Inleiding
Afgelopen jaar heeft Nederland 118,67 miljoen ton CO2 geproduceerd. Voor het
verminderen van deze uitstoot zijn meerdere oplossingen mogelijk, en in dit
onderzoeksverslag wordt een koolstofafvang- en opslagproject (CCS) behandeld.
Hierbij wordt de koolstof vastgelegd en vervoerd door schepen. Dit onderzoeksverslag
richt zich op een casestudy waarin een CO2-pijplijn bovengronds wordt aangelegd bij
een laadplaats in de buurt van een woonwijk, een datacenter en geplande windturbines.
Hierbij hebben de buurtbewoners, het personeel van het datacenter en de eigenaar van
de pijplijn elk een andere voorkeur voor de locatie van de pijplijn.
Dit onderzoeksverslag zal onderzoeken hoe de geplande CO2-pijplijn en laadfaciliteit
gerealiseerd kunnen worden met geminimaliseerde veiligheidsrisico’s voor de
omliggende infrastructuur en gemeenschappen. Hierbij wordt rekening gehouden met
de veiligheid, milieu-impact en ethische implicaties van de verschillende ontwerpopties.
Uit de opties zal één situatie als aanbeveling van dit verslag worden gekozen, die het
minste risico oplevert en de beste keuze zal zijn voor alle betrokken partijen.
De aanpak van dit onderzoeksverslag bestaat uit meerdere hoofdstukken, waarin elk
een deelvraag wordt beantwoord die uiteindelijk zal leiden tot een doorslaggevende
oplossing voor deze casus. Deze deelvragen zijn:
1. Wat houdt het voorgestelde plan voor de CO2-pijpleiding in en wat zijn de
mogelijke keuzes voor de aanleg?
2. Wat zijn de risico’s die gepaard gaan met het bouwen van de CO2-pijplijn, en
welke maatregelen kunnen worden getroffen om deze risico’s te verkleinen?
3. Wat zijn de ethische bezwaren die verbonden zijn aan het bouwen van de CO2pijplijn?
4. Hoe wegen de belangen van alle betrokken partijen tegen elkaar op?

Introduction
Last year, the Netherlands produced 118.67 million tons of CO2. There are several
solutions to reducing these emissions, and this research report focuses on a carbon
capture and storage (CCS) project. The carbon is captured and transported by ships.
This research report focuses on a case study in which a CO2 pipeline is constructed
above ground at a charging site near a residential area, a data center and planned wind
turbines. Local residents, data center staff and the owner of the pipeline each have a
different preference for the location of the pipeline.
This research report will investigate how the planned CO2 pipeline and charging facility
can be realized with minimized safety risks to the surrounding infrastructure and
communities. This takes into account the safety, environmental impact and ethical
implications of the different design options. From the options, one situation will be
chosen as the recommendation of this report, which presents the least risk and will be
the best choice for all parties involved.
The approach of this research report consists of several chapters, each answering a
sub-question that will ultimately lead to a decisive solution for this case. These subquestions are:
1. What does the proposed plan for the CO2 pipeline entail and what are the possible
choices for its construction?
2. What are the risks associated with building the CO2 pipeline, and what measures can
be taken to reduce these risks?
3. What are the ethical concerns associated with building the CO2 pipeline?
4. How do the interests of all parties involved outweigh each other?
