪ New utility systems account for a significant share of a site’s development cost
▪ Aim to connect new development to current utilities if the aim is to save on costs and time
