1. INTRODUCTION
In order to standardize the construction safety risk assessment and process control, this work
instruction is specially prepared to ensure the safety and quality of the whole construction process
and serve as the basis for the continuous improvement of the quality, environmental and
occupational safety and health management system.
The aim of this document is to list the construction phases of 110kV Transformer installation.
In order to make the construction process clear and to ensure that the work is performed in line with
the project specifications and design drawings.
2. SCOPE
The scope of this procedure is applicable to all operations of 110kV Transformer installation
for the Red Sea Utility Assets and Infrastructure Project. Specification types and quantities of
regional transformers for 110kV substations are as follows:

3. DOCUMENT CONTROL
This method statement is a controlled document as required by the system procedure Quality
Management System Manual and issued in accordance with the procedure Control of Documents
and Data. Revisions of this document will be issued when the main text changes or when an
appendix is added. All the necessary measures and precautions will be taken so that the above
operations comply with the site regulations and procedures as described in the Project Health,
Safety and Environmental Manual. The following HSE practices and procedures from the above
document will be applicable for this Method Statement. Revised appendices for substitution will be
issued separately and where appropriate will include a separate schedule of contents.
4. RESPONSIBILITIES
4.1 Site Engineer
Distribute the responsibilities to construction team.
With the safety engineer to make sure that works are carried out in safe environment.
Monitoring the work progress according to work plan and send report to his superiors.
Ensures that the safety requirements are observed by his subordinates and testing equipment
and tools are in safe condition.
Ensures that work proceeds in accordance with the Site Quality Management plan.
According to the technical specification, design drawings and the electrical conditions, compile
construction scheme in advance and organize construction; supervise and guide the whole process.
4.2 Electrical testing Engineer
Ensuring all testing & commissioning activities are undertaken as per approved procedures and
also ensure that all necessary resources are available to meet the schedule.
Supervise and guide in the whole process; Submission and archiving files after the construction
is completed.
Coordination with safety engineers to ensure that all activities are carried out in a safe working
atmosphere.
Coordination with the QA/QC engineer to carry out related inspection.
4.3 Supervisor
Tool box meetings will be given prior to commencing the work.

Incorporate all QA/QC and safety requirements as requested by the concerned engineer.
Organizing tools and equipment required at work site.
Meeting with any type of unforeseen incident or requirements and reporting the same to site
engineer.
4.4 QA/QC Engineer
Assurance of approval method are being used and conformance of the specification.
The primary focal point for all project QA/QC matters.
The review of project ITP is conforming to the corporate requirements, previous audit results
and the nonconformance reports.
Carry out surveillance detailed on project ITPs as nominated by the project team.
Site inspections and surveillance is in accordance with relevant standard and assurance of
quality of work as per project specification.
4.5 HSE Engineer
Ensure that work permits are obtained before starting any work.
Check and confirm compliance to safety requirements, such as wearing Personal Protective
Equipment (PPE).
Check work area for any unsafe conditions. Liaise with the Field Supervisors ensuring that
work is carried out in accordance with Project Safety Plan / Procedure.

7.2 Transformer and accessories inspecting:
All the accessories and equipment arrived at the site shall be subjected to receiving inspection
prior to installation.
Inspect equipment for any damage that may have occurred during shipment or storage.
Transformer nitrogen transport, the tank should be positive pressure, the pressure should be
0.01-0.03MPa.
Verify that there is no indication of external damage, and no obvious dents or scratches in
doors, radiators and fin, or termination compartments.
Verify that there is no evidence of insulating liquid leakage on transformer surface, at welding
seam, on high or low bushing parts, and at transformer base.
Compare transformers and accessories received with the bill of materials to verify that the
shipment is complete. Verify that transformers and accessories conform with manufacturer’s shop
drawings. If the shipment is not complete or does not comply with project requirements, notify the
manufacturer in writing immediately.
Open termination compartment doors and inspect components for damage or displaced parts
loose or broken connections, cracked or chipped insulators, bent mounting flanges, dirt or foreign
material and water or moisture.
Test reports and manuals of transformer oil are complete.
7.3 Installation of principal part:
Handle transformer carefully, in accordance with manufacturer recommendations to avoid
damage to the enclosure, termination compartment, base, frame, tank, and internal component.
Avoid subjecting transformers to impact, jolting, jarring, rough handling, etc.
Use the manufacturer recommended points for lifting, jacking, and pulling transformers.
Use nylon straps of the same length to balance and distribute weight when handling
transformers with a crane.
Ensure that people are kept a safe distance from transformers while lifting and handling.
7.4 Nitrogen Drain
The nitrogen discharge port is installed in the air flow place, and the vacuum is pumped with a
vacuum pump.
Open the two ventilation holes of the transformer, so that the nitrogen and air convection in the
body discharge nitrogen, the body contains up to 18% oxygen can enter the body for inspection.

The body inspection process to 0.7~3m3/min flow into the transformer into the dry air, to
prevent the body damp.
7.5 Treatment of insulation oil
Manufacturers of oil should be data complete and have the full analysis report, the scene only
to simplify the analysis, it must be full sampling analysis.
If the sample is unqualified, filter oil processing must be conducted.
Using the vacuum filters oil machine to filter oil, until the sample is qualified.
Open the tank of valve at the top, the oil pipeline is connected to the transformer on the bottom
of the valve, open the vacuum filter oil machine, will fill the insulation oil into the tank, nitrogen
will be discharged from top.
Turn off the valve of the fuel tank bottom and top, remove the oil filling pipe.
7.6 Machine Inspection
All bolts are tight.
Core of transformer without deformation should only point grounding.
Winding insulation is complete, no defects.
Measure the insulation of the winding resistance.
Check each part of transformer principal.
Check the valves open and close should be flexible, instruction is correct.
7.7 Installation of Transformer accessories
7.7.1 Sealing Treatment
Each flange surface has a steel number, installation according to the steel number.
All flange joints shall be sealed with an oil-resistant sealant pad. wipe the sealant pad clean
before installation, and the installation position shall be accurate.
7.7.2 Installation of elevatedseat
Before installation, check that the outgoing terminal board of the CT is well insulated and
conduct CT test.
During installation, the nameplate of the current transformer should be positioned to the outside
of the oil tank, and the vent plug should be placed at the highest point of the lifting seat.
The center of the current transformer and the elevating seat are consistent.
7.7.3 Bushing Installation
Prior to start of bushing installation, bushing shall be checked thoroughly for any damage or oil
leakage. Oil leakage observed if any, shall be suitably cleaned.

Lift the bushing to inclined position with reference to the vertical. The angle of inclination shall
match the angle of position to which the bushing is to be erected.
Care shall be taken to avoid dragging of bushing on the floor, while lifting from its horizontal
position to vertical inclined position.
After lifting to vertical position, check for the required oil level.
Open the blanking plates and take out the winding leads.
7.7.4 Radiator Installation
Radiator Panels and flange mating surfaces shall be inspected for shipping damage.
Ensure that the valves on tank flanges are in a closed position.
Remove blank shipping plates on radiator flanges and inspect for moisture or contamination
inside radiator headers. If the radiators are contaminated, flushing will be necessary.
Lift the radiator by means of single lifting eye at the top and install the radiators in place.
After all radiators are installed, the unit should be re-evacuated and topped off to the cold oil
level.
The fan installation and wiring connection shall be checked and confirmed as per manufacturer
drawings / design drawing.
7.8 Vacuum processing and vacuum fill in oil
The vacuum should be carried out on a sunny day. During the first 1 h of the vacuum, when
0.02 Mpa is pumped into the tank, there is no abnormal condition, and the average increase of
0.0067 Mpa to 0.101 Mpa per hour is continued, and the holding time is not less than 24 h.
Vacuum oil injections should be carried out on sunny days.
The whole process of oil injection should be vacuumed, the oil temperature should be higher
than the oil temperature. Fuel injection speed should not exceed 100 L/min. Vacuum injection
time >6 h, the gap between the oil injection surface and the top of the tank shall not be less than 200
mm.
7.9 The overall sealing test and resting
Transformer static time is 24 hours, no leakage detection.
After static, from transformer, lift seat, cooling device, gas relay and pressure release device to
discharge the residual gas, adjust the position of oil level to the corresponding ambient temperature.

8. QUALITY CONTROL
8.1 After the arrival of the cable, carefully check the cables against the technical specification
to see if they meet the design requirements.
8.2 In-depth on-site inspections, timely stop illegal operations, strengthen process control,
process rectification, and reduce rework afterwards. And ensure the following process in control.
8.3 The Quality Department shall ensure that all Electrical Works are conducted in accordance
with the approved Field Quality Plan, Project specifications, drawings and prevailing engineering
standards implemented at site.
8.4 Upon completion of construction, electrical engineer in coordination with QC shall submit
RFI to owner to perform all required inspections to assure that all requirements are met and
approved.
8.5 The Electrical QC Inspector shall carry out Planned Inspections, Surveillance Inspections
and release hold points by signing various Quality Records as proof of Inspection conforming to
Specifications.
8.6 Any comments found during the inspection should be recorded.
9. HSE
9.1 Construction HSE Risk Control Plan
Hazard and Risk assessments of this Method Statement will in the form of Risk assessment
attachment. These are reviewed by the HSE department & Construction department to ensure that
all hazards have been identified and adequate control measures are in place.

The Supervisor shall initiate daily toolbox meeting to educate his work crew on safety hazards
involved in their work and the preventive measures that shall be undertaken.
All required equipment / tools shall be checked before the start of work for its suitability and
integrity.
All safety precautions shall be followed as per approved safety plan & procedure. Ensure all
involved people are aware of the same.
Safety Officer to ensure that all working flat forms shall be safe and in good condition.
Tradesman shall ensure that before leaving their working places, it must be clean, tidy and free
from rubbish.
Required equipment tools shall be checked before the start of work for suitability and integrity.
Any unsafe condition or practice at site during the execution shall be reported.
Ensure that proper communication system established for the exchange of instructions and
essential supervisors to be provided with the list of emergency numbers.
Ensure that site permit box includes permit, risk assessment, method statement and toolbox
talk.
9.4 Environmental requirements
Dust suppression will be done by water tankers on access roads during movement of heavy
vehicle traffic (carting by tippers).
Sewage will be collected in septic tanks and disposed off in bowser tanks.
Take measures to ensure that the surface of the designated area is not contaminated as a result
of hydrocarbon leaks from any machinery or vehicles.
9.5 Waste management
Waste produced at site should be collected. Check should be kept so as to ensure that
contaminated waste materials are safely disposed of.
All wastes must be placed as per the classification and handled centrally, and the flammable
waste must be recovered timely.
The constructors shall adhere to civilized construction, living up to the following: the person
cleans who is in charge of it, cleaning is made the moment it is completed, and the site is cleaned
after the project is completed and the materials are used up.
9.6 Training & Competence

We shall conduct Safety and environmental induction of all staff and workers highlighting the
work activities and its safety measures to be followed at site. Equipment operators will have third
party competency to operate the equipment.
All tools and equipments shall be in safe condition and fit for it purpose. At the start of each
shift, equipment shall be visually checked for mechanical and structural soundness. All equipments
shall be carefully examined and all hoses and couplings checked for leaks and general conditions.
9.8 Working in the holiday or at night
Work with the PTW during the holiday or at night, and incorporate requirements of
“ TRS-HS-COS-0015- Extended Hours Night Work and Holiday Work Control ” . Monitor the
noise level of project boundary and adjust work task to reduce disturbance on local communities on
holidays and night.
9.9 Emergency procedures
The on-site construction area shall be led by the safety director of HSE department, an
emergency command group shall be set up, a medical duty room shall be set up in the management
office area of the construction area, and an emergency concentration point of construction personnel
shall be set up in the construction area.
In case of the site personnel detecting an emergency situation(medical case, fire, sever weather,
flooding, traffic accident, COVID-19 etc.) must inform the site safety officer and Emergency
Coordinator.
If necessary, Emergency Coordinator informs others to evacuate to nearest assembly point.
Emergency Coordinator reports to the Emergency Committee Manager.
A roll call shall be taken, and every person is accounted for, awaiting further instructions.
Emergency Coordinator will assess the situation and ensure that the necessary steps and
arrangements have been made.
The medical staff of the infirmary should deal with or rescue the wounded according to the
situation. If they need to go to the hospital for rescue, they should call the ambulance team
immediately.
Inspect the site of the accident and all evidence to be preserved.
Full accident investigation to commence immediately after the emergency response and
implement an action plan.
