B PURPOSE The purpose of this document is to establish the initial power back energizing procedure for the First Stage to T1 (GSUT #1), at Quang Trach I Thermal Power Plant. This phase, Stage 1, includes the SWYD and T1(GSUT#1) areas, while Stage 2 will include the UAT & GCB and 11kV SWGR for energization. This procedure document includes the details of Stage 1. This procedure aims to ensure a safe and efficient initial power energizing by clearly defining the operational steps and system checks required. B Attachment # 4 1.1 Health and Safety CAUTION All necessary permits and/or safety documentation required to conduct the work must be in force prior to starting. Ensure that all personnel not involved in conducting the commissioning activities are clear of area. 1.1.1 The commissioning of back feeding system shall be carried out in accordance with approved Health & Safety Management Plan (QTI-L-O-020-05-00004), Emergency and Response Procedure (QT1-L-O020-05-00005_0) and local environmental regulation.. 1.1.2 Areas that may present a safety hazard are to be defined using high visibility Sign board “TEST IN PROGRESS" to be posted. 1.1.3 No entry unauthorized people into the test area. Entry is to be granted only with the consent of the commissioning team. 1.1.4 Fire fighting (deluge) system should be fully operational and in service. And portable fire extinguishers are available at critical location. 1.1.5 The test procedure should be understood by all concerned before proceeding with commissioning. 1.1.6 AII activities in the test area should be carried out in a safe, controlled and agreed manner. 1.1.7 All workers must wear Personal Protective Equipment (PPE) and the standard safety equipment. 1.1.8 Direct communication should be maintained throughout the test between the plant under test and any other switchgear local stop/start position. And It may be required with the CCR. 1.1.9 All areas must be sufficiently illuminated. 1.1.10 No hazardous walkways, ladders or stairways should be used. Substantial walkways and platforms where needed are to be available. 1.1.11 Barriers, danger signs, tags, area restrictions, etc. should be used by permit to work and lock out/ tag out procedure in accordance with the commissioning plan.
