INTRODUCTION The Abu Dhabi National Oil Company (ADNOC) HSE Governance, Administration and Regulation Framework ensures safe workplace and protection from workplace hazards and risks. As part of this regulatory framework, this Occupational Health Hazard Manual has been developed. This Manual outlines the approach for management of the following health hazards in the workplace: (i) Physical Hazards (ii) Chemical Hazards (iii) Biological Hazards (iv) Ergonomic Hazards (v) Indoor Air Quality Hazards and (vi) Psychosocial Hazards. The Occupational Health Hazard Manual provides an overview of the occupational health hazards encountered by ADNOC Group. 2. PURPOSE The purpose of this Occupational Health Hazard Manual is to give an overview of the abovementioned Standards which stipulates the requirements for using methods to identify, evaluate and control workplace hazards that bear a significant impact on human health and well-being. This Occupational Health Hazard Manual aims on the following principal areas: 3. (i) The protection and promotion of the health of workers by preventing and controlling occupational diseases and accidents by eliminating occupational factors and conditions hazardous to health and safety at work; (ii) The development and promotion of healthy and safe work, work environments across the ADNOC Group; (iii) The enhancement of physical, mental and social well-being of workers and support for the development and maintenance of their working capacity, as well as professional and social development at work; and (iv) Enabling ADNOC Group employees and its Contractors to conduct socially and economically productive lives and to contribute positively to sustainable development. SCOPE This document stipulates the mandatory requirements applicable to ADNOC Group (Directorates & Functions in ADNOC Head Quarter, ADNOC Group Companies and Affiliates) and its Contractors. ADNOC Group and Contractors shall ensure that all expectations listed herein are fully understood, implemented and thoroughly monitored. 4. LAWS AND REGULATIONS The relevant UAE Legislations applicable to this Occupational Health Hazard Manual and the mentioned ADNOC health hazards Standard includes but not limited to: (i) Ministerial Resolution No. 4/1 of 1981 on defining works that are hazardous or in which it is permissible to reduce the legally decided working hours, dated 6 January 1981. (iii) Occupational Health is Federal Law No. 8 (1980), Chapter V: Safety, Protection, and the Health and Social Care of the Employees; Article (91). (iv) UAE Ministerial Order No. (32), 1982. Specifying Preventive Methods and Measures for Protecting Workers against Work Hazards. (v) UAE Ministerial Order No. (37/2), 1982. Establishing the level of medical attention the employer is obliged to provide to his workers. (vi) UAE Cabinet Decree (12) of 2006 Regarding Regulation Concerning Protection of Air from Pollution, Annex (6) Allowable Limits for Noise Level in Different Areas. (vii) Abu Dhabi Emirate: Law 21 of 2005 for Waste Management. (viii) FANR-REG-10, Regulation for the System of Accounting for and Control of Nuclear Material and Application of Additional Protocol, Version 0. (ix) FANR-REG-13: Safe Transport of Radioactive Materials. (x) FANR-REG-23: Security of Radioactive Sources. (xi) FANR- REG-24 Basic Safety Standards for Facilities and Activities involving Ionizing Radiation other than in Nuclear Facilities, Version 1. ADNOC Group shall ensure that their activities and the activities of their contractors comply with all relevant Federal and Abu Dhabi laws and regulations at all times, including any that may be introduced after the publication of this Occupational Health Hazard Manual. The laws and regulations mentioned above is not an exhaustive list; additional regulations applicable to specific Health Hazard Management are included in the relevant Occupational Health Hazards Standards. 5. DEFINITIONS & ABBREVIATIONS TERMS DESCRIPTION ADNOC Group ADNOC Group includes the Directorates & Functions in ADNOC Head Quarter, Group Companies and Affiliates. ALARP As Low As Reasonably Practicable. Means to reduce a risk to a level which is as low as reasonably practicable and involves balancing reduction in risk against the time, trouble, difficulty and cost of achieving it. This level represents the point, objectively assessed, at which the time, trouble, difficulty and cost of further reduction measures becomes unreasonably disproportionate to the additional risk reduction obtained. Biological Agents A microorganism, cell culture, or human endoparasite, whether or not genetically modified, which may cause infection, allergy, toxicity or otherwise create a hazard to human health. These enter the body via inhalation, ingestion or skin contact. Chemical Agent Any material that has a known chemical composition, regardless of its source or origin. This may be a pure single element or a mixture of several elements/chemical species. Contractor Standard No.: HSE-OH-ST02 A ‘Contractor’ is defined as an individual or organization having a contract / sub-contract with ADNOC Group for the provision of services, equipment or performance of works. The term “Contractor” as used in the ADNOC Group Contracts Procedure is synonymous with the terms including but not limited to “Consultant”, “Sub-Contractor”, “Service Provider” or “Supplier.” Version No.: 1 Effective date: August 2019 Page 5 of 12 ADNOC Classification: Internal HSE Management System Occupational Health Management Standards Health Hazard Manual TERMS DESCRIPTION Ergonomics A scientific discipline concerned with understanding the interactions among humans and other elements of a system. It is also a profession that applies theory, principles, data and methods to design to optimise human well-being and overall system performance. Group Company Means any Company within the ADNOC Group, other than ADNOC. Hazard Any substance, physical effect, or condition with potential to harm people, property or the environment or affect company reputation. Health Hazard An agent or a factor with potential to cause harm to health. Also known as ‟Health hazards” or ‟Agents hazardous to health”. Indoor Air Quality (IAQ) is a generic term which refers to the air quality within and around buildings, offices, rooms, and other structures, and it specifically relates to the health, wellbeing and comfort of the occupants of these buildings Means Key Performance Indicator, which is a type of a performance measurement that evaluates the success of a particular activity. KPI Means ‛overview’ document which, in effect, set out mandatory requirements that shall be complied with and implemented across ADNOC Group. Manual Occupational (OH) Health A multidisciplinary field aimed at: - the protection and promotion of the health of workers by preventing and controlling occupational diseases and injuries by eliminating occupational factors and conditions hazardous to health and safety at work - the development and promotion of healthy and safe work, work environments and work organisations; - the enhancement of the physical, mental and social wellbeing of workers and support for the development and maintenance of their working capacity, as well as professional and social development at work - enabling workers to conduct socially and economically productive lives and to contribute positively to sustainable development The term Occupational health is synonymous with term "Industrial Health" OHRA Occupational Health Risk Assessment. Physical Agents These are sources of energy that may cause injury or disease. Examples of physical agents include noise, vibration, radiation, and extremes in temperature and pressure. Standard Means ‛standard setting’ documents which, in effect, set out mandatory requirements that shall be complied with and implemented across ADNOC Group. ADNOC Group shall demonstrate that they meet the requirements of the Standards either by showing that they have the necessary systems and procedures in place and/or by preparing additional systems and procedures to address identified ‛gaps’. ROLES AND RESPONSIBILITIES ADNOC Group Senior Management (VP and above) shall ensure that its employees and Contractors working under ADNOC jurisdiction/facility/construction site/project site, mandatorily comply with the requirements of this Manual. JOB POSITION ROLES & RESPONSIBILITIES ADNOC Senior Management OH/IH Specialist Group HSE Function Employees Contractor HSE Standard No.: HSE-OH-ST02 Ensures all health hazards as stipulated in this Occupational Health Hazard are addressed during the preparation of the abovementioned Standard; Provides guidance and ensures that adequate competencies, time and resources are available to report and investigate occupational illness cases; Ensures that corrective and preventive actions implemented in timely manner; Ensures training resources are available covering all topics in this Occupational Health Hazard Manual; and Responsible for implementing this Occupational Health Hazard Manual and allocation of resources. Defines the roles and responsibilities of line managers, specialist advisors (where applicable), supervisors and the workforce for implementation of abovementioned Occupational Health Hazard Standards. Seek ADNOC Group Senior Management assistance in applying and obtaining the authority, permits and security passes involved; Analyses, updates and implements this Occupational Health Hazard Manual; Investigates all Occupational Illness cases and completes investigation in timely manner; Ensures that all corrective and preventive actions identified in the investigation report are closed in timely manner; Develops and communicates a comprehensive internal procedure for implementing the requirements of this Occupational Health Hazard Manual covering all employees and activities including those by the Contractors; and Organises, leads or participates in monitoring the workplace. Defines the appropriate Standard with respect to health hazards, including its methodology; and Oversees implementation and enforcement of this Occupational Health Hazard Manual within the Group Companies. Ensure awareness on the provisions of this Standard; Ensure compliance to requirements mandated by this Standard. Ensures the inclusion of terms & conditions of tenders or in the contractual arrangements between the different parties Ensure any apparent conflicts between the ADNOC Group and the Contractor on abiding with the requirements of the ADNOC Occupational Health Hazard Manual are addressed. PHYSICAL HAZARDS Physical agents potentially associated with the range of activities conducted by ADNOC Group and their Contractors can be found in the Physical Hazards Standard (HSE-OH-ST08), which includes the following hazards: (i) Noise; (ii) Vibration; (iii) Heat Stress; (iv) Radiation (ionizing and non-ionizing); (v) Naturally Occurring Radioactive Material; and (vi) Hyperbaric Pressure. The Physical Hazards Standard provides a framework and detailed guidance on: 7.2. (i) Various physical agents present in the work environment; (ii) Health effects of physical hazards when a worker is exposed; (iii) Evaluation of health environment; (iv) Controlling the risks to As Low as Reasonably Practicable (ALARP); and (v) Meeting Legislative and Regulatory requirements (e.g., FANR). risks associated with physical agents present in the working CHEMICAL HAZARDS Chemical agents potentially associated with the range of activities conducted by ADNOC Group and their Contractors can be found in the Chemical Hazards Standard (HSE-OH-ST09), which includes the following hazards: (i) Chemicals (New or Existing); (ii) Asbestos Containing Material (ACM); (iii) Manmade Fibres (MMF); and (iv) Other process and manufactured chemicals. The Chemical Hazards Standard outlines how chemical hazards are recognized in the workplace through labelling and safety data sheets; how they can be assessed; the interpretation of field data, and the control measures to be instituted which aims in mitigating exposure of workers. The Standard provides a framework and detailed guidance on: (i) The nature of chemical hazards and their effects on the human body with respect to exposure; (ii) The routes of interaction between chemical hazards and the human body; (iii) Evaluating the risks associated with chemical hazards present in the working environment; (iv) Controlling the risks through utilization of the hierarchy of controls; Standard No.: HSE-OH-ST02 Version No.: 1 Effective date: August 2019 Page 8 of 12 ADNOC Classification: Internal HSE Management System Occupational Health Management Standards Health Hazard Manual 7.3. (v) Health, Safety and Environment approval of new chemicals, whether raw materials, ADNOC products, and project chemicals; (vi) Recognition, evaluation, and control of worker exposures to asbestos fibres; and (vii) Recognition, evaluation, and control of worker exposures to man-made fibres. BIOLOGICAL HAZARDS The Biological Hazards Standard (HSE-OH-ST10) outlines various kinds of biological agents and hazard group classifications; effects to human health; how biological hazards can be assessed; interpretation of field data, and control measures available aimed in mitigating exposure of workers. The Biological Hazards Standard provides a framework and detailed guidance on: 7.4. (i) Various kinds of biological agents and their effects on the human body; (ii) Evaluating the health risks associated with biological agents present in the working environment; (iii) Controlling the health risks posed by biological agents by utilizing the hierarchy of controls; and (iv) Management of Legionella bacteria in hot and cold water systems. ERGONOMICS HAZARDS It is the ADNOC Group HSE policy to establish the requirements for using ergonomic methods aimed in identifying, evaluating and and controlling the work tasks and activities that bear a significant impact on human health and well-being. The application of ergonomic principles in the workplace can result in the following: (i) Increased productivity; (ii) Improved health and safety of the workers; (iii) Lower worker compensation claims; (iv) Compliance with regulations; (v) Reduced operation cost; and (vi) Lower lost time at work. Ergonomics Hazards Standard (HSE-OH-ST11) provides a framework and detailed guidance on the following: (i) Occupational risk factors that can contribute to the incidence of musculoskeletal-related disorders; (ii) Principles of design ergonomics; (iii) Evaluating the risks associated with office and workplace ergonomics using various assessment tools; and (iv) The importance of ergonomics training sessions to workers aimed in enhancing their awareness on risk factors that contribute to the incidence of musculoskeletal disorders. This Standard specifies mandatory requirements of workplace ergonomics to be assessed by ADNOC Group and their Contractors to ensure that the risks are adequately managed. INDOOR AIR QUALITY The Indoor Air Quality Hazards Standard (HSE-OH-ST12) provides a framework and guidance on: (i) the causes of poor indoor air quality; (ii) indoor air quality hazards and their health effects to employees; (iii) how indoor environments can be assessed and interpretation of field data; and (iv) various control measures aimed in mitigating employee exposure to indoor air quality hazards. In that respect, this Standard is not intended to cover assessment of external (i.e. environmental) air quality caused by traffic smog, sandstorms, or industrial pollution. The Indoor Air Quality Hazards Standard covers indoor environments which encompass offices, control rooms, living accommodation, rest areas and other indoor facilities associated with an organisation. 7.6. PSYCHOSOCIAL HAZARDS The term ‘psychosocial’ refers to the interrelationships between individuals, thoughts and behaviours, and their social environment. Psychosocial risk is the likelihood that psychosocial factors will have a hazardous influence on employees’ health through their perceptions and experience and the severity of ill health that can be caused by exposure to them. The factors related to psychosocial hazards are but not limited to: (i) Job Strain; (ii) Work Role Issues; (iii) Shift Work and Long Work Hours; (iv) Time Pressure; (v) Effort-Reward Imbalance; (vi) Lack of Co-Worker Support and Interpersonal Relationships; (vii) Career Concerns; (viii) Bullying and Harassment; (ix) Workplace Violence; [Ref. 8] and (x) Fatigue. [Ref. 9] Psychosocial Hazards Standard (HSE-OH-ST13) provides an overall understanding of psychosocial hazards through recognition of risk factors, evaluation of magnitude of psychosocial risks and control of these risks through appropriate psychosocial hazard interventions. This standard establishes a consistent guidance to the personnel within the ADNOC Group. COMPLIANCE ASSURANCE ADNOC will conduct compliance audit of this Standard at approximately three-year intervals; these audits will be in addition to GC’s internal audits and where required, ADNOC will take steps to minimize overlap and duplication between ADNOC Corporate and Group Companies internal audits. The main audit deliverable is a formal and structured report for the attention of GC Management and the respective ADNOC Directorate. 8.1.
