Introduction Where references are made to requirements and where extracts of reference texts are provided, these are at the amendment state at the date of evaluation or publication of this document. Users should take account of subsequent amendments to any references, in particular concerning requirement for civil aviation aircrew and air operations. Determinations made in this document are based on the evaluations of specific configurations of aircraft models, equipped in a given configuration and in accordance with current regulations and guidance. Modifications and upgrades to the aircraft evaluated require additional OSD assessment for type designation, training / checking / currency, operational credits, and other elements within the scope of the OSD evaluations. Operational Evaluation of the CL 604, 605, 650 models 2.1 Operational Evaluation of the CL 604, 605 models A joint operational evaluation of the CL 605 was performed by TCCA, FAA and JAA/EASA during the months of August - October 2006. Initial type rating training for the 605 and differences training from the 604 to the 605 and vice versa were evaluated. The evaluation was performed in compliance with the JOEB Handbook and the JAA Terms of Reference for JOEBs. Further guidance was found in the Common Procedures for Conducting Operational Evaluations (CPD), and the applicable regulations at the time of the relevant evaluations, laying down technical requirements and administrative procedures related to civil aviation aircrew and to air operations. 2.2 Operational Evaluation of the Challenger 650 model A joint operational evaluation of an electronics update for the CL604/605 was performed by TCCA, FAA and EASA during the months of September - November 2015. This evaluation was performed in two phases, starting with interim modifications of an avionics upgrade, followed by an evaluation OSD FC Challenger CL604/605/650 – Revision 1 Page 8 of 35 Operational Suitability Data – Flight Crew Challenger CL604/605 of the RNP AR functionality. The evaluation included assessment of the eLearning module, FFS sessions and in aircraft validation. The modified aircraft is named Challenger 650 for marketing purposes. A joint operational evaluation of the Maximum Take-off Thrust (MTO)/ Reduced Take-off Thrust (FLEX) was performed by TCCA, FAA and EASA during the month of May 2019. The evaluation included assessment of the Instructor-Led material, FFS validation session and in aircraft validation. The MTO/FLEX feature is only applicable to the Challenger 650 model with production aircraft serial number cut-in 6147 and by Retrofit for aircraft serial number 6050 to 6136 and 6138 to 6146. 3. Certification Basis The data contained in this document are agreed on the certification basis of CS-FCD, Initial Issue, dated 31 Jan 2014 (elect to comply). Aircraft Type Designation and Pilot License Endorsement [M] With reference to Part-FCL, FCL.010 (‘type of aircraft’) and GM1 FCL.700, the Bombardier CL-6002B16 series aircraft have been evaluated for aircraft categorisation and license endorsement. All Bombardier CL-600-2B16 series aircraft contained in the table below have been assessed as variants requiring familiarization or differences training, as applicable. Aircraft Specifics The Bombardier model CL-600-2B16 is identified as Challenger 604 (up to serial number 5700), as Challenger 605 (from serial number 5701), and as Challenger 650 with avionics upgrades to existing in-service Challenger 605 aircraft. Most of the avionics upgrades are offered via Service Bulletins to upgrade existing in-service Challenger 605 aircraft. Currently, these avionics upgrades are not available for the Challenger 604. 2.1 Challenger 604, 605 The Challenger 605 is a swept wing executive aircraft, designed for up to 19 passengers and 2 cockpit crew. The MTOW is 21,863 kg (48,200 lb). It is capable of cruise speeds up to Mach 0.83 in RVSM airspace (Mmo = 0.85) at a maximum altitude of 41,000 ft MSL. The aircraft is equipped with two general Electric CF 34-3B high by-pass ratio turbofan engines. The engines are flat-rated to ISA + 15 degrees C. Normal thrust rating is 8729 pounds per engine. An APR system, when armed for take-off, increases the thrust on the operating engine in case of an engine failure. An Auto Throttle System is installed to maintain reference airspeed or engine fan speed. The primary flight controls, elevators, rudders and ailerons, are hydraulically operated. Artificial control loading is provided at the individual control columns, control wheels and rudder pedals. The Automatic Flight Control System, a subsystem of the Collins ProLine 21 avionics system, is a fully integrated flight control system. It includes a dual channel two-axis autopilot. OSD FC Challenger CL604/605/650 – Revision 1 Page 10 of 35 Operational Suitability Data – Flight Crew Challenger CL604/605 Hydraulically operated spoilers provide drag for use in flight as well as on the ground. The trailing edge flaps are electrically operated and can be selected to 4 positions: 0 – 20 – 30 – 45 degrees. Trim systems are installed for rudder, aileron and elevator and operated electrically. A flight management system, controlled by MCDU’s on each, side is fully integrated in the operation of the aircraft. It calculates take-off and landing performance parameters, it builds an operational flight plan from take-off until landing and calculates a vertical path. The Challenger 605 configuration features a new passenger cabin interior, enlarged and repositioned passenger windows, a new tail cone design, reduced aircraft weight, autothrottle as standard equipment, and introduces the Rockwell Collins Pro-Line 21 avionics suite which consists of 4 multifunction flat panel LCD units. The 604 and 605 share identical handling characteristics and in-flight operational procedures. 2.2 Challenger 650 In 2015, Bombardier incorporated Rockwell Collins Proline 21 avionics upgrades into the Challenger 605 production configuration. For marketing purposes, the production aircraft’s marketing designator was changed from the Challenger 605 to the Challenger 650. Most of the avionics upgrades are offered via Service Bulletins to upgrade existing in-service Challenger 605 aircraft. Currently, these avionics upgrades are not available for the Challenger 604. The Challenger 650 avionics upgrade includes the following features: FMS (automatic POS INIT using GPS Position, increased worldwide database memory size, LPV and RNP AR approaches, supports FANS 1/A CPDLC and ADS-C, provides ALD calculations for contaminated runways, provides for manual landing factor calculations on APPROACH REF page, supports Airway to Airway transitions) Primary Flight Display – PFD (enlarges upper ADI display, rescales pitch ladder, permits selection of Flight Path Vector on PFD) Integrated Flight Information System – IFIS (allows for splitting charts into Briefing, Minimums, and Profile sections on approach, provides for automatic display of airport diagram charts upon landing, adds increased coverage for XM Weather). Synthetic Vision System – SVS (allows for selection of SVS by the pilot, provides situational awareness of surrounding terrain and obstructions for the aircrew during ground and flight operations) MultiScan™ Weather Radar Upgrade (provides for an Automatic mode that controls: multiscan beam control, ground clutter suppression, smart scan, overflight protection, path attenuation compensation, temperature compensation, and geographic weather correlation; controls all weather radar functionally in Automatic mode from takeoff to landing) OSD FC Challenger CL604/605/650 – Revision 1 Page 11 of 35 Operational Suitability Data – Flight Crew Challenger CL604/605 SmartRunway™ and SmartLanding™ (provides aural and visual advisories to supplement aircrew awareness of aircraft position relative to an airport during ground and flight operations; includes Runway Awareness Advisory System – RAAS, Stability Approach Monitor, Corrected Altitude Monitor, Takeoff Flap Configuration Monitor, and Long Landing Monitor; SmartRunway™ alerts are focused on runway/taxiway risks. SmartLanding™ alerts increase the probability of achieving a stabilized approach and minimizing landing risks and runway excursions). In 2019, an operational evaluation was successfully completed for the addition of the Maximum Take-off Thrust (MTO) and the Reduced Thrust Take-off (FLEX) Features. The MTO feature enables higher take-off thrust settings to increase payload or fuel loads for takeoffs from short runways. The FLEX feature allows for take-offs accomplished utilizing a reduced thrust setting under the existing conditions of temperature and pressure altitude. Advantages of FLEX take-off include reduced engine wear and reduced maintenance costs. 2.3 Aircraft Approach Category With reference to Part-CAT, CAT.OP.MPA.320(b) the approach category for the CL604/605 aircraft is as follows: Aircraft Category Challenger 604 Challenger 605 Challenger 650 C Categories are based on the approach speed provided by the Manufacturer and need to be reconsidered if operators increase the approach speed. 2.4 Part-CAT, Subpart D – Instruments, Data, Equipment EU operators must show compliance with applicable elements of Annex IV to EU Regulation 956/2012 (Part-CAT, Subpart D), prior to beginning commercial air transport operations. Compliance with Part-CAT, Subpart D was not evaluated for the CL604/605. 3. Operator Differences Requirements (ODR) [M] Approved ODR tables as reproduced at Appendix 1 are part of the operational suitability data and constitute the basis for familiarisation and differences training. ODR tables are Bombardier generic and therefore may not include items that are applicable to particular operators. [AMC] Operators using more than one variant must have approved ODR tables pertinent to their fleet. 4. Master Differences Requirements (MDR) [M] 4.1 MDR Tables MDR tables for the Challenger 604/605/650 series aircraft are shown below. Specifications for Training With reference to Part-ORA, AMC2 ORA.ATO.125(b), familiarisation training for CL604/605 variants may be included in the theoretical knowledge training of the initial type rating course. Flight training should be conducted on a single variant. [AMC] Less experienced pilots would benefit from an extra course covering EFIS and FMS operations, before entering the Type Rating training course. Early exposure to the FCP, FMA and FMS is important, especially for pilots with no previous EFIS or FMS experience. Establishing early confidence in manually flying the aircraft, converting from manual to automatic (FMS controlled) flight mode and back is equally important due to heavy reliance on the Automatic Flight Control System (AFCS). In the event of a flight path deviation due OSD FC Challenger CL604/605/650 – Revision 1 Page 13 of 35 Operational Suitability Data – Flight Crew Challenger CL604/605 to input error or system malfunction, the flight crew must be able to comfortably transition from automatic to manual mode and back. 5.1 Challenger 604, 605 and 650 Initial Type Rating Training [AMC] Initial type rating training for the Challenger 604, 605 or 650 should include the following elements: a minimum of 50 hours of theoretical training distributed over 9 days (4 full days followed by 5 days which may include the FTD sessions); 5.2 6 FTD sessions of 2 hours each for checklist familiarization and procedures training; 5 FFS sessions of 4 hours each (not including time for briefing/de-briefing). Differences Training from Challenger 604 to Challenger 605/650 and vice versa [M] Differences training between the Challenger 604 and 605/650 models is defined as Level C. [AMC] Differences training should consist of a one-day instructor led training supported by desk top interactive computer based instruction. Interactive computer based training is suitable to impart the necessary knowledge. ATOs should ensure the training is consolidated through the use of a device which provides for tactile manipulation of system related controls and switches, and emulates panel and instrument indications. An acceptable device is one that replicates the functionality, operation and installation of the Collins Proline Avionic system in the Challenger 604 or 605, as appropriate, and may include, but is not limited to, an FTD, aircraft simulator, or aircraft. 5.3 Familiarization Training from the Challenger 605 to the Challenger 650 and vice versa [M] Familiarization training from the Challenger 605 to the Challenger 650 and vice versa is defined as Level B and must address the elements identified in the corresponding ODR tables. [AMC] Familiarization training should include a minimum of 6 hours and address the following elements: Navigation, FMS, and Flight Instruments. [AMC] Optional CPDLC training should include a minimum of 3.5 hours. 5.4 RNP-AR Training RNP-AR training requirements are contained in AMC 20-26. 5.4.1. Prerequisites [M] To conduct training and execute the privilege of flying RNP-AR approaches, the applicant must be current and qualified on the Challenger 650, hold a current instrument rating and have passed an MCC course. Theoretical Training [AMC] Theoretical training should consist of a minimum of 4 hours, which may be delivered through eLearning and a minimum of one hour by instructor-led training. [M] Theoretical training must include the following subjects: Approach Criteria; Operating Procedures; Contingency Procedures; and Limitations. [AMC] Theoretical training should be completed by a knowledge exam which may be multiple-choice, with a minimum pass rate of 80%. 5.4.3. Practical Training [AMC] Practical training should include one FFS session of 4 hours (2 hours as PF and 2 hours as PM), not including time for briefing and de-briefing. Depending on previous experience, additional FFS sessions may be required to attain proficiency. [M] Practical training must include the following training areas of special emphasis: procedures for verifying altimeter settings; use of aircraft avionics (TAWS,RADAR, GPWS) for track monitoring; application of CRM for RNP-AR operations; effect of reducing flaps, bank angle and decreasing or increasing speed; importance of aircraft configuration; programming and operating FMS, Auto-throttles, GPS, INS, EFIS, PDF and any RNP-AR supporting avionics; TOGA during turn and executing go-around; loss of GPS signal during turn; contingency procedures in case of loss of RNP capability; and wind shear during final approach or during turn. 5.4.4 RNP-AR Recurrent Training [AMC] RNP training that addresses the unique AR characteristic should be incorporated into regular recurrent training. 2 RNP-AR approaches should be performed (one as PF and one as PM) during recurrent training. OSD FC Challenger CL604/605/650 – Revision 1 Page 17 of 35 Operational Suitability Data – Flight Crew 5.7 Challenger CL604/605 Alternative Training and Qualification Programme (ATQP) [AMC] Part-ORO, ORO.FC.A.245 addresses the alternative training and qualification programme. Where an ATQP has been approved by the Competent Authority, the programme should be consistent with these data, taking into account any training areas of special emphasis and ODR tables, as applicable. 6. Recurrent Training Recurrent training must be compliant with EU regulations for civil aviation aircrew and air operations, as applicable, and include the Training Areas of Special Emphasis on a rotational basis. [AMC] These requirements should be considered as a minimum and expanded, as appropriate, for pilots who have had only limited exposure and/or who do no longer fulfil the currency requirements. Operators must establish an approved recurrent training and checking programme which is relevant to the aircraft variant flown and its intended operation. The recurrent training programme may vary with several factors which have a significant influence. Some of these factors are: actual exposure of the flight crew member(s), specific routes and aerodromes used by the operator and new developments in technology. These factors and/or a combination thereof will determine the required recurrent training. Recurrent training should incorporate special events training as described in this report, on a rotational basis. [M] Recurrent training performed on any CL604/605 variant is valid all variants flown, provided that the differences are addressed. [AMC] When operating more than one variant, recurrent training should be alternated between the CL604/605 variants flown, as applicable. The knowledge check may be in the form of oral questioning, written or computer base testing, or skill demonstration. Line Flying Under Supervision (LIFUS) / Supervised Operating Experience (SOE) 9.1 LIFUS / SOE LIFUS should be performed in accordance with ORO.FC.220 and AMC1 ORO.FC.220(e). Furthermore, GM1 ORO.FC.220(d) provides guidelines for operators to use when establishing their individual requirements. Supervised Operating Experience (SOE) may be established in accordance with Part-FCL, FCL.720.A (g) through the operational suitability evaluation. [AMC] Where there is a change of operating conditions or route structure this should be taken into account and may need additional route sectors to address these elements. 9.2 LIFUS following initial type rating training [AMC] Pilots completing an initial type rating training on a CL604/605 should perform a minimum of 8 route sectors of LIFUS (as PF) including a line check. This may be reduced at the discretion of the competent Authority, taking in account these data and previous experience of the pilots. 9.3 Supervised Operating Experience (SOE) [AMC] For operations which do not require LIFUS, an equivalent amount of SOE should be performed.
