NATIONAL SECURITY CONCERNS • A state or condition in which the way of life and institutions of people, their territorial integrity and sovereignty, and their welfare and well-being are protected and enhanced. • It is the need to maintain the survival of the state using economic power, diplomacy, power projection and political power. • National Defense views national security as the protection of the nation’s people and territories from physical assault. The territory of a country is intact and under the effective control of the Government. ❖ The nation’s territory, including its exclusive economic zone (EEZ) is sufficiently shielded from illegal intrusions and catastrophic explorations. No rebel or belligerent group has power over any portion of the territory where our laws cannot be enforced. *Belligerent- a nation or person engaged in war or conflict, as recognized by international law. Ecological Balance Ecological Balance- the equilibrium between, and harmonious coexistence of, organisms and their environment. The environment can support durable development strategies for the well-being of the nation and the people who depend on it for their existence. • A situation wherein current action and decisions that affects the natural resources contemplates the needs of future generations and the population is guaranteed protection against large-scale threats to health and survival. • Natural threats are threats to the ecological balance as well as to the National Security. They include: EARTHQUAKE FLOOD TSUNAMI TYPHOON HEALTH PANDEMIC VOLCANO ERUPTION Sociopolitical- something that involves both social and political factors. E.g., the issue of environmental conservation, which is influenced by both social attitudes towards “going green” and by political policies. SOCIO-POLITICAL STABILITY Peace and harmony exists among the divergent groups of people in the country, and there are mutual cooperation and support among the Government and the people as a whole. • A situation where civil and human rights are respected and at the same time, just policies and rules are obeyed; lawmakers and law-enforcers are dedicated to the effective delivery of basic services to the people. ECONOMIC SOLIDARITY • Solidarity economy (SSE)- refers to a wide range of economic activities that aim to prioritize social profitability instead of purely financial profits. • The economy is strong, and have the potential to support national endeavors, and derives its strength from the people who have an organic support in it through participation or ownership. • This is a situation where people have control over their own lives, livelihood and economic destinies, and economic democracy prevails. CULTURAL COHESIVENESS Cultural cohesiveness- the “trusting network of relationships and shared values and norms of residents in a neighborhood” that allow members to achieve shared well-being. The people share the values and beliefs handed down by their ancestors and possess a strong sense of attachment to the national community despite their religious, ethnic and linguistic differences. • That there are similarities of ideas, feelings and perspectives transcending differences in language, religion, lifestyles or ethnic affiliations. *Transcending- be or go beyond the range or limits of MORAL CONSENSUS There is consensus among the people on the wisdom and righteousness of the national vision. They are inspired by their patriotism and national pride to participate vigorously in the pursuit of the goals and objectives of the country. ▪ An agreement on who we are as people exists, where we want to move forward as a nation and how we want to get there. ▪ There is another agreement about what is right or wrong and agreement about the national vision. ▪ There are man-made threats to National Security which are: TECHNOLOGICAL THREATS FIRE SABOTAGE CAMPUS VIOLENCE/FRAT AND GANG WAR KIDNAPPING/ HOSTAGE TAKING EXPLOSION/ BOMB THREATS ARMED ROBBERIES AND HOLD UPS DRUG ADDICTION TERRORISM SNATCHING EXTERNAL PEACE External peace- peace that occurs in society, nations in the world; it is a normal state of society, countries and the world and it is a state of peaceful and happy co-existence of people as well as nature. The country and the people enjoy cordial relations with their neighbors; and they are free form any control interference or threat of aggression from any of them: • The Philippines as a nation is respected by other nation-states and it is able to conduct its activities without being hampered by any nation.
