The excess weight lifting is very harmful for the body and this can occur bone corrosion, bone pain and muscle pain. Now the necessity of lowering risks and other aspects will be discussed. The employer must keep the workplace safe for all the workers. This is the moral duty of the employer. This is also the expectation of the society. The workers must come and back home safe from the workplace. And for this moral duty of the employer, the workplace must be kept risk free. And for the risk free workplace the risk lowering is important which is done by the given action plan. So, the action plans here are helping employer to perform the moral duty. There are some legal obligations also placed upon the employer by various national and international regulation bodies. Those national and international guidelines, laws and regulations must be implied by the employer. Otherwise the employer may face the imprisonment, fine, prohibition, enforcement action, legal notice, license cancellation, etc. Those problems are very dangerous for the employer and can destroy the business of the employer. Here, the legal needs are assessed against all hazards and the legal gaps are removed by the given action plans. So, the implementation of the given action plans surely help the employer for legal compliance. The financial costs are very much related to the accident sin the workplace. Some common costs related to the accidents are compensation, medical cost, product damage cost, equipment damage cost, repairing cost, production time loss cost. There can be also the cost of new recruitment and training. There can be some civil and legal actions and in the civil and criminal court there can be some costs involved as the court fee and fine. The reputation of the organization can be destroyed by the accidents and there can be serious financial indirect cost. For reducing or preventing those cost, the workplace must be safe and the action plans are here given to make the workplace fully safe from the various workplace accident and other costs. Here the confined space works is surely not controlled and safe. So, the given action plan will surely be the first step to make the work of confined space safe. The controls will be taken then. So, to know about the hazards it is obvious to have a gas meter in the working place. So, the given action will fulfil these legal criteria also. Consideration of likelihood AND severity • • • • types of injury or ill health number of workers at risk how often the activity is carried out how widespread the risk is The confined space work is very dangerous. It can cause various ways of injuries. The toxic gas presence and the oxygen deficiency can kill the entered person immediately. The person entered can be killed by the flooding and explosion also in the confined space. So the severity is high. The weekly basis work shows that the work frequency is also high so the likelihood is also high here. There are 23 designated workers are present in the factory who can do the confined space works. The confined space activity is a regular job. The frequency is generally the weekly basis. The risk is applicable for all the pits and process tanks in the production section. How effective the action is likely to be in controlling the risk. This should include: • • the intended impact of the action; justification for the timescale that you indicated in your risk assessment; and The gas meter is essential for the confined space work and risk control. By addition of the gas meter the confined space risk finding will be more effective and accurate and the managers will now take the proper action against the risks. The timescale here is given by thinking of not only buying and using of the gas meter. There are other technical things. The gas meter must be bought from a qualified buyer. Then it must be calibrated by third party and the workers must be trained to use it. Together the timeline has given. (Hazard category: Work equipment and machinery) Specific legal arguments The work equipment and machinery is discussed in the ILO convention C155. It is an important thing in the workplace. As per the C155 Article 6 section 1, without appropriate guard any dangerous machine point cannot be used. The recommendation R 118 which also discuss about the machine guarding is fully aware with this comment. It can be found in the paragraph 7. Here the organization is fully violating the legal guideline. The given action plan is all about the providing proper guards to the machine. To fulfil the legal guideline this is the only solution that the company can adopt. This is the only solution and the solution surly fulfils the legal guideline properly. Consideration of likelihood AND severity The severity here is certain. There can be track record of permanent disability even death by such accident by the machine dangerous parts. Those death and disability also can happen in the factory by the moving parts. So, the severity is high. The likelihood is also high. The activity of machine operating is a daily basis job. Because without machine operation, the factory cannot run for a single moment. The risk is present in all production sections. This should include: • • • the intended impact of the action; justification for the timescale that you indicated in your risk assessment; and whether you think the action will fully control the risk Learner number: 00755839 The guarding of the machine dangerous parts is the only solution here. If the dangerous parts are guarded with the proper ways and barriers then the worker body part will not be in touch with the machine dangerous parts willingly or unwillingly. The timescale here is given 6 months. It is a long time job. This job includes planning, guarding need assessment and guard installation. This will require budget and outside expert involvement and this will surely take some time. There will be another planning and timing required. For the machine guard installation the machines must be stopped. So, the work will be done in free time and for time management, some extra time is granted to complete the action. Justification for action 3 Action (Taken from column 4 of risk assessment) The wet condition electrical appliances must be changed according to the working environment. (Hazard category: Electricity) Specific legal arguments The electricity use must be considered with great importance. The ILO recommendation R 164 tells the importance of electricity in the section 3 where all the possible important process are listed and as per the recommendation the electricity must be controlled carefully. The electricity use for the wet condition is given properly in the https://www.ilo.org/global/topics/labour-administration-inspection/resourceslibrary/publications/guide-for-labour-inspectors/electrical-safety/lang--en/index.htm Here the standard says that the electrical wiring and appliances must be used for the intended use and condition. So, as per the law the general electrical appliances cannot be used in the wet condition. There must be water proof or moisture proof appliances used in those sections. The control action is talking about that and by this the legal requirement can be fully fulfilled. Consideration of likelihood AND severity • • • • types of injury or ill health number of workers at risk how often the activity is carried out how widespread the risk is The likelihood for the electricity use is rapid. The electrical appliances are used in the production floors continuously. Some are fixed and some are portable. So, the electrical appliances use likelihood is high. The electrical severity is out of question. The electrical shock and flash burn can kill one or multiple person by the cardiac arrest or third degree burn. So, this can be considered high severity. The all soaking section workers (27) are at the high electrical risk. The electrical appliances are used daily or we can tell continuously. The risk is widespread in every production section but especially for the wet condition it is widespread in the soaking section only. How effective the action is likely to be in controlling the risk. This should include: • • the intended impact of the action; justification for the timescale that you indicated in your risk assessment; and Learner number: 00755839 The risk of electrical machine for the unintended place or use must be corrected. It cannot be corrected by repairing or maintenance. Here the only action can be take which is replacing and the action is totally saying about this solution. The all normal appliances should be replaced by the wet condition machines. The intended time is given is little longer. The work is not smaller. There must be assessment of machinery and the budget allocation issue is there also. The action will not control the risk fully in long term (the inspection and repairing required), but for short term the wet condition machine is the best solution to control the electrical risk. There are various communication methods which are already established in the organization and those can be used. The toolbox talk is obvious for all the employees. Here the findings can be described by the top management to the workers. There can be separate meetings and training sessions to communicate the information to the worker. The written ways can be used also. Organization has the notice board and health and safety boards and those boards may display the new risk assessment findings. There can be contact point for the employees where employees can discuss any point about the new point found in the new risk assessment. The new poster and signs will help also in communication.
