Global Stability
Committee UNSC – United Nations Security Council

DESCRIPTION
A powerful coalition of terrorist organizations formed a secret alliance known as ‘Viral
Assault Network for Global Unrest, Anarchy, and Radical Destruction AKA
V.A.N.G.U.A.R.D’ which was united by a single ambition – to dismantle the government’s of
nations, some with nuclear codes. Using encrypted communication and sophisticated
networks ‘V.A.N.G.U.A.R.D’ planned various cyberattacks towards the infrastructure of the
nations.
Fortunately, among them, a whistleblower was present – code name Agent X – an operative
with insider knowledge of ‘V.A.N.G.U.A.R.D’. The whistleblower provided information to
the C.I.A and INTERPOL. This intelligence was swiftly passed from the CIA to other nations,
causing global panic.
Due to this, Agent X’s identity was compromised. With this breach, V.A.N.G.U.A.R.D was
able to track Agent X’s location, and a covert operation let to his abduction. The terrorists
issued a public statement threatening to use the sensitive information they had exerted
from Agent X to get into national databases, which would compromise billions of bank
accounts and many nuclear codes.
*Note – V.A.N.G.U.A.R.D is NOT a real terrorist syndicate, instead this session is to test and
improve the delegate’s on spot thinking and quality of response. Delegates are expected to
refer to similar cybercrime terrorism incidents and link them to what their country might do
in that situation. Delegates are expected to.
*References would be listed at the bottom of the document. Delegates may refer to these
as they may be useful.
- Research well on their nations and other nations
Key Points
1) International frameworks to strengthen cybersecurity.
2) What role do organizations like INTERPOL, and
regional alliances such as NATO play in combatting
cyber terrorism?
3) How can nations protect sensitive intelligence such as –
nuclear codes, bank accounts.
4) What protections should be put in place for
whistleblowers – such as Agent X, who risk their lives to
expose terrorist networks?
5) What roles should social media companies and tech
giants play in combatting online recruitment efforts by
groups like V.A.N.G.U.A.R.D.
