IS RESPONSIBLE FOR DEVELOPING LAYOUT PLANS FOR TOWNS AND SUBURBS 2. IS CONSULTED TO GIVE ADVISE ON AESTHETIC GUIDELINES TO WHAT IS ALLOWED IN A PARTICULAR AREA CONSULTING ENGINEERS 1. THEY ARE RESPONSIBLE FOR DESIGNING “BUILDING SERVICES” AND ENSURE THE SAFETY OF A BUILDING 2. THEY ARE RESPONSIBLE FOR DESIGNING THE FOLLOWING 1. 2. 3. 4. 5. THE POWER AND LIGHTING LAYOUT (ELECTRICAL ENGINEERS) SANITARY PLUMBING (HOT AND COLD WATER SUPPLY), DRAINAGE, HVAC, FIRE SUPPRESSION SYSTEM, ESCALATORS, ELEVATORS ( MECHANICAL ENGINEERS) LOADS ON THE BUILDING AND THE DESIGN OF BEAMS, COLUMNS, TRUSSES, FRAMES ( WIND, DEAD LIVE LOADS ETC) (STRUCTURAL ENGINEERS) FOUNDATIONS AND BUILDING SUPPORT ( GEOTECHNICAL ENGINEER) REINFORCED CONCRETE, ROADS, WATER SUPPLY TO THE PROPERTY AND DRAINAGE OFF THE SITE ( CIVIL ENGINEER) THEY DESIGN THE ABOVE STATED BUILDING SERVICES AND IN THE PROCESS CARRY OUT CALCULATIONS , AND PRODUCE DRAWINGS FOR CONSTRUCTION THEY TAKE RESPONSIBILITY OF THEIR DESIGNS ( BOUND BY CODE OF PRACTICE) THE QUANTITY SURVEYOR 1. IS A PROFESSIONAL RESPONSIBLE FOR PROJECT FINICAL MATTERS (CONSTRUCTION ACCOUNTANT) 2. THEY ARE RESPONSIBLE FOR ESTABLISHING CONSTRUCTION COST BASED ON ARCHITECTURAL PLANS AND CONSTRUCTION DRAWINGS ISSUED BY CONSULTING ENGINEERS 3. IS KNOWLEDGEABLE ABOUT CONSTRUCTION METHODS AND MATERIALS AND THEREFORE CAN GIVE GUIDANCE ON COST SAVING 4. QS DUTIES CAN BE DIVIDED INTO 1. PRE-CONTRACT DUTIES 2. CONTRACT DUTIES 3. POST CONTRACT DUTIES THE QUANTITY SURVEYOR _ CONTINUED PRE-CONTRACT STAGE (DESIGN STAGE) 1. PREPARE ESTIMATES(B.O.Q) FROM ARCHITECT’S SKETCHES 2. ADVISES THE EMPLOYER ON WAYS TO SAVE COST BASED ON THE EMPLOYERS BUDGET 3. CONSOLIDATES THE B.O.Q FROM CONSULTING ENGINEERS WITH HIS ESTIMATES AND ISSUES BLANK B.O.Q TO THE ARCHITECT TO BE USED BY BIDDERS FOR TENDERING PURPOSES 4. PERFORMS ARITHMETIC CHECKS ON THE SUBMITTED BIDS THE QUANTITY SURVEYOR _ CONTINUED CONTRACT STAGE (CONSTRUCTION STAGE) • PERFORMS MONTHLY VALUATIONS WHICH FORMS THE BASIS FOR ISSUING INTERIM PAYMENT CERTIFICATE • RESPONSIBLE FOR COST CONTROL (WARNS THE CLIENT AND ARCHITECT OF ANY BUDGET VARIATIONS) • MEASUREMENT OF VARIATION ORDERS TO DETERMINE THE COST OF VARIATIONS TO BE INCLUDED IN THE FINAL ACCOUNT THE QUANTITY SURVEYOR _ CONTINUED POST-CONTRACT STAGE (COMPLETION OF WORKS) • PREPARATION OF THE FINAL ACCOUNT WHICH INCLUDES VARIATIONS MEASURED AS DAYS WORK • THE TOTAL FINAL ACCOUNT WILL BE THE OUTSTANDING AMOUNT LESS PREVIOUS INTERIM PAYMENTS • THE FINAL ACCOUNT ISSUED BY THE QS ENABLES THE ARCHITECH TO ISSUE THE FINAL CERTIFICATE FINAL PAYMENT TO THE CONTRACTOR THE BUILDING INSPECTOR REFERS TO A MUNICIPAL REPRESENTATIVE WHOSE ROLE IS INSPECT A BUILDING FOR COMPLIANCE WITH LOCAL AND NATIONAL BUILDING REGULATIONS 1. 2. HAS DUAL OBLIGATION TO PROMOTE PUBLIC INTEREST ON SAFETY AND ALSO SAFEGUARDING THE INTERESTS OF THE EMPLOYER ( ensuring quality standards are maintained) INSPECTS THE BUILDING AT VARIOUS STAGES AND SIGNS OFF, AUTHORISING THE CONTRACTOR TO CONTINUE WITH THE PROJECT THE CLERK OF WORKS 1. 2. 3. 4. 5. 6. 7. 8. 9. IS A REPRESENTATIVE OF THE EMPLOYER AND THE ARCHITECT ON SITE AND APPOINTED BY THE EMPLOYER ACTS AS LIAISON BETWEEN THE EMPLOYER, ARCHITECT AND THE CONTRACTORS USUALLY KNOWLEDGEABLE ABOUT CONSTRUCTION, BUILDING REGULATIONS AND CONTRACT DOCUMENTS. IS RESPONSIBLE FOR PERFORMANCE TERMS OF CONTRACT ON SITE AND ENSURE GOOD WORKMANSHIP ( QUALITY CONTROLLER) ASSIST THE CONTRACTOR IN THE INTERPRETATION OF CONTRACTS, SPECIFICATIONS , DRG’S AND B.O.Q’S KEEPS RECORD OF ALL DEVIATIONS FROM CONTRACT DOCUMENTS MAINTAINS A DAY-TO-DAY DIARY AND AN INSTRUCTION BOOK SUBMITS TO THE ARCHITECT WEEKLY REPORTS ON PROGRESS OF WORK, MATERIALS, CONDITION OF PLANT & EQUIPMENT ETC. ATTENDS SITE MEETINGS AND TAKES MINUTES, BUT ALSO CHAIRS SITE MEETINGS OF THE ARCHITECT IS NOT AVAILABLE.
