Slide 1: To our esteemed panel members, NPC personnel and
staff headed by PLTCOL RONILO C SONIO, and fellow
researchers, good day. We are PCPT CRISANDRA AGGABAO,
PCPT JANET BELNAS, PCPT DENNIS CAYME AND PCPT
NOLI CIPRIANO of Group 10 of PSOAC Class 2024-19. It is our
honor to present our comprehensive case study on the public
safety and security of Baggao, Cagayan, entitled "Addressing
Remnants: A Strategy for Internal Security in Baggao."
Baggao, Cagayan, like many municipalities in the Philippines,
faces unique security challenges. While significant strides have
been made in maintaining peace and order, remnants of past
internal security issues persist, impacting the community's safety
landscape. These lingering challenges necessitate a fresh
perspective and innovative strategies to ensure the safety and
well-being of Baggao's citizens. Our study delves into these
critical areas, providing insights into the root causes of these
persistent threats and offering actionable recommendations for
a more secure future. (next)
Slide 2: Baggao is bounded on the north by the municipality of
Gattaran, on the east by the mountain ranges of the Sierra
Madre Mountains which extend to the Philippine Sea, on
the southeast by the municipality of Peñablanca; on the
southwest by the municipality of Amulung and on the west
by the municipality of Alcala, Cagayan. Barangay San Jose,
the present seat of the municipality is located 61
kilometers from Tuguegarao City, the province’s capital. The
municipality of Baggao is composed of a mixed topography
of plains, valley, hills and mountains. The lowland areas
along the Pared, Paranan, Intal, Asinga, Taguntungan and
Fulay Rivers have level surfaces and the surrounding
landscapes are hilly and mountainous. (next)
Slide 3: Baggao, Cagayan, Philippines, was established as a
separate municipality from Amulung in 1896. Originally a hunting
ground known to the Ibanags as “Abbagaoan” (a place to wash),
it became a municipality under the charge of Rev. Fr. Pedro
Vicandi. After periods of unrest and leadership changes,
including a visit by Col. Daniel Tirong under Gen. Emilio
Aguinaldo in 1899, Don Rafael Catolico became the first mayor.
Over time, Baggao grew from a sparsely populated area to a
municipality of 48 barangays, governed by elected officials and
supported by various agencies like the police, fire department
and various agencies contribute significantly to peace and order
in the municipality of Baggao.
Slide 4: (ON ENVIRONMENT FACTORS,) the municipality
experiences a dry season from March to May and a wet
season throughout the year, with specific land classifications
covering forest, agriculture, economic zones, residential
areas, and water bodies. Baggao faces flood and landslide
risks across several barangays, influenced by geographic
factors like proximity to rivers and seismic activity. (next)
Slide 5: (SOCIO-CULTURAL FACTORS), The municipality of
Baggao's cultural and religious fabric is enriched by events
like the "abbaggoan Festival" and its strong Catholic
influence. Healthcare services include a hospital, Rural
Health Unit, and numerous barangay health centers,
contributing to public health and economic growth. Notably,
Baggao is among the ten declared towns in the Province of
Cagayan as a High Functional Anti-Drug Abuse Councils in
2024.(next)
Slide 6: (TRANSPORTATION SYSTEM) relies on buses, vans,
and tricycles, with a comprehensive road network covering
315.7996 kilometers and 16 reinforced concrete bridges in
good conditions. (next)
Slide 7:
(LEGAL, LAW AND ORDER,) Historically, the
municipality of Baggao is a haven for members of the New
People’s Army (NPA). Several clashes between the leftist
group and the government forces have been noted in the
municipality. To address the problem, the present
government administration adopts and enhance the program
to convince the majority of members of the CPP- NPA to
surrender, and this led t o President Duterte signing the
Administrative Order No. 10, 2018, establishing the
Enhanced Community Livelihood Integration Program (ECLIP) for NPA rebels and Militia ng Bayan (MB) members w
o quit and surrender to the government. Similarly, the
creation of NTF-ELCAC through Executive Order 7 0 i n
2018, for a Whole-of-Nation approach to defeating t h e Local
Communist Terrorist Groups. A National Task Force to End
Local Communist Armed Conflict (NTF-ELCAC) was created
to synchronize the utilization of the government's
instrumentalities of power with the capabilities of private
sector stakeholders to finally end the 50-year long deceit,
lies, and atrocities committed by the communist terrorists
against the people. In support to the National governments’
program, the municipality of Baggao together with its 48
Barangays adopted resolutions declaring the Communities
Party of the Philippines-National Democratic Front (CPPNDF)and the NewPeople’s Army (NPA) next)
Slide 8: In ECONOMICS, Baggao is an agricultural town, with
major crops including rice, corn, and tobacco. It has a significant
fishing industry, with fish landing sites in coastal barangays and
Livestock raising such as cattle, pigs, and chickens were being
raised. The municipality has a port in Barangay Poblacion, which
serves as a hub for fishing and trade. (next)

collaborates/coordinates with the neighboring/adjacent PNP
units, Bureau of Fire and Protection, and allied agencies to
maintain public order and safety, enhancing emergency

Slide 10: POLITICAL FACTOR, Governance under Mayor Hon.
Leonardo C. Pattung, M.D.remains stable, supported by
effective collaboration among key leaders and agencies,
ensuring service efficiency and absence of political rivalries
or election-related issues like Vote-buying and Election
Related Violent Incidents (ERVIs). (next)
Slide 11: SCIENTIFIC AND TECHNOLOGICAL FACTORS
The municipality, robust scientific and technological
infrastructure supports extensive communication and
connectivity. Residents enjoy access to diverse media
including print, Cignal TV, Sky Cable, and radio broadcasts.
The municipal post office handles postal services, while
mobile and landline networks from Smart Communications,
Globe Telecoms, Dito Telecommunity Corp., and Dominer
Pointe Inc. to ensure comprehensive coverage. Electronic
communication, like email and internet services, fosters
global connectivity. Mandated CCTV systems in businesses
and government offices enhance security, contributing to
effective public safety and community development
initiatives across Baggao.(next)
Slide 12: Our Public Safety and Security Studies are aimed at
the following:
1. To conduct experiential study of the current situation of the
community in terms of public safety and security;
2. To identify the specific public safety and security threats
at the locality; and
3. To address the issues influencing public safety in the
municipality. (next)
Slide 15: STATEMENT OF THE PROBLEM
The researchers aim is to assess the impact of the absence
of CCTV infrastructure on the monitoring, investigation, and
resolution of vehicular incidents in Tumauini, Isabela. This
includes evaluating the extent to which the lack of
surveillance contributes to public safety risks and identifying
potential strategies or recommendations to enhance the
effectiveness of traffic incident management in the area.

Slide 16: The Anlytical tool used by the Group is the Impact
Uncertainty Matrix Analysis which underscores the critical
need for CCTV infrastructure in Tumauini, particularly at
high-risk locations prone to vehicle accidents, categorized
under high impact and high certainty (Manage quadrant).
Effective data collection and analysis are highlighted for
addressing high impact, low certainty issues related to traffic
accidents (Monitor quadrant), emphasizing targeted
interventions for hazard reduction. Advocacy for CCTV
funding in the low impact, high certainty category (Maintain
quadrant) is also stressed for preemptive safety measures.
The matrix underscores the importance of proactive
monitoring (Watch quadrant) to mitigate emerging
challenges before they escalate, aligning with urban safety
research emphasizing preventive surveillance systems.

Slide 17: Our RECOMMENDATIONS to enhance public safety
and security in Tumauini, includes
1. The urgent installation of 198 solar-powered street
lights along the bypassed 7-kilometer road,
prioritizing high-incident areas, coupled with regular
evaluations;
2. Improving traffic management infrastructure through
the construction of roundabouts at critical
intersections and strategic placement of traffic signs
is crucial;
3. Implementing CCTV surveillance in collaboration
with law enforcement is advised to enhance
monitoring and response capabilities;
4. Community engagement through road safety
education programs and fostering local participation
in reporting incidents are also essential;
5. Continuous evaluation and adaptation of these
measures are proposed to ensure effectiveness and
responsiveness to evolving safety needs in the
municipality; and
6. Crafting of Best Practice Based on the action plan
crafted, the Crafting of Best Practice “Cyber Drone
Patrolling” and “No Contact Apprehension Policy” to
address the problem on the significant increase of
crimes on Public Safety Indicator contributed by
vehicular incidents.
Slide 18-19: Our ACTION PLAN: Over the next six months,
Tumauini, Isabela aims to enhance public safety through
a strategic plan focused on installing 198 solar-powered
street lights, constructing roundabouts, and implementing
CCTV surveillance. These initiatives, overseen by the
LGU Project Management Office in collaboration with the
PNP Tumauini, aim to reduce accidents, improve traffic
flow, enhance monitoring capabilities, and foster
community engagement. Continuous evaluation and
adaptation will ensure these measures effectively
address safety concerns and adapt to emerging
challenges, supported by clear success indicators such
as completed installations, accident reduction rates, and
community participation levels.

Baggao, located in Cagayan province, Philippines, derives its name from the Ibanag word
“abbaggaoan,” meaning "a place to wash," referring to a spot where hunters cleaned their
game.
Before becoming an independent municipality on November 27, 1896, Baggao was a
renowned hunting ground. Rev. Fr. Pedro Vicandi, O.P., initially oversaw the town from a
simple bamboo and cogon structure. After a period of unrest during the Philippine
Revolution, including Col. Daniel Tirong's burning of Fr. Vicandi's dwelling in 1899, Don
Rafael Catolico became the first mayor of the newly established “Pueblo Civil” later that
year.
The municipality, situated in Cagayan's first legislative district, comprises 48 barangays. Its
governance follows the Local Government Code, with a mayor as the chief executive and a
municipal council as the legislative body. These officials are elected every three years.
Various agencies, including the Baggao Police Station, Bureau of Fire, MDRRMO, DSWD,
RHU, Philippine Army, and Philippine Drug Enforcement Agency, contribute to peace and
order within the municipality.
Geographically, Baggao is a mountainous area resembling a cupped hand, bordered by hills
and the Sierra Madre Mountain range to the east. Rivers and creeks flow through the terrain,
converging into the Paranan River, which eventually joins the Cagayan River. The fertile
valleys and plains along these waterways support the majority of Baggao's agricultural
activities and population.
The findings o f this study will b e beneficial t o the
following entities:
• Rebel Returnees - this study will help them realize the
importance o f t h e government efforts given t o the
returnees particularlythe E - CLIP program to regain their
confidence in the government.
• AFP personnel - findings of this study will help the AFP
organization to be heedful or vigilant about why people in
the community join the CPP-NPA and for them to know
the root cause o f their willingness t o join such an
organization.
• NPA's - new people's army - findings of this study will
help them g o back t o the mainstream o f society and
understand what are benefits of joining rebel groups are.
• Barangay - findings o f this study will help them
understand their role since they are the ones pestered by
these rebels, threatening them if they will not give support
to the group.
• Local Government Unit - this study willopen their minds
t h a t supporting t h e s e p e o p l e a n d benefitting i n return
d u r i n g a n election i s n o t a g o o d a t t i t u d e t o w a r d s a g o o d
leader.
• Lawmaking body - this can be used by them a s baseline
information in making laws t o encourage other members
o f the CPP-NPA who has doubt t o the programs of the
government.
